2、ouncil,soastohavethebenefitoftheviewsoftheEuropeanParliamentbeforeCouncildeliberations. Thisisatimelyaddress.WhateverelsepeopledisagreeuponinEuropetoday,theyatleastagreeononepoint:Europeisinthemidstofaprofounddebateaboutitsfuture.Iwanttotalktoyouplainlytodayaboutthisdebate,thereasonsforitandhowto
3、resolveit.Ineverycrisisthereisanopportunity.ThereisonehereforEuropenow,ifwehavethecouragetotakeit. ThedebateoverEuropeshouldnotbeconductedbytradinginsultsorintermsofpersonality.Itshouldbeanopenandfrankexchangeofideas.AndrightattheoutsetIwanttodescribeclearlyhowIdefinethedebateandthedisagreementun
4、derlyingit. Theissueisnotbetweena"freemarket"EuropeandasocialEurope,betweenthosewhowanttoretreattoacommonmarketandthosewhobelieveinEuropeasapoliticalproject. Thisisnotjustamisrepresentation.ItistointimidatethosewhowantchangeinEuropebyrepresentingthedesireforchangeasbetrayaloftheEuropeanideal,t
5、otrytoshutoffseriousdebateaboutEurope''''sfuturebyclaimingthattheveryinsistenceondebateistoembracetheanti-Europe. ItisamindsetIhavefoughtagainstallmypoliticallife.Idealssurvivethroughchange.Theydiethroughinertiainthefaceofchallenge. Iamapassionatepro-European.Ialwayshavebeen.Myfirstvotewasin19
6、75intheBritishreferendumonmembershipandIvotedyes.In1983,whenIwasthelastcandidateintheUKtobeselectedshortlybeforethatelectionandwhenmypartyhadapolicyofwithdrawingfromEurope,ItoldtheselectionconferencethatIdisagreedwiththepolicy.SomethoughtIhadlosttheselection.SomeperhapswishIhad.Ithenhelpedchangeourp
7、olicyinthe1980''''sandwasproudofthatchange. SincebeingPrimeMinisterIsignedtheSocialChapter,helped,alongwithFrance,tocreatethemodernEuropeanDefencePolicy,haveplayedmypartintheAmsterdam,theNice,thentheRomeTreaties. Thisisaunionofvalues,ofsolidaritybetweennationsandpeople,ofnotjustacommonmarketin
8、whichwetradebutacommonpoliticalspaceinwhichweliveascitizens. Italwayswillbe. IbelieveinEuropeasapoliticalproject.IbelieveinEuropewithastrongandcaringsocialdimension.IwouldneveracceptaEuropethatwassimplyaneconomicmarket. Tosaythatistheissueistoescapetherealdebateandhideinthecomfortzoneofthet
9、hingswehavealwayssaidtoeachotherintimesofdifficulty. ThereisnotsomedivisionbetweentheEuropenecessarytosucceedeconomicallyandsocialEurope.PoliticalEuropeandeconomicEuropedonotliveinseparaterooms. ThepurposeofsocialEuropeandeconomicEuropeshouldbetosustaineachother. ThepurposeofpoliticalEurope
10、shouldbetopromotethedemocraticandeffectiveinstitutionstodeveloppolicyinthesetwospheresandacrosstheboardwherewewantandneedtocooperateinourmutualinterest. Butthepurposeofpoliticalleadershipistogetthepoliciesrightfortoday''''sworld. For50yearsEurope''''sleadershavedonethat.Wetalkofcrisis.Letusfir
11、sttalkofachievement.Whenthewarended,Europewasinruins.TodaytheEUstandsasamonumenttopoliticalachievement.Almost50yearsofpeace,50yearsofprosperity,50yearsofprogress.Thinkofitandbegrateful. ThebroadsweepofhistoryisonthesideoftheEU.Countriesroundtheworldarecomingtogetherbecauseincollectivecooperationt
12、heyincreaseindividualstrength.Untilthesecondhalfofthe20thCentury,forcenturiesEuropeannationsindividuallyhaddominatedtheworld,colonisedlargepartsofit,foughtwarsagainsteachotherforworldsupremacy. OutofthecarnageoftheSecondWorldWar,politicalleadershadthevisiontorealisethosedaysweregone.Today''''swor
13、lddoesnotdiminishthatvision.Itdemonstratesitsprescience.TheUSAistheworld''''sonlysuperpower.ButChinaandIndiainafewdecadeswillbetheworld''''slargesteconomies,eachofthemwithpopulationsthreetimesthatofthewholeoftheEU.TheideaofEurope,unitedandworkingtogether,isessentialforournationstobestrongenoughtokee
14、pourplaceinthisworld. Now,almost50yearson,wehavetorenew.Thereisnoshameinthat.Allinstitutionsmustdoit.Andwecan.ButonlyifweremarrytheEuropeanidealswebelieveinwiththemodernworldwelivein. IfEuropedefaultedtoEuroscepticism,orifEuropeannationsfacedwiththisimmensechallenge,decidetohuddletogether,hopi
15、ngwecanavoidglobalisation,shrinkawayfromconfrontingthechangesaroundus,takerefugeinthepresentpoliciesofEuropeasifbyconstantlyrepeatingthem,wewouldbytheveryactofrepetitionmakethemmorerelevant,thenweriskfailure.Failureonagrand,strategic,scale.ThisisnotatimetoaccusethosewhowantEuropetochangeofbetrayingE
16、urope.ItisatimetorecognisethatonlybychangewillEuroperecoveritsstrength,itsrelevance,itsidealismandthereforeitssupportamongstthepeople. Andaseverthepeopleareaheadofthepoliticians.Wealwaysthinkasapoliticalclassthatpeople,unconcernedwiththedailyobsessionofpolitics,maynotunderstandit,maynotseeitssubt
17、letiesanditscomplexities.But,ultimately,peoplealwaysseepoliticsmoreclearlythanus.Preciselybecausetheyarenotdailyobsessedwithit. TheissueisnotabouttheideaoftheEuropeanUnion.Itisaboutmodernisation.Itisaboutpolicy.ItisnotadebateabouthowtoabandonEuropebuthowtomakeitdowhatitwassetuptodo:improvethelive
18、sofpeople.Andrightnow,theyaren''''tconvinced.Considerthis. ForfouryearsEuropeconductedadebateoverournewConstitution,twoyearsofitintheConvention.ItwasadetailedandcarefulpieceofworksettingoutthenewrulestogovernaEuropeof25andintime27,28andmorememberstates.ItwasendorsedbyallGovernments.Itwassupported
19、byallleaders.ItwasthencomprehensivelyrejectedinreferendumsintwofoundingMemberStates,inthecaseoftheNetherlandsbyover60percent.TherealityisthatinmostMemberStatesitwouldbehardtodaytosecurea''''yes''''foritinareferendum. Therearetwopossibleexplanations.OneisthatpeoplestudiedtheConstitutionanddisagree
20、dwithitsprecisearticles.Idoubtthatwasthebasisofthemajority''''no''''.Thiswasnotanissueofbaddraftingorspecifictextualdisagreement. TheotherexplanationisthattheConstitutionbecamemerelythevehicleforthepeopletoregisterawideranddeeperdiscontentwiththestateofaffairsinEurope.Ibelievethistobethecorrectan

Ifso,itisnotacrisisofpoliticalinstitutions,itisacrisisofpoliticalleadership.PeopleinEuropeareposinghardquestionstous.Theyworryaboutglobalisation,jobsecurity,aboutpensionsandlivingstandards.Theyseenotjusttheireconomybuttheirsocietychangingaroundthem.Traditionalcommunitiesarebrokenup,ethnic
22、patternschange,familylifeisunderstrainasfamiliesstruggletobalanceworkandhome. Wearelivingthroughaneraofprofoundupheavalandchange.Lookatourchildrenandthetechnologytheyuseandthejobsmarkettheyface.Theworldisunrecognisablefromthatweexperiencedasstudents20,30yearsago.Whensuchchangeoccurs,moderatepeopl

27、nfactIamtheonlyBritishleaderthathaseversaidIwouldputtherebateonthetable.IneversaidweshouldendtheCAPnoworrenegotiateitovernight.Suchapositionwouldbeabsurd.Anychangemusttakeaccountofthelegitimateneedsoffarmingcommunitiesandhappenovertime.Ihavesaidsimplytwothings:thatwecannotagreeanewfinancialperspecti
28、vethatdoesnotatleastsetoutaprocessthatleadstoamorerationalBudget;andthatthismustallowsuchaBudgettoshapethesecondhalfofthatperspectiveupto20XX.Otherwiseitwillbe20XXbeforeanyfundamentalchangeisagreed,letaloneimplemented.Again,inthemeantime,ofcourseBritainwillpayitsfairshareofenlargement.Imightpointout
29、thatonanybasiswewouldremainthesecondhighestnetcontributortotheEU,havinginthisperspectivepaidbillionsmorethansimilarsizedcountries. So,thatisthecontext.WhatwouldadifferentpolicyagendaforEuropelooklike? First,itwouldmoderniseoursocialmodel.AgainsomehavesuggestedIwanttoabandonEurope''''ssocialmod
30、el.Buttellme:whattypeofsocialmodelisitthathas20munemployedinEurope,productivityratesfallingbehindthoseoftheUSA;thatisallowingmoresciencegraduatestobeproducedbyIndiathanbyEurope;andthat,onanyrelativeindexofamoderneconomy-skills,R&D,patents,IT,isgoingdownnotup.Indiawillexpanditsbiotechnologysectorfive
31、foldinthenextfiveyears.ChinahastrebleditsspendingonR&Dinthelastfive. Ofthetop20universitiesintheworldtoday,onlytwoarenowinEurope. Thepurposeofoursocialmodelshouldbetoenhanceourabilitytocompete,tohelpourpeoplecopewithglobalisation,toletthemembraceitsopportunitiesandavoiditsdangers.Ofcoursewenee
32、dasocialEurope.ButitmustbeasocialEuropethatworks. Andwe''''vebeentoldhowtodoit.TheKokreportin20XXshowstheway.Investmentinknowledge,inskills,inactivelabourmarketpolicies,inscienceparksandinnovation,inhighereducation,inurbanregeneration,inhelpforsmallbusinesses.Thisismodernsocialpolicy,notregulatio
33、nandjobprotectionthatmaysavesomejobsforatimeattheexpenseofmanyjobsinthefuture. Andsincethisisadayfordemolishingcaricatures,letmedemolishoneother:theideathatBritainisinthegripofsomeextremeAnglo-Saxonmarketphilosophythattramplesonthepooranddisadvantaged.ThepresentBritishGovernmenthasintroducedthene
34、wdealfortheunemployed,thelargestjobsprogrammeinEuropethathasseenlong-termyouthunemploymentvirtuallyabolished.IthasincreasedinvestmentinourpublicservicesmorethananyotherEuropeancountryinthepastfiveyears.Weneededto,itistrue,butwedidit.WehaveintroducedBritain''''sfirstminimumwage.Wehaveregeneratedourci
35、ties.Wehaveliftedalmostonemillionchildrenoutofpovertyandtwomillionpensionersoutofacutehardshipandareembarkedonthemostradicalexpansionofchildcare,maternityandpaternityrightsinourcountry''''shistory.Itisjustthatwehavedoneitonthebasisofandnotattheexpenseofastrongeconomy. Secondly,lettheBudgetreflect
36、theserealities.AgaintheSapirreportshowstheway.PublishedbytheEuropeanCommissionin20XX,itsetsoutincleardetailwhatamodernEuropeanBudgetwouldlooklike.Putitintopractice.ButamodernBudgetforEuropeisnotonethat10yearsfromnowisstillspending40percentofitsmoneyontheCAP. Thirdly,implementtheLisbonAgenda.Onjob
37、s,labourmarketparticipation,schoolleavers,lifelonglearning,wearemakingprogressthatnowherenearmatchestheprecisetargetswesetoutatLisbon.ThatAgendatolduswhattodo.Letusdoit. 38、ozone.Ijustsaythis:ifweagreedrealprogressoneconomicreform,ifwedemonstratedrealseriousnessonstructuralchange,thenpeoplewouldperceivereformofmacropolicyassensibleandrational,notaproductoffiscallaxitybutofcommonsense.AndweneedsuchreformurgentlyifEuropeistogrow. Aftertheeconomicandsocialchallenges,th
39、enletusconfrontanothersetoflinkedissues-crime,securityandimmigration. anisedcrimecoststheUKatleast£20bnannually. Migrationhasdoubledinthepast20years.Muchofthemigrationishealthyandwelcome.Butitmusthemanaged.Illegalimmigrationisanissueforallournations,andahumantragedyformanythousandsofpeople.Iti
40、sestimatedthat70percentofillegalimmigrantshavetheirpassagefacilitatedbyorganisedcrimegroups.Thenthereistherepugnantpracticeofhumantraffickingwherebyorganisedgangsmovepeoplefromoneregiontoanotherwiththeintentionofexploitingthemwhentheyarrive.Between600,000and800,000peoplearetraffickedgloballyeachyear

45、EuropeanUnionagreedrecentlyadoublingofaidtoAfrica,itwasanimmediateboostnotjustforthattroubledcontinent,butforEuropeancooperation.Weareworldleadersindevelopmentandproudofit.Weshouldbeleadingthethewayonpromotinganewmulti-lateraltradeagreementwhichwillincreasetradeforall,especiallythepoorestnations.Wea
