1. Introduction
This program is to build an international super five-star zone, which is combined with culture, tourism, visiting, showing, and preserving one’s health in one system under the ground of plateau lake with the topic of Muslim historical culture. The zone is on Jinning and Chenggong counties, the bank of The Dianchi Lake, the homeland of Zheng He with the main proposal for the culture of Zheng He Seven-time Sailing Oversea.

2.3 The Tourism Environment, Energy and Transportation
Yunnan Province has excellent geographic position, the door of China to Southeast Asian and South Asian, and connects with Vietnam, Laos, Burma, Thailand, and Cambodia with water or land.
The Kunming is located in the center of The Yun-Gui Plateau. The altitude of the center city is 1891 above sea level. Kunming belongs to low-latitude, plateau mountainous region, monsoon season. Kunming is south to Dianchi Lanke, others to the mountains. Due to the affections of southwest warm and wet current from Indian Ocean, the day sunshine of Kunming is long, and the frost is short. The average temperature per year is 15 ℃. The climate is warm, no hot in summer and no cool in winter, spring forever for four seasons, being called “Spring City”. From every year in December to the next year in March, A crown of red-rostra gull visits Kunming City from the thousands miles Siberia to avoid the bise of the North Sea region.

Kunming is the Yunnan Province’s hinges of transportation, communication, and the port of China to Southeast Asian. Kunming International Airport is one of the six major airports in China, with more than 170 domestic and international airlines accessible to many main cities of China and to Bangkok, ChiangMai, Hanoi, HoChi Minh, Yongon, Mandalay, Nietine, Singapore, Kuala Lumpur, Osaka, Hong Kong. The New Kunming Airport under construction will be the fourth China’s hinge-gateway of after Beijing, Shanghai and Guangzhou.
Railway transportation networks of Kunming are in all directions, consisted of the Neijiang-Kunming line, Nanning-Kunming line, Guiyang-Kunming line, Yunnan –Vietnam line, Guangtong-Dali line, which run east to the coast, south to the Southeast Asia, west to Dali, and north to Sichuan Province respectively.
The destination or passby national highways of Kunming are No. 324, 108, 326, 213, 320, 40, 65 etc.；The destination or passby province highways of Kunming are No. 101,102, 103, 202, 207, 214, 215 etc. There are four Expressways of Shilin-Anning, Kunming-Yuxi, Kunming-Qujing and Kunming-Hekou here. The two international highways under construction, that is Kunming-Bangkok and Kunming-Yongon, and the planning Pan-Pacific railway will make Kunming reaching the neighbour countries easily.
The city transportation and its network in the city is being improved. The framework transportation network of Kunming, named, “two rounds and five radiations”, “three longitudes and one horizon”, will be built during the period of “The Eleventh Five Years’ Plan”. Now the existing public bus routes are about 169 lines with 2,800 buses, and the contribution rate of bus rapid transit is 26% for the whole city.

The Dianchi Lake is located at the southwest of Kunming, Yunnan Province. The lake is beautiful for her elegant scene. The azure sky and waves, lake and mountains, and stippling fleet sail are intoxicated.

The highway transportation around The Dianchi Lake has been completed. A large saving-energy solid parking and small airport will be built with fully sunshine and the wind of Kunming, providing the electric power for the whole zone.

3. The Background of the Program
3.1 The Introduction of Zheng He
Zheng He, A.D. 1371-1435, was born in Kunyang (now Jinning County in Kunming), Yunnan Province. His origin first name was Ma, and styled himself Sanbao.

Due to the reason of his beliefs for Islam, he started to study the regulations and laws of Islam in his childhood. His father and grandfather had paid respects to Mekka, the Holy Land of Muslim. They knew the situations of foreign countries and areas oversea. From the talking of his father and grant father, junior Zheng He was full of strong curiosity to the external world. His father’s characteristics of upright and outspoken, joyful kind and happy bestow, no conspiring remained deeply expressions in his mind.

Zheng He was also a great sailor, military man and diplomat in the Ming Dynasty. He entered palace at age of 12, and leaded the strongest fleet oversea seven times when he was 34, lasting 28 years, earlier about half century than the well known sailor, Columbus and Maestro. He ushered the Silk Road on sea to more than 30 countries in Asian and Africa. Zheng He is an undoubtedly pioneer of sailing, the giant on the sea, the pride of Chinese, and the hero of Muslim, the diplomatic example of commercial trade and harmony. He was also the figure of harmonious world and world peace.

3.2 The Introduction of the Islam
The Islam was created in Mekka, Saudi Arabia Union, Arabian Peninsula. In 610, the Mohammed of the Old Lei tripe began the actions for the creation of Islam. He declared that Anla (Allah) is the creator for the whole world, the only god. He call himself “Envoy”, be assigned by Allah. He Appealed his tripe against the popular multi god religion and idolatry, converted to right way, avoided the punished at the end of the day. The “Islam” is from Arabic, meaning “peace” and “docility”. The Islam requires that every Muslim must go though five religion lessons on action exception for the above beliefs in thoughts. It is often called “Five Lesson” in China, they are idea, courtesy, fast, class, and towards.
The five largest beliefs of Islam are: Allah, goddess, sutra, envoy, and the end of day.

The Islam is the religion of Arabic first. The Islam was created in the west important commercial town, Mekka, at the early of seven century in Arabian Peninsula. Only several decades after it is established, the Arabic rapidly unified the Arabian Peninsula under the banner of the new religion, and extended. Finally, a strong Arabic Empire was established, stretched over Asian, Europe, and Africa, and let the Islam become the world kind religion. With the development of more than 1300 years, the Islam has been transmitted to five continents all over the world. About one thousand million people belief Islam, 20% of the total population of the world, and the Islam is as the national religion in more than forty countries, especially in Asian and Africa. The Islam deeply affects the society and economic and culture development. Now Yunnan Province has about 1000 Mosques, average 700 persons having one Mosque. The scale of Mosque is closely related with the local economic and cultural development.
The Islam from a single religion of Arabic became the religion of worldwide. Gradually extending, trade exchange, culture exchange, and assigning missionary all over the world are the results to make the religion to be widely propagated. When the Mohammed was died in 632, the Islam entered “the Periods of Time for Four Haifa”. With the extending of the unified Arabic country, the Islam was transmitted from the peninsula to outside, being called “Exploiting Time of the Islam” in the history. From A.D. 661, the Islam was into the Arabian Empire, all through the ages of Umayyad Dynasty and Ambos Dynasty in Asian, Africa and Europe. The Islam became the religion in the area governed by the Empire. At that time the economic, science and culture were flourishing than even before, being called “At the Height of Power and Splendor of the Islam development” in the history

With the different races invading in the middle of thirteen century, and the independence of setting up a separatist regime by force of arms in east and west of the Empire, The Arabian Empire was disassembed. In the end of middle ages, the Islam world coexisted by the Ottoman Empire, The Sarawak Empire, and the Muweier Empire. Here, the Ottoman Empire was the one of the strongest at that time. This time is called “the Third Transformation Period of Islam” in the history. After the middle of the eighteen century, the western colonialist invaded the Arabian world, and countries became colony and semi-colony gradually. Under the banners of “Jihad” and religion actions of the Islam all over the world, many times nationality struggle, resisting colonize oppressively, give the colonialism with heavy beating. After the world War Ⅱ, The Islam countries are independent one after the other and form the pattern of the Islam world nowadays. The diffusion and development of the Islam have different characteristics with different periods of time
The Cultural Festival of the Islam:
1、The Lesser Bairam-The Festival of Fast ended is one of the three important festivals in Islam. The September of the Muslim year，is the month of the fast, being as the most honorable month. As legend, Anla released the Koran in this month. Therefore, all the Muslim, men or women who are satisfied the condition, must obey the fast for one month. At the end of the month, a new moon being seen means that all are as regular.
2、The Corban－－The day for sacrifice is one of the three important Islam festivals. The Corban is from the Arabic，means sacrifice and dedication. It is at December, 10th, every Muslim Year. In that day, the Muslim would slaughter domestic animal (generally sheep, moo-cow, pack animal etc.) to show the fear and loyalty for the Allah.
3、 Shengji Festival——the Moored Festival is also one of the three festivals. As legend, the Mohammed (about A.D. 570-632) was born and died all on March 12th of Islam Year. In order to mark the Mohammed who created the Islam, the Muslim would gather that day for anniversary. Then, the anniversary becomes a festival of Islam gradually. The Mosque manages the festival. On the occasion, the Muslim would dress in order, come to Mosque bathing, change cloth, warship, and listen the patter, hear the history of Mohammed and the deed of his creating Islam.

4. The Zheng He Culture Zone
The arm of this program is focus on the long history and culture connotations of the zone. It will be clearly shown for the tourism with modern entertainment ways to rebuild the living of Zheng He, the background of his career and his sailing history to oversea. At the same time, the Zheng He culture Zone” can provide king leisure at beautiful bank of Dianchi Lake. Otherwise, the Tourists will enjoy the custom and culture all over the world.
The program of “Zheng He Cultural Zone” is consisted of the following six special areas.
4.1“The Zheng He Culture Area”
4.1.1 Zheng He Memorial
The Area is on the core of setting up Zheng He Memorial in Zheng He Park with words, picture, materials, artistic carvings,viedo, stone tablet, and multimedium to exhibit the history processes of “Zheng He’s sailing seven times oversea” and reveal the spirits of Zheng He to enhance the reformation and openning to the world, and the peace foreign affairs. The Zheng He’s fleet was composed of more than 200 ships, including the largest ship, named “Bao ship”, which was occupied more than one thousand person, with 146 meter long and 60 meter wide.

Zhenghe bought letter of credence of the King, Chengzhu of Ming Dynasty, gifts of credence, including of gold, silver, silk, and porcelain, and goods and cashes for trade. He commanded more than 30 thousands person, including diplomatic team, armed escort, interpreters, cooker and so on. The fleet was started from the Liujiahe, Shuzhou(now the Liu River, Taicang, Jiangshu Province).
