45、随着技术不断进步,新型干法水泥生产线建设投资大大降低,而且产品质量稳定、性能优良,可以实现资源综合利用,减少环境污染。因此发展新型干法水泥,关闭和淘汰落后的水泥生产工艺(如立窑、中空窑等),资源丰富、交通便利的地方建设熟料基地,在市场消费中心附近建水泥粉磨站,才能真正实现水泥工业的可持续发展。二、山西省水泥工业的发展现状从山西省水泥工业的发展状况来看,其生产技术、企业平均规模,集团化经营等方面远远落后于全国先进水平;全省现仅有一条已投产的2500t/d熟料以上新型干法水泥生产线,利用窑头、窑尾废气余热发电完全空白。通过几年的结构调整,我省水泥工业正逐步走向健康的发展轨道。就水泥产量而言,在淘汰
46、小企业后,仍保持了稳定的发展势头。截至2004年底,山西共有化验室合格证的水泥生产企业251家,其中回转窑企业51家(新型干法16家,中空窑及带预热器窑32家,湿法窑3家),立窑企业167家,水泥粉磨站33家。水泥年产量约2000万吨,在总产量中,新型干法水泥年产量近600万吨。约占30.0%。整体水平与全国相比发展相对缓慢,在技术结构、规模结构、产品结构方面不合理。山西省工艺技术装备落后的水泥企业数量占到70%,新型干法企业数量不足10%,新型干法水泥产量仅占30%;全省年产量不足20万吨的水泥企业占75%,年产量在60万吨以上的新型干法水泥企业只有4家;能源、资源消耗及环保问题突出,全员劳
47、动生产率平均低于全省工业平均值,市场竞争力普遍不强。为加快山西省水泥工业结构调整步伐,促进水泥工业健康发展,2005年7月28日山西省经济委员会出台山西省推进水泥工业发展意见。意见指出:全省水泥工业要坚持走新型工业化道路,严格执行水泥工业产业政策,加快产业调整步伐,制止低水平重复建设,整合市场资源,提高集中度,加强环保、节能和资源综合利用,实现经济循环,提高全省水泥工业经济增长的质量和效益。重点在太原、大同、阳泉、长治、运城周边有资源的地方发展日产4000吨及以上规模新型干法线,在其它有资源地方建设日产2000吨及以上规模生产。其中,支持建设单套磨机年产水泥20万吨以上的粉磨站,鼓励以淘汰落后
48、的方式发展新型干法水泥或改建粉磨站。鼓励在大中城市周边及工业废渣集中的地方建设年产100万吨及以上规模的大型水泥粉磨站。为了跟上我国水泥行业结构大调整的步伐,满足当地市场对水泥的需要,推行清洁生产,建设绿色产业,根据自身的经济能力,清徐强力建材有限公司提出了外购太原狮头水泥集团等厂新型干法回转窑熟料生产线的优质熟料,消化利用当地的矿渣等工业废渣,建设年产30万吨水泥粉磨站的设想。以达到降低成本,提高效益,保护环境的目的,为实现建材工业的可持续发展和循环经济做出贡献。并正式委托我院编制该项目的可行性研究报告。1.4编制原则1、贯彻国家和我省的产业政策,促进企业产品结构调整,为决策部门提供科学依据
49、。2、切实贯彻“保护环境、节约资源、发展绿色产业、实现资源循环利用”的可持续发展方针,实现资源节约型的经济增长模式,并减少环境污染,降低产品成本,提高投资效益。3、借鉴先进企业的经验,合理确定本项目的技术水平,装备水平及生产规模,结合当地经济发展状况,适当地体现出基础产业超前发展的战略。4、合理规划、减少投资,使其产生良好的投资效益。做到生产建设与环境治理相结合,实现经济效益与社会效益、环境效益相统一。5、认真研究分析进、出厂物料及堆场问题,精心制定设计方案,总图布置力求简洁顺畅,厂貌美观整洁,减少占地面积。6、生产工艺及设备选型应遵循“先进适用、稳妥可靠、经济合理、低耗节能”的原则,选择技术先进、成熟可靠、易操作管理的设备,搞好能源的综合利用。7、认真执行水泥行业有关
