4信息公开化及时曝光侵害消费者利益的不法企业，创建企业诚信评比系统，消费者应该坚决抵制购买违法、不诚信企业的食品，从根本上树立企业的责任心。 5.政府应当对安全食品的生产与经营进行适当的补贴，鼓励安全食品的生产，并引导安全食品进超市，尽快形成安全食品消费。 6政府、企业及消费者都应该接受食品安全知识方面的培训 (1) 1政府及相关部门应创造有效的激励机制，促使消费者在遭遇侵权行为后积极举报，地方的食品安全委员会要专门设立食品安全举报电话，鼓励消费者积极维权，并将检查处理的结果及时向举报人反馈并向公众公布，充分发挥消费者的社会监督职能。 2.政府及相关部门应积极加强食品安全立法、执法及监管力度，用制度和法律保障食品安全。构建全方位食品安全监管体系，在还不具备建立统一监管机构的条件下，可以建立类似美国的职能划分机制来尽量避免出现的问题。 3.严厉打击犯罪，增强消费者维权意识。食品安全问题如此严重，违法生产如此猖獗，执法不严是问题产生的主要原因。所以应加强打击犯罪的力度。食品安全问题应该上升到公共安全的高度上，对危害公共安全的行为应严惩不贷。并且参考我国刑法，采取量刑，只有这样才能使非法生产厂商意识到食品安全的重要性，才会重新考虑计划生产，这一举措对确保我国食品安全指数的提高有重大意义。 食品安全指食品无毒、无害，符合应当有的营养要求，对人体健康不造成 任何急性、亚急性或者慢性危害。根据世界卫生组织的定义，食品安全是“食物中有毒、有害物质对人体健康影响的公共卫生问题”。 食品安全直接关系到人民的生命健康，因此食品安全绝对不容忽视。在过去几年发生了许多的食品安全事件。每当发生之后，引起了市民们对政府有关部门和食品生产企业的强烈不满。市民们在为自己和他人的生命健康担忧的同时，心中也充满了对中国食品安全现状的担忧 一般的人会选择在超市购买食品，其次是便利店。而不会到街道小摊小贩或马路市场、早/夜市上购买食品，这样食品比较卫生和安全。在购买食品时比较关注价格、生产日期、保质期、有效期、品牌。从一定程度上减少购买到不安全食品的概率。在市民中间，肯定有人曾经买到过不安全食品，不过一般来说次数很少。因为吸取了教训。多数时候是遇到假冒知名品牌、过了保质期、封袋不严密等问题。一般通过要求商家更换即可。但是也有小部分人会直接丢掉问题食品。像这种情况一般不会请求消费者协会协调或向有关行政部门申诉。毕竟太麻烦了。购买食品是最担心的应该是蔬菜农药残留超标，是否违规使用食品添加剂，没有明确的标识转基因、进口食品，非食用原料加工食品，食物中毒等问题。比较头疼的是食品广告宣传虚假或夸大。因为有些人往往不顾人民的生命健康安全，也无视法律的存在。 由于不法食品生产加工企业和个人利欲熏心、购买者假冒伪劣鉴别能力不 高、各执法部门沟通不畅，缺乏配合、各主管部门职责不明、对失信企业和个人的惩罚力度不够等原因导致了一个又一个的食品安全事件。所以政府部门应该加强检查、普及科学消费知识，提高购买者的感观鉴别能力并曝光典型案件、对出现食品安全问题的生产加工企业严加惩罚、对销售不安全食品的市场进行查处。 具体来说： 4、增加执法人员责任感。对政府有关执法部门人员、管理人员，对从事食品种植、生产、销售人员以及家属应系统地、经常性进行开展道德、责任、法律法规教育、宣传，在他们心中牢牢地树立起质量关、道德观来进行这种工作。 5、净化市场源头。应对人民每天需食用的粮食作物、蔬菜、水果、饮用水等严加控管，进行规范型种植。 “82”铝粉尘爆炸事故，北京海淀清华附中在建工地底板钢筋发生倒塌事故等，造成了重大的人员伤亡和财产损失，教训十分惨痛。因此，安全生产责任大于天。 血的教训告诉我们，之所以安全生产事故频频发生，由于人的不安全行为，作业人员违规操作，未能依法履行安全生产主体责任，企业规章制度不健全不落实，未实施有效的安全管控，管理及作业人员安全意识淡薄，制度执行不严格，管理严重缺失，生产安全事故监管不严，作业环境事故隐患大，生产场地环境不良，技术和设计有缺陷，作业人员安全培训不够，缺乏安全操作技术知识，生产设备非正常运行等使安全生产面临着严峻的形势，威胁人民生命财产的安全事故频发，因此，要强化安全生产，抓好各项安全工作。 （二）建立完善安全生产责任体系，领导干部要敢于担当，勇于负责。建立“党政同责、一岗双责、齐抓共管”的安全生产责任体系，切实做到管行业必须管安全、管业务必须管安全、管生产经营必须管安全。领导干部要敢抓敢管、勇于负责，坚持把命字在心、严字当头，切实把安全事故降到最低。 （三）加大执法力度，加强安全监管职责。要加大安全监管执法力度，深入排查和有效化解各类安全生产风险，提高安全生产保障水平，要定期地对重大危险源企业全面督查，对达不到标准要求和周边环境恶劣、无法保障安全的一律责令停产停业整顿，并严肃查处违法违规企业。 二、企业方面： （一）严格落实企业主体责任。企业要必须认真履行安全生产主体责任，善于发现问题、解决问题，采取有力措施，做到安全投入到位、安全培训到位、基础管理到位、应急救援到位。认真排查和消除安全隐患，建立常态化隐患排查整改、风险防控体系和安全检查责任制，实行 “谁检查、谁签字、谁负责”，要严肃事故调查处理和责任追究。 （二）加大安全投入，加强安全教育培训。企业要及时购买新设备同时也要购买与其配套的安全防护装置，必须对安全设备进行经常性维护、保养，并定期检测，使之处于良好的技术状态。为员工提供符合国家标准或者行业标准的劳动防护用品，并监管教育从业人员按照使用规则佩戴、使用。定期加强对员工的安全教育和安全意识，根据施工特点进行安全教育，针对不同工种和不同部位，告知他们本岗位存在哪些危险及危害因素，如何消除隐患，通过宣传栏、黑板报等宣传安全知识，提高员工的安全文化素质，增强员工的防范意识，规范和提高从业人员的安全行为。
