Not only runs through the mass line of the party Constitution to learn the new educational practice all the time, but also to harvest as a good starting point to learn, study and work to do better in the future, and strive to create a new situation for school education contribute their城市（街道）网格化管理的途径杜 平根据区委统一安排，我参加了为时一个半月的上海学习。按照课题分组，我所在小组主要研究城市管理方面的内容，但城市管理涉及面很广，广义的城市管理基本涵盖政府职能的全部，狭义的城市管理内容也很繁杂，不可能全部一一陈述清楚。在这里，仅就杨浦区开展的城市管理网格化办法进行些初步的寻探，以求对我们自己在城市管理方面的矛盾和问题能够找到一些解决的办法。在基层城市管理实际工作中，我们常常遇到很多矛盾和问题，比如：城市管理工作繁杂和城市管理队伍相对薄弱的矛盾，群众要求日益增强和城市管理水平相对较低的矛盾，城市管理法律法规相对缺乏和城市管理要求精细化程度不断增强的矛盾，城市管理问题的发现难，处置难的问题等等。这些问题很多是体制机制上的问题，也有很多是工作方法的问题，更多的是科学发展观尚需创新城市管理思路的问题。对此，很多城市都采用网格化管理的办法进行改革，但手段和方法不尽相同，效果也不同。杨浦区是按照上海市政府要求在2008年开始进行网格化管理的尝试的，他们在网格化管理方面有很多先进的理念和工作模式很值得我们学习。一、指导思想和工作目标设置精确2008年上海市政府重点工作中提出“进一步完善中心城区城市网格化管理，不断提高城市现代化管理水平”的要求，同时上海市政府制发了上海市城市网格化管理实施暂行办法（沪府发20085号文），对城市网格化管理工作提出了明确的要求。杨浦区结合实际，把网格化管理与区委提出的“知识创新区”战略，与“三区融合，联动发展”决策紧密结合起来，把城市网格化管理，作为统一的城市管理数字化平台，将管理辖区按一定的标准划分成单元网格（一般是一万平方米的面积），通过加强对单元网格中部件和事件的巡查，建立监督和处置相分离的主动发现、及时处置城市管理问题机制。通过网格化管理把社区建设成“生态优良，生活舒适，精致开放”的区域，通过城市网格化管理再造政府管理工作流程，转变政府职能，树立服务政府形象。区政府明确要求城市网格化管理工作实行区域管理负责制，各街道是区域管理网格化的责任主体，进一步强化街道资源整合，通过协同处理、绩效考核，推进街道网格化管理体制和机制的完善；通过网格化管理队伍的培训，抓好队伍建设；推动网格化管理延伸进社区工作的开展，使城市（街道）网格化管理在项目化、系统化、精细化方向不断深化，形成街道城市建设和管理的长效机制。二、网格化管理体制和机制完备区政府将整个区域按要求化分网格，设立区中心，并在各街道设立分中心。同时投入资金铺设数字化监控设备覆盖全区每一条主次道路，并与公安等职能局信息共享。在区中心可以随时调看每一个街道的每一条道路的现时情况，各分中心保持24小时不间断监控，随时了解道路现时情况。（一）推进网格化管理体制完善1、建立街道网格化管理联席会议。联席会议负责街道城市网格化管理重大问题的议事和决策；定期听取街道城市网格化管理情况的报告；协调处置公共应急情况等。由街道主要负责人召集，有关职能部门负责人参加。每月举行一次。2、设立网格化管理办公室。办公室职责是负责落实网格化管理联席会议决定；接受区网格处置（监督）中心指挥和派遣，按规范要求及时处置各类投诉，争取考核成绩优良；统一管理网格分中心和社区生活求助联动中心的工作人员，处理网格日常事务及网格管理专项经费；记录职能部门网格管理的绩效测评；做好街道城市网格化管理网格维护、维修，保持正常运转，及时更新社区人口、法人和应急预案信息库，完善网格管理平台的功能。（二）推进网格化管理机制完善1、网格化管理发现上建立信息联动机制。发挥网格协调员、信息员、联络员、巡视监督员及时提供信息的作用，对重要信息实行有奖举报，网格管理办公室负责及时处置，并每月编写网格化管理信息，供领导决策参考。2、网格化管理处置上建立快速联动机制。加强与相关职能部门签订“城市管理事务处置承诺书”，发放“职能部门首问责任制”。辖区内遇到应急事件，分级召开协调会处理：重大事件由街道网格化管理联席会议协调处理；疑难事件由街道分管领导召集有关部门负责人协调；一般事件由网格管理办公室召集有关联络员协调处理。3、网格化管理考核上建立绩效考评机制。坚持以群众代表和居委会问卷测评与各职能部门处置实绩相结合的办法，定期向街道行政党组提供量化考核依据。细化对各职能部门网格化管理的考评，增加考评分，实行激励机制，对各职能部门在网格化管理中提供信息，处置信息，反馈监督质量进行综合考核，定期通报、点评、内部公示。（三）加强网格化管理队伍建设建立网格联络员、信息员、巡视员、操作员例会制度；制订网格管理队伍的考评与奖励办法。每周召开一次网格联络员会议，要求操作协调员提高服务、协调能力，主动收集信息，遵守网格化管理工作制度。逢双月召开一次网格信息员会议，要求居委会信息员提供信息，接受业务培训，实行信息数量与质量考评奖励。逢单月召开一次网格联络员会议，要求各部门联络员提供信息，分析处置情况，接受业务培训，出勤计入部门考核。每月召开一次网格巡视员会议，要求巡视员提供信息和处置监督情况报告，实行信息数量与处置监督考评奖励。三、具体工作办法街道各职能科室履行各自职责，选派责任心强的同志从事城市网格化管理，快速及时处置分中心派遣的任务，自觉接受居民群众的测评。 （一）街道城市网格化管理工作职责1、领导小组组长（街道分管领导）负责牵头协调处置社区内难度较大且易对社区稳定造成重大影响的城市管理事务；负责城市管理事务处置的总体考核；负责城市管理紧急事务的指挥调度，并及时向区中心报告。2、分中心主任（市政科科长）负责分中心日常管理事务，保证分中心正常运作；检查、考核各相关部门处置事务情况，提高处置效率和质量；具体协调、落实各部门联合执法工作，召集相关职能部门、居委会、居民代表召开网格块联席会议，协调解决日常管理事务；如在协调执法过程中，城市管理事务性质发生变化，应及时向领导小组组长报告。3、分中心副主任协助分中心主任做好分中心的日常管理工作以及与相关部门的联络、沟通工作；抓好分中心工作人员的培训、考核等管理工作。4、网格协调员做好城市管理事务的信息收集、登记受理、任务派遣、信息反馈和材料归档工作；利用视频监控系统及时、主动发现城市管理问题；对于区中心下达的任务，及时将处置情况、处置结果向区中心上报；对于社区内发生的重大事项、突发事件及时向分中心领导汇报。5、网格巡查员对各职能部门反馈的处置结果进行核查，并将核查结果及时上报分中心；在责任网格区域内做好巡查工作，及时发现城市管理问题。6、网格联络员及时落实分中心交办的涉及本部门职责范围的执法、管理任务，并向本部门负责人汇报；跟踪了解本部门执法、管理情况，并在规定时限内向分中心报告处置结果，对未能按时处置完毕的说明情况；如在处置过程中，城市管理事务难易性质发生变化，应及时向所在部门领导和分中心报告。7、网格信息员及时向分中心报告社区内发生的城市管理事务；向政府相关部门提供涉及社区内城市管理事务的信息资料；协助分中心做好群众测评工作，为街道对相关部门的年终考核提供依据。（二）工作流程1、信息收集分中心的信息收集主要通过四种渠道：第一种，区中心转来的城市管理问题；第二种，网格巡查员在责任区域内实施巡查，发现上报的城市管理问题；第三种，网格信息员、居民群众发现上报的信息；第四种，分中心工作人员通过视频监控系统发现的城市管理问题。2、登记受理针对登记的信息，判断其内容是否属于城市网格化管理受理范围，如不属于受理范围内的，向反映人明确说明，并告知管辖、受理单位。如属于受理范围内的，则对该受理事项进行立案，生成任务单。3、任务派遣根据案件的性质和处置部门的对应关系，将任务单通过信息平台派遣至相关职能部门处置。4、分类处置一般事项按职权范围分解落实到街道相关科室、区政府各职能部门派出机构处置，相关部门接到分中心的指令后，在规定或承诺时限内予以处置完毕。对于网格内发生的、需与相关部门协商共同解决的较难事项，由分中心主任进行协调解决。对于需几个部门联合执法或需召开协调会、听证会等联合解决处理的疑难事项，由街道分管领导统一协调指挥，相关部门共同制定联合执法方案进行联合执法、管理。对紧急突发的重大事项，向街道主要领导汇报后，立即启动街道紧急突发事件应急预案，及时进行应急处置。涉及到需协调区相关职能部门共同解决的问题，由分中心向区中心上报，由区中心出面协调。5、信息反馈相关部门对转交的事项处置完毕后，应及时将进展情况和处置结果向分中心报告，并将处置结果答复反映人；在规定或承诺时限内不能处置完毕的，应向分中心说明情况、原因，申请延期处置。对于区中心转下来的案件，分中心工作人员应及时将处置结果上报区中心。6、监督评价分中心接到信息反馈后，立即发送指令通知相应区域的网格巡查员到现场对问题的处置情况进行核查，并将核查结果上报至分中心。7、材料归档分中心工作人员要及时将相关材料予以分类归档，做好相关统计工作，将每月报表分报区中心和街道领导。（三）工作监督考核办法1.考核目的利用城市网格化管理信息平台自动生成的信息数据，真实、客观、公正地反映各处置单位处置城市部、事件问题的绩效，接受市民评判、社会评价和政府评定，为有关部门的考核提供依据。2.考核原则考核坚持科学合理、客观公正、注重实效的原则，全面、客观、公正地考核各部门一年来的工作成效。3.考核对象街道相关科室：市政管理科、综合治理办公室、劳动管理科、经济管理科、社会保障科、社会发展科。区政府职能部门派出机构：街道派出所、交警中队、区房地局办事处、食品药品监督管理分所、城管分队、街道环卫管理所、工商所4.考核内容社区城市网格化管理工作的结案率、及时率、社区居民的满意度。5.考核方法采用每月汇总、季度考评、年终考核相结合，座谈会听取意见、群众测评、部门间相互测评相结合的考核方式。6.考核结果应用考核评定等次为优、良、中、差四档，考核结果作为街道党工委办事处对街道相关科室年终考核以及对区政府职能部门派出机构年终考核的重要依据，并将考核意见书面通知区政府职能部门派出机构的上级部门。城市网格化管理成为杨浦在城市管理的一大创新举措，实践证明，它对于提高城市管理水平，及时解决人民群众最关心、最直接、最现实的利益问题是切实有效的。（附：城市网格化管理分中心工作流程图和案件受理处置表）2009年5月本文首先研究了我国药店信息管理系统的作用，通过作用，优势引出普及药店信息管理系统的必要性，然后再分析目前我国药店信息管理系统的发展现状包括Thank you very much. -The Constitution Party rules address the series really is a qualified party members earlier this year, all party members to the Central series of party rules, and address of the party Constitution, be qualified party members learn education is an important decision.
