10、ifications are divided into several sections for convenience only and shall be read and construed as one integral. The sectional and subsectional headings are just for briefing and shall not be deemed as part of the content of these Specifications and also shall not be taken as factors of considerat
11、ion in the interpretation thereof. 101.02 TERMS The terms used in these Specifications conforms to the state standard GBJ124-88 “Standard of Highway Engineering Terms” of the People’s Republic of China (PRC), standard of the Ministry of Communications JTJ002-87 “Highway Engineering Technical Terms
12、 and standard of the Ministry of Communications JTJ001-97 “Technical Standard of Highway Engineering” etc. 1. The engineer means the general name of the authorized persons for each level including the engineer representative. 101.03 CONFORMITY OF TECHNICAL SPECIFICATIONS TO CONTRACT AND DRAWIN
13、GS These Specifications are conformity with the stipulations and requirements of the Contract and the Drawings. They should be read and used with comparison of each other. Any detail not specified in the Specifications and the Drawings, or the detailed description concerning any clause with no app
14、arent prescription shall be understood as traditional highway engineering practice of China accepted by the Engineer. During the execution of these Specifications, if some clauses are not clear, the interpreting right shall belong to the Engineer. However it must meet the corresponding stipulation
15、 of the Contract. Each item of the work shall strictly follow the stipulations and requirements of the Drawing or direction of the Engineer. Any variation to the drawing shall be subject to the prior approval of the Engineer. 101.04 STANDARDS AND CODES FOR CONSTRUCTION 1. Unless otherwise provide
16、d by these Specifications, the quality of all materials and works shall comply with the related requirements of the current standards and codes issued when inviting for bid. 2. If new editions of the standards or codes cited by these Specifications published in the construction period, should the s
17、tipulations in the new edition be followed in construction, the Engineer shall get the Employer’s approval then send variation order to the Contractor. 3. Other standards or codes instead of any part of the standards or codes cited by these Specifications may also be adopted subject to the prior r
18、eview and approval of the Engineer, if the Contractor considers that this institution can ensure the equal or even higher quality of the project. However, the approval of the Engineer shall in no way relieve the Contractor of any of his duties or obligations under the Contract. Differences between t
19、he cited standards or codes and the other authoritative standards or codes proposed shall be fully described in writing by the Contractor and submitted to the Engineer at least 28 days prior to the date that the Contractor desires the Engineer’s approval. In the event the Engineer determines that th
20、e proposed change does not ensure equal or higher quality, the Contractor shall comply with the cited standards or codes. (1) (1) Provided these Specifications don’t cover or cover works (or structures) with special requirements, the Employer can supplement or otherwise work out the technical spec
21、ifications for the works or structures. The following acronyms have been used in these Specifications to denote the standards or codes published by the State, Ministry and Committee: GB(GBJ) State Standard of the People’s Republic of China (PRC) JT(JTJ) Standard of the Ministry of Communicat

23、he Ministry of Public Security of the PRC JJ Standard of the Ministry of Construction of the PRC ------ ------ 101.05 INSURANCE Unless otherwise stipulated in the Contract, the Contractor shall insure the Works and the third party liability (including the Employer’s property) a
24、ccording to Clauses 21~25 of the Contract. The above insurance rate shall be provided by the Employer and listed in the foreword of the Bill of Quantities of Section 7, Volume III of the Bidding Documents. The Contractor shall calculate the above insurance amount and quote in the corresponding item
25、of Bill No. 100 of the Bill of Quantities separately when bidding. It will not be included in the unit prices or the total price of the work. All the tax and the insurance except the above insurance shall be deemed as having been included in the unit price or the total price of related work items, a
26、nd shall not be paid separately. 101.06 MEASUREMENT OF QUANTITIES 1. General (1) All construction items to be measured under the Contract shall be measured according to the Chinese legal measurement unit. (2) The method of measurement and computations to be used in determination of quantities
27、 of material furnished and of work performed under the Contract, which may not be indicated clearly in these Specifications, shall be those methods conforming to the traditional highway engineering practice. All methods shall be as approved or directed by the Engineer. (3) For all measurements of
28、construction items, the contractor shall provide measuring equipment and condition, and guarantee the degree of accuracy of the equipment. The computation shall be made by the Contractor and subject to the review and approval of the Engineer. (4) No measurements or computation will be made of any
29、lengths, areas or volumes exceeding those shown on the Drawings or directed by the Engineer. (5) All necessary materials such as mould plates, scaffolds, equipment, machines and tools, the connecting bolts, washers etc. shall be included in the relevant pay items of the Bill of Quantities thereof,
30、 and shall not be measured separately. 2. Measurement of Weight All materials which are measured by weight shall be weighed on the approved scales by competent and qualified personnel, at locations designated or approved by the Engineer. (1) Mass will be determined by calculation (conversion
31、) in case the material has stipulated unit weight. (2) Where direct measurements by weighing are approved by the Engineer, they shall only be accepted if taken in the presence of the Engineer and the record of the weighing is accordingly certified, and if a statement containing all the necessary in
32、formation on the weight of packing materials, struts, blocks, binding material, and the like, is presented to the Engineer for certification at the time of the weighing. (3) Reinforcing bars and prestressed reinforcement are measured by computation of diameter and net length on basis of the Drawin
33、gs, and the instructions of other materials. Laps, bits and pieces of materials, spacer bars and working length of prestressed steels etc. shall not be measured. (4) Mass of mortar, wedges, caulking materials, gaskets, oil, joint materials, welding rods, paint and coating materials, where such are
34、required to be placed or applied shall not be included in the weights of metal. (5) Trucks used to haul materials being paid for by weight shall be weighed empty daily at such times as the Engineer directs, and each truck shall bear a plainly legible identification mark. 3. Area Computations
35、Unless otherwise specified or according to the Engineer’s instructions, length and width for area computations shall be measured in accordance with the dimensional lines shown on the Drawings, and no deductions will be made for fixtures (manholes, etc.) having an area of 1 m2 or less. 4. Structur
36、es Structures shall be measured according to the neat lines shown on the Drawings or as altered by direction of the Engineer to meet field conditions. (1) The measurement of concrete shall be computed according to the neat dimensions of the completed works which have been approved by the Engineer
37、 The volume of reinforcement shall not be deducted, it is also the same with reverse angle not exceeding 0.1m x 0.1m, and ports, holes and cavities of which the volumes are not exceeding 0.03m3. The area of supplement angle which is not exceeding 0.1m x 0.1m shall not be added to the measurement.
38、 (2) All structures which are measured by the linear meter, such as pipe culverts, shall be measured parallel to the base or foundation upon which such structures are placed, unless otherwise shown on the Drawings. 5. Earthwork and Rockwork Computations In computing volumes of earthwork or ro
39、ckwork, the average cross sectional area method may be used, the more accurate method approved by the Engineer can also be adopted. The longitudinal length should be measured horizontally. (1) Measurements for excavation and filling shall be limited to the lines shown on the Drawings, and will be
40、indicated on approved cross sections which are measured in field after the site is cleared or the original ground is compacted (if any). (2) The earthwork or rockwork for filling shall be measured according to the compaction volume. 6. Volumes of the Hauling Vehicle (1) Material measured by volu
41、me of the hauling vehicle should be measured at the site of arrival. (2) The shape and size of the car body for the above-said purpose shall be such that the actual capacity may be measured easily and accurately and should be approved by the Engineer. All vehicles should be loaded at a horizontal
42、capacity height, when the vehicles arrives at the delivery site, the Engineer may request measurement after the striking of loaded material once again. 7. Conversions of Weight to Volume When requested by the Contractor and approved by the Engineer, material specified to be measured by the cub
43、ic meter may be weighed and such weights will be converted to cubic meters for measurement. Factors for conversion from weight measurement to volume measurement will be computed by the Contractor and be approved by the Engineer. 8. Bituminous Material and Cement (1) Bituminous materials shall be
44、measured by the kilogram. Net certified scale weights shall be used as a basis of measurement, subject to correction when bituminous material has been lost. (2) When bituminous materials are shipped or transported by truck or other vehicles, net certified weights or volumes, subject to correction f
45、or loss or foaming, may be used for computing quantities. Complete Structure or Facilities When a complete structure or facilities is specified as the unit of measurement, the unit shall be construed to include all necessary equipment, fittings and accessories. 9. Standard Manufactured Items
46、 When standard manufactured items are specified (such as guardrails, rolled shapes, pipes, etc.), and these items are identified by standard specification (unit weight, section dimensions, etc.), such identification shall be considered to be nominal for measurement purposes. 101.07 MEASUREMENT AN
47、D PAYMENT No separate measurement or payment will be made for all work items provided in this Section, with the exception of Subsection 101.05 which will be measured and paid for as stipulated below. The Contractor's all risks insurance and the third party insurance (including the Employer’s pro
48、perty) will be measured in lump sum based on the amount paid according to the conditions of the Contract, and will be paid upon the Insurance Company’s receipt for insurances paid each time subject to the check and approval of the Engineer. If the two said items of insurance are placed by the Emplo
