1. 工作范围SCOPE OF WORK
1.1. 简介 Brief Introduction
此方案适用于川东北高含硫气田内部集输工程各井站露空管道系统的预制和安装，关于埋地管道安装措施详见《站内埋地管道施工方案》CDB-0000-TEC-PLN-SC2-000-00083-00。
The method statement is applicable to prefabrication and installation of exposed pipeline in all well pads and gathering stations of Chuandongbei High-sulfur Gas Field Internal Gathering Project. Installation measures for underground pipelines see Construction Method Statement for Underground Pipeline in Well Pad and Gathering Station (CDB-0000-TEC-PLN-SC2-000-00083-00) in details
内输工程各井站露空管道涉及以下材质：A333Gr6、316L、L245NB、20#、L360QS、L245NS、A671 CC65、20GK 、Q235•B+镀锌。各种材质特性及相关切割、焊接、热处理要求详见PQR说明。
The materials of exposed pipeline in well pads and stations of internal gathering system are as follows: A333Gr6, 316L, L245NB, 20#, L360QS, L245NS, A671 CC65, 20GK and Q235•B + galvanization. The requirements for characteristics as well as cutting, welding and heat treatment of all kinds of materials see PQR for details.

3. 健康、安全与环境HEALTH, SAFETY & ENVIRONMENT
3.1. 风险评估 Risk Assessment
此方案风险分析详见附件1。
See to attachment 1 for risk analysis.
此方案中的所有单项工作都应与承包商的单项JSA，风险分析和每天开始工作前进行的工具箱会议相符。
All individual tasks mentioned in this method statement will be subject to individual JSA, risk assessments and toolbox talks by CONTRACTOR In-Situ before work commences on a daily basis.
3.2. HSE要求 HSE Requirements
· 作业前应根据作业内容办理相关许可，如综合作业许可、热工作业许可、受限空间作业许可、射线作业许可、开挖作业许可等。
Handle relevant PTW before work commence, such as general work permit, hot work permit, work permit for work in confined space, work permit for ray operation, excavation work permit, etc..
· 不锈钢焊接时，应做好预防六价铬的呼吸道防护（若需要）。
When perform stainless steel, make proper respiration protection against chromium VI (if required).
· 所有人员都应参加了适应的安全培训并佩戴PPE,如作为最低要求的安全帽，钢头鞋，安全眼镜和工作服以及根据具体情况需要穿戴的安全手套、高亮背心以及面罩等。
All personnel participating will take appropriate safety training and properly wear PPE as minimum requirements as hard helmet, steel toe boots, safety glasses and coverall. Safety gloves, high visibility vest and facial shield will be required for specific works.
· 起重作业应根据项目《安全工作规范手册》第6.4条之规定，制定起重计划。起重吊装作业应当根据现场的实际情况考虑吊车、运输车辆的站位以及是否影响道路交通安全。
Lift plan will be prepared in accordance with Sec. 6.4 in Safe Work Specification Manual. Lift operation should consider whether the standing position of cranes and transportation vehicles will impact traffic safety based on site condition.
· 动火作业点设监护人、配备消防器材、设置遮挡电焊弧光措施、周围无易燃易爆物品。禁止在下雨露天进行焊接作业。
Watch men will be set at hot work locations, as well as firefighting equipments. Certain measures will be taken to sheld welding arc. Surrounding should free from explosive and combustibles. No open welding operation in rainy day.
· 脚手架/平台的搭拆必须由取得搭设资格的人员进行施工。脚手架/平台搭设完毕经检查验收，挂牌后才能使用。
Erection and dismantlement of scaffold/ platform should be worked by competent personnel. The scaffold can not be used unless it is inspected, accepted and tagged after erection.
· 高处作业点设监护人，工作人员必须穿戴全身式安全带并坚持高挂低用的原则，工作区域和安全带系挂点需在作业前检查确认。
Forman will be assign for work at height. Workers must wear full body harness and keep the principle of hang-high use low being followed. Work zone and body harness hanging points should be checked and confirmed before operation.
· 临时用电安全措施，配电箱布置。安排专人负责管理（持证电工）发电机、配电箱等，并有日检查记录。
Safety measures for temporary power use and arrangement of distribution box. Assign people (certified electrician) to manage the generator and distribution boxes, etc. and have daily inspection records.
· 工作场所应设置警示、标识牌，必要时设置硬维护以防止擅自入内。
Warning sign, tag board will be set up at work area; hard barricade maybe required when it is necessary to avoid accessing into it without permit.
· 作业现场必须按照每“50名作业人员：1名安全员的比例进行配备，以保证现场人员、物资的安全。
Provide safety officer in a proportion of “50 workers: 1 safety officer” on worksite to ensure safety of personnel and material.
· 作业过程中，每名员工有权利且有义务对不安全行为 “叫停”。
During working, every employee has right and responsibility to “STOP” the unsafe behaviors.
· 现场文明施工管理，需要规划临时设施、管道堆放地点并有序摆放。
House keeping on site. Make plan for temporary facilities and pipe laydown area and make sure they are placed orderly.
· 作业现场非指定区域禁止吸烟，现场设置吸烟点。
No smoking in operation area, except the designated smoking area which will be set on site.
· 废物的管理，包括防腐涂料、液体清洁剂的使用与回收，需设置垃圾回收箱，按照CDB废物管理要求处理到指定地点，确保环境不受污染。
Waste management, including use and recycle of anticorrosion paint and liquid cleaning agent. Garbage tin should be provided. The waste should be disposed at designated location according to CDB waste management requirements to ensure no pollution to the environment.
· 物料的搬运，按照CDB《安全工作规范手册》要求，超过20公斤的物料或设备不能用人工搬运，应使用机械搬运。
Transportation of materials. Materials or equipments exceed 20kg can not be manually hauled but by mechanical means according to CDB Safe Work Specification Manual.
· 在任何有运输车辆进出的施工地点，设置车辆监护员，特别是在倒车、卸货时。
Any transportation vehicle entering or exiting construction location should have vehicle guardian, especially when backing or unloading.
· 确保在实施前所有的相关活动和方案都已获批准，否则应立即停止。
Ensure all relevant activities and method statements be approved before execution, otherwise they will be stopped at once.
· 承包商应负责此方案中所描述活动的执行。
Contractor shall be responsible for execution of activities described in this Method Statement.
· 现场应安排专职安全检查员，应制定警戒线和树立警示牌，并安排现场巡查。
The site should arrange full time safety inspectors, set up warning line and warning signs. Site patrol inspection is required.
· 检查施工的电源线应完好无损，布置合理，固定牢固。
Check the power cable in good condition and arrange it properly on site.
· 工作场所应设置警示、标识牌，必要时设置硬维护以防止擅自入内。禁止在同一施工区域同时进行两项作业。
Warning sign, tag board will be set up at work area; hard barricade maybe required when it is necessary to avoid accessing into it without permit. Forbid performing two items of work simultaneously in one construction area.
3.3. 应急救援Emergency Response
· 施工作业现场配备急救箱。急救箱内包含的内容应符合川东北项目要求。
First-aid kit will be needed on construction site. The articles in first-aid kit will be conforming to requirements of Chuandongbei Project.
· 在施工中若发生紧急事件，按照《事故管理程序》CDB-0000-HES-PCD-SC2-000-00014-00进行上报。
If emergency happens in construction, report procedure will be accordance with Accident Management Procedure CDB-0000-HES-PCD-SC2-000-00014-00.
· 应急救援按照《应急总预案》CDB-0000-HES-PLN-SC2-000-00001-00执行。
Execute emergency response in accordance with General Plan of Emergency Rescue CDB-0000-HES-PLN- SC2-000-00001-00.
· 如遇到任何医疗、安保意外或安全事件、事故，工作人员应按照相关程序联系以下人员。联系人先后顺序的选择应本着对处理事件或伤者最有利的方式。
Workers will contact following personnel in accordance with corresponding procedures if any unexpected medical, security incidents or accidents happen. The sequence of contact shall be based on the best interest of handling the incidents or the injured.
