2、能力;停车位中图分类号:U491.2文献标志码:B文章编号:1 0 0 9-7 7 1 6(2 0 2 3)0 6-0 0 2 3-0 30引言长江西路随着机动车保有量的持续快速增长,城市交通设施的供给与交通需求之间的矛盾日益突出,由此导致“行车难”和“停车难”问题越来越严重,已经成为困扰市民出行的痛点。产生交通拥堵的根本原因是交通需求超过交通供给水平,拥堵治理的基本思路也是调控供需,以达到动态平衡。交通拥堵从具体原因及展现形态上又可分为功能性拥堵、通道性拥堵和节点型拥堵。其中功能性拥堵起因是城市功能过于集中,外围新城职住分布(就业和居住分离)差异化明显,导致刚性交通需求空间集聚,超出了交通基

3、础设施的供给能力。通道性拥堵是受山体、河流和铁路等分割,在跨越自然障碍物的路段道路通行能力有限,交通集聚度高,形成瓶颈点。节点性拥堵指交通流在道路交叉口或者路段上形成的交通量过于集中,引发点状拥堵。1现有条件分析本文研究的合肥市安医一附院高新园区周边范围由长江西路、创新大道、皖水路、杨林路合围而成(见图1)。经现场踏勘分析,该区域交通拥堵现象具备以下3 个特征。(1)功能性问题。高新区是合肥市重要的高新技术企业聚集地,有大量就业岗位,但其内部高质量教育资源匮乏,优质大型商业稀缺,需要与老城区进行资源互补。由此导致老城区至高新区的车辆主要经收稿日期:2 0 2 2-0 9-1 6作者简介:任伟强

4、(1 9 8 6 一),男,硕士,高级工程师,主要从事市政道桥设计工作。百草街安医附院皖水路创文永彩虹路新大路路林道望江西路图1 项目区位图由长江西路,长江西路东向与创新大道南向交互交通量大。(2)通道性问题。受大蜀山、董铺水库等自然障碍物的分隔,老城区与高新区联系通道少,通道通行能力受限。且因绕城高速影响,安医周边路网不完善,车辆几乎全部经由创新大道进出安医片区,由此引发了百草街及皖水路与创新大道交口的大流量(3)节点型问题。现状医院周边小区停车位供给不足,将大量停车需求赶至周边道路解决,引发了停车乱象,影响路面通行效率。2优化交通组织结构2.1通行能力计算2.1.1长江西路东进口左转通行能

5、力老城区至高新区的交通主要经由长江西路,长江西路东向与创新大道南向交互交通量大。通过交通量调查,长江西路与创新大道交口早、晚高峰现状东进口左转机动车交通量分别达到2 4 0 5pcu/h和1 0 2 9 pcu/h,南进口右转机动车交通量分别为1 098 pcu/h和1 7 54 pcu/h(见图2)。根据信号周期计算长江西路东向南左转车道的通行能力,计算式为:23大蜀山森林公园城市道桥与防洪任伟强:合肥市高新区某区域交通改善研究2023年第6 期北路44855862917早高峰机动车交通量图2 长江西路-创新大道交叉口早/晚高峰小时车流量(单位:pcu/h)ta-to+1)C,=3600Tt

6、i式中:C为1 条直行车道通行能力,pcu/h;T 为信号灯周期,取2 0 0 s;tg为信号周期内绿灯时间,取4 0 s;to为绿灯亮后第1 辆车通过停止线的时间,可取2.3 s;ti为平均车头时距,小型车取2.5s,大型车取3.5s,长江西路小车占比约9 0%,可取2.6 s;为折减系数,可取0.9。代人各参数后,360040-2.3C.=+1)0.9=251 pcu/h。2002.6用Cel表示专左专右车道的进口道通行能力之和,其计算式为:Cal=(1-r-,)ZC,式中:ZC。为进口道直行总通行能力,为1 条直行车道通行能力C。与车道数的乘积;i、为左、右转车辆占进口道车辆比例,取0.

7、7 4 2、0.0 8 8。代入各参数后,Cel=72512(1-0.742-0.088)左转专用车道通行能力C为:Ci=Celr 1所以 Ci=2 9530.742=2191 pcu/h2 405 pcu/h;饱和度=2 4 0 5/2 1 9 1=1.1 0。由此得到结论:长江西路现状东进口3 条左转车道不能满足现状交通需求(2 4 0 5pcu/h),饱和度已达1.1 0,会造成上游拥堵 2 。2.1.2创新大道方向通行能力创新大道方向,长江西路、百草街、皖水路交口间距为3 2 0 m,现状均为信号灯控平交口(见图3)。根据现状创新大道与长江西路、百草街、皖水路交口间距及信号周期,计算创

8、新大道方向路段通行能力Nm为:北路286-5492 405263508-1757南路晚高峰机动车交通量=2 953 pcu/h。(3)2451754910295C南路一(1)(2)皖水路北百草街通行能力约2.839pcu/h长江西路右转1 车道左转3 车道-2405peu/h图3 创新大道方向现状图Nm=N,xa.xkmS式中:N.为单车道通行能力,6 0 km/h设计时速取1730pcu/h;为机动车道通行能力分类系数,主干道取0.8;km为车道折减系数,创新大道5车道取3.8;8 为交口通行能力折减系数,无信号灯快速路取1,与交口间距成正比,与绿信比成正比。创新大道沿线交口信号配时为6 0

9、 s(绿)+3 5s(红)。以百草街计,8 值为0.54;以皖水路计,8 值为0.7。根据交通量调查,上游长江西路高峰小时左转与右转交通量合计约2 6 9 6 pcu/h。以当前百草街设红绿灯计算,创新大道路段通行能力Nm=17300.83.80.54=2839pcu/h;饱和度=2 6 9 6/2 8 3 9=0.9 5,服务水平四级。取消百草街信号灯,以皖水路设红绿灯计算时,创新大道路段通行能力Nm=17300.83.80.7=3680pcu/h;饱和度=2 6 9 6/3 6 8 0=0.7 3,服务水平三级。结论:百草街交口设红绿灯,饱和度0.9 5,服务水平为四级,易引发拥堵;取消百

10、草街交口红绿灯,仅皖水路设红绿灯,能满足上游通行需求。2.2解决方案2.2.1长江西路东进口(1)现状为3 左+2 直+1 右,建议将1 条直行车道改造为可变车道,高峰期左转,平峰直行车道,使得高峰期车道分配为4 左+1 直+1 右,匹配交通需求。(2)打通长江西路北侧客运西站周边路网,优化微循环,减少长江西路东进口右转车辆,将右转车道调整为直右车道。(3)优化交口信号灯配时,在不增大信号周期的前提下,延长早高峰东进口左转相位时长。6203680pcu/h291 pcu/h通行能力约(4)2023年第6 期任伟强:合肥市高新区某区域交通改善研究城市道桥与防洪2个项目经研究具备可行性,已列入区内

11、建设计划(见图5)。林路2.2.2创新大道方向(1)近期封闭百草街交口,取消转向功能,保留东西向地面过街,优化信号灯配时,提高创新大道通行能力。(2)远期根据需要设置立体过街,消除该节点信号等配时影响。3加强路面停车管理项目周边除安医附院外,还有华纺新华城、海亮九玺、皖水公寓等住宅小区(见图4)。长江西路华纺新华城1600户,51 2 0 人+安医圣联皖水时代场公寓文典路-十一彩虹路图4 安医周边项目分布根据现场走访调查,安医医院内有2 4 0 0 多个停车位,其中地面50 0 多个,地下1 9 0 0 个,目前尚有富余。华纺新华城、海亮九玺小区内有59 0 0 多个停车位,其中华纺新华城1

12、2 0 0 个;海亮九玺南、北区总计4 7 0 0多个车位,但地面近1 2 0 0 个车位已禁停(人车分离),仅地下3 6 0 0 个车位出租使用,已饱和,超量住户沿百草街停放。百草街沿路规划约3 50 个停车位,现场实际停车数量接近50 0 辆(存在违停、超停现象),其中“僵户车”及其他长期停放车辆仅3 0 余辆,占现状停车总数约6%。另外停车位直接出人百草街机动车道,对交通干扰较大。百草街多数车辆为附近居住、工作、经商人员停放,停车周期平均约1 2 d。周边小区配建的停车位已趋于饱和,沿线存在确切的停车需求,不宜取消停车位。对停车问题提出以下建议:(1)现状路面停车位改造为由后方辅道进出,

13、避免路面停车干扰主道。(2)引人城泊管理系统,实施分时段收费制度。(3)增设抓拍设施,管理违章停车。(4)开发周边公共停车位,疏解停车难的问题,实施分时段收费制度,对周边住户夜间停车给予优惠。4深挖现有路网潜力 3 安医片区周边路网不完善,车辆仅能从创新大道方向进出,急需解决可分流路径。经与规划建设部门协商,按照“打通半截路,构建微循环”的治堵思路,通过现场踏勘,建议片区向北增设杨林路长江西路通道,向东增设彩虹路下穿绕城高速接枫林路通道,以疏解片区交通量。这海亮九玺2477户-7926人海亮九玺彩虹路二三N长江西路百草街-7T-路-彩虹路图5建议构建微循环路段位置5结语交通改善类项目需深入现场
