PURPOSE目的The purpose of this procedure is to provide a safe system of work by the implementation of emergency responsemeasures and to identify the responsibilities and legal requirements at worksites where Project has the prevailing influence. 本程序的目的是通过执行应急反应措施为工作提供一个安全体系，明确在项目工地的责任和法律要求.2. LEVELS OF RESPONSE反应等级3.1 As emergency situations differ in severity， for the purpose of establishing the appropriate level of response required, incidents are ranked as Levels 1, 2 and 3。由于紧急事件发生的严重等级各不相同,为了满足适当的响应级别的要求，将事故等级分为1，2和3级。Level 1 This would be， but may not be limited to， a medical rescue， which is the result of illness or minor injury or minor incident. For this purpose clear and legible notes on plain paper are acceptable.
