2、 1.0 PURPOSE 目的 This Procedure describes how a question received as Request for Information (RFI) from Contractor during design, procurement, and construction is to be controlled, responded to, and documented. 在设计,采购和施工阶段,承包商将会提出一定的问题并要求答案或资料;这个程序将以RFI(资料要求单)来处理。本程序旨在说明如何控制,答复和存档在设计,

5、ND ACRONYMS 定义和首字母缩写词 EPC and/or EPC Contractor – Entity engaged by CNOOC to perform engineering, procurement and construction services for the project during Implementation Phase. These Contractors will be selected after evaluating the offers in response to the ITB package. EPC和/或EPC承包商–由CNOO

8、ocedure with the Contractor during the design/procurement and construction stages of the project. 负责在项目设计/采购和施工阶段同承包商贯彻执行RFI程序。 · The PM will receive the RFI from the Contractor and is responsible for determining whether or not the RFI requires involvement by a Lead Discipline Engineer (LDE). 项目经

12、g that this RFI Procedure is followed during Contractor’s period of performance, and that all of its questions are sent to the Owner in a properly completed RFI Form. 16、ign activities) and/or the LCE (for construction activities). Instructions shall be provided to the Contractor regarding the procedures for preparing and submitting an RFI. As necessary, the Contractor shall complete and issue an RFI to either the PM during design, orLCE during construction. TheL

18、t of the RFI, the PM or LCE shall determine if an RFI can be answered without assistance. If so, the answer is provided and the RFI returned to the Contractor, through the Project Coordinator. If the RFI is issued to the LCE during construction and the LCE cannot answer it without assistance, he w
19、ill forward the RFI to the PM for assistance in resolving the question. The PM, if necessary, will forward the RFI to the Project Coordinator who will contact the assigned LDE to provide resolution. The assigned LDE will consult other LDEs, if required, and then return the resolved RFI to the Pro

22、or shall receive all RFIs for LDE action and will track the RFI response. He must receive copies of all RFIs issued during design or construction activities and shall maintain an RFI log for the Engineering Department for each Contract. The Project Coordinator will provide measurement data to the
23、Discipline Manager with data on RFI response turnarounds by Engineering. 24、 5.4 Engineering Change 设计变更 The Senior Engineering Manager will provide internal distribution of RFIs to respective LDEs to provide feedback of questions raised towards their engineering deliverables. The LDEs of the affected engineering disciplines (other than the discipline of the relat
25、ed engineering deliverables) shall also be consulted to minimize the conflicts during the construction stage. Whenever there is doubt on the compliance of codes and standards, QA/QC Manager shall also be consulted in writing. 设计经理应将内部分发的RFI提供给相关专业工程师主管,将提出的问题反馈到设计文件中。还应咨询相关设计专业的专业工程师,以便能在施工期间将矛盾减少

27、ing Change Request (ECR) prior to Contractor’s implementation. The Contractor is responsible for the preparation of the CR and the PM is responsible for approval of the CR. The LDE is responsible for assisting, as requested, to ensure safety, and operability of the plant and for not performing any
