16、指挥部,通讯组根据泄漏情况报报警(119、120等),并视泄漏量情况及时报告政府有关部门。(2)疏散警戒组建立警戒区。在指定范围内实行全面戒严。划出警戒线,设立明显标志,以各种方式和手段通知警戒区内和周边人员迅速撤离,禁止一切车辆和无关人员进入警戒区。(3)消除所有火种。立即在警戒区内停电、停火,灭绝一切可能引发火灾和爆炸的火种。进入危险区前用水枪将地面喷湿,以防止摩擦、撞击产生火花,作业时设备应确保接地。(4)控制泄漏源。在保证安全的情况下堵漏或翻转容器,避免液体气体漏出。如管道破裂,可用木楔子、堵漏或卡箍法堵漏,随后用高标号速冻水泥覆盖法暂时封堵。(5)导流泄压。若各流程管线完好,可通过出

17、液管线、排污管线,将液态导入紧急事故罐,或采用注水升浮法,将油气界位抬高到泄漏部位以上。(6)罐体掩护。从安全距离,利用带架水枪以开花的形式或固定式喷雾水枪对准罐壁和泄漏点喷射,以降低温度和可燃气体的浓度。(7)控制蒸气云。用中倍数泡沫或干粉覆盖泄漏的液相,减少液化气蒸发,用喷雾水(或强制通风)转移蒸气云飘逸的方向,使其在安全地方扩散掉。(8)现场监测。随时用可燃气体检测仪监视检测警戒区内的气体浓度,人员随时做好撤离准备。注意事项:假如是液化气泄漏,禁止用水直接冲击泄漏或泄漏源,防止泄漏物向下水道、通风系统和密闭性空间扩散;隔离警戒区直至油气浓度达到爆炸下限25%以下方可撤除。5.3 化学品灼

18、伤处置方案5.3.1 化学性皮肤烧伤(1)立即移离现场,迅速脱去被化学物污染的衣裤、鞋袜等;(2)立即用大量清水或自来水冲洗创面1015分钟;(3)新鲜创面上不要任意涂抹油膏或红药水;(4)视烧伤情况送医院治疗,如有合并骨折、出血等外伤要在现场及时处理。5.3.2 化学性眼烧伤(1)迅速在现场用流动清水冲洗;(2)冲洗时眼皮一定要掰开;(3)如无冲洗设备,可把头埋入清洁盆水中,掰开眼皮,转动眼球洗涤。5.4 中毒处置方案(1)发生急性中毒应立即将中毒者送医院急救,并向院方提供中毒的原因、毒物名称等;(2)若不能立即到达医院,可采取现场急救处理:吸入中毒者,迅速脱离中毒现场,向上风向转移至新鲜空
