Nearly everybody enters for The Nicest Garden Competition each year, but Joe wins every time. Bill Friths garden is larger than Joes. Bill works harder than Joe and grows more flowers and vegetables, but Joes garden is more interesting. He has made neat paths and has built a wooden bridge over a pool. I like gardens too, but I do not like hard work. Every year I enter for the garden competition too, and I always win a little prize for the worst garden in the town!Lesson 9 A cold welcome 冷遇On Wednesday evening, we went to the Town Hall. It was the last day of the year and a large crowd of people had gathered under the Town Hall clock. It would strike twelve in twenty minutes time. Fifteen minutes passed and then, at five to twelve, the clock stopped. The big minute hand did not move. We waited and waited, but nothing happened. Suddenly someone shouted, Its two minutes past twelve! The clock has stopped! I looked at my watch. It was true. The big clock refused to welcome the New Year. Harry worked in a lawyers office years ago, but he is now working at a bank. He gets a good salary, but he always borrows money from his friends and never pays it back. Well, I said to the manager, there is still some honesty in this world !lesson25 Do the English speak English? 英国人讲的是英语吗清徐强力建材有限公司年产30万吨水泥粉磨站建设工程第一章 总 论1.1项目名称项 目 名 称： 年产30万吨水泥粉磨站建设工程建 设 性 质： 新建项目企 业 性 质： 民营独资公司法人代表： 段永忠项 目 地 址： 山西省清徐县西谷乡西罗白村1.2项目地理位置清徐县位于山西省中部，东与榆次、太谷接壤，南与祁县、文水为邻，西与交城、古交市毗邻，北连太原晋源区、小店区、307国道及大运公路横穿境内，距省城太原市30公里，清徐强力建材有限公司年产30万吨水泥粉磨站工程建设项目场地位于清徐县西谷乡西罗白村，距大运公路约10公里，建设场地平整,地质状况良好,交通运输十分便利。1.3项目提出的背景一、水泥工业发展趋势伴随着我国经济的持续高速增长，水泥产量呈线形上升，由此带来的资源、能源、环境问题越来越成为我国水泥工业发展的制约因素。水泥工业走可持续发展和循环经济的道路，大量利用和消耗工业废渣、生活垃圾等有毒有害废弃物，实现“四零一负”的战略目标，已是中外业界人士的普遍共识。所谓“四零一负”是指水泥生产过程对生态环境的零污染，对外界电能的零消耗，对废水的零排放，对天然化石燃料的零消耗，以及对全社会部分废物的循环利用。党的“十六大” 提出“五个统筹”和树立全面、协调、可持续的科学发展观，国家制定的新的水泥工业产业政策，节能中长期专项规划以及新发布的水泥工业大气污染物排放标准和即将发布的清洁生产促进法等一系列政策法规，为我国水泥行业发展循环经济，走健康、持续发展的新型工业化道路，创造了宽松的宏观环境。为此围绕资源、能源、环境这三个主要问题，以科技创新和制度创新为动力，以提高资源、能源利用率，降低排放为目标，依靠国家法律和政策手段，争取依靠市场运作,依靠全行业的自觉参与和不懈努力，把水泥产业建设成为有较强可持续发展能力,经济、社会和环境相协调发展的新型“绿色产业”已成为当今水泥工业发展的方向。十届全国人大四次会议2006年3月14日表决通过了中华人民共和国国民经济和社会发展第十一个五年规划纲要的决议，纲要指出“十一五”时期促进国民经济持续快速协调健康发展和社会全面进步，要以邓小平理论和“三个代表”重要思想为指导，以科学发展观统领经济社会发展全局。坚持发展是硬道理，坚持抓好发展这个党执政兴国的第一要务，坚持以经济建设为中心，坚持用发展和改革的办法解决前进中的问题。发展必须是科学发展，要坚持以人为本，转变发展观念、创新发展模式、提高发展质量，落实“五个统筹”，把经济社会发展切实转入全面协调可持续发展的轨道。以节约能源资源、保护生态环境和提高产品质量档次为重点，促进建材工业结构调整和产业升级。“十一五”时期资源利用效率显著提高。单位国内生产总值能源消耗降低20%左右，单位工业增加值用水量降低30%，工业固体废物综合利用率提高到60%。按照控制总量、淘汰落后、加快重组、提升水平的原则，加快调整原材料工业结构和布局，降低消耗，减少污染，提高产品档次、技术含量和产业集中度。按照走新型工业化道路要求，坚持以市场为导向、企业为主体，把增强自主创新能力作为中心环节，继续发挥劳动密集型产业的竞争优势，调整优化产品结构、企业组织结构和产业布局，提升整体技术水平和综合竞争力，促进工业由大变强。我国的水泥工业必须立足减少环境污染和资源能源消耗，加快技术进步，紧跟世界科技革命的浪潮，实现可持续发展。传统生产工艺特别是立窑水泥生产资源消耗大，环境污染治理难度大，产品质量不稳定。随着技术不断进步，新型干法水泥生产线建设投资大大降低，而且产品质量稳定、性能优良，可以实现资源综合利用，减少环境污染。因此发展新型干法水泥，关闭和淘汰落后的水泥生产工艺（如立窑、中空窑等），资源丰富、交通便利的地方建设熟料基地，在市场消费中心附近建水泥粉磨站，才能真正实现水泥工业的可持续发展。二、山西省水泥工业的发展现状从山西省水泥工业的发展状况来看，其生产技术、企业平均规模，集团化经营等方面远远落后于全国先进水平；全省现仅有一条已投产的2500t/d熟料以上新型干法水泥生产线，利用窑头、窑尾废气余热发电完全空白。通过几年的结构调整，我省水泥工业正逐步走向健康的发展轨道。就水泥产量而言，在淘汰小企业后，仍保持了稳定的发展势头。截至2004年底，山西共有化验室合格证的水泥生产企业251家，其中回转窑企业51家（新型干法16家，中空窑及带预热器窑32家，湿法窑3家），立窑企业167家，水泥粉磨站33家。水泥年产量约2000万吨，在总产量中，新型干法水泥年产量近600万吨。约占30.0%。整体水平与全国相比发展相对缓慢，在技术结构、规模结构、产品结构方面不合理。山西省工艺技术装备落后的水泥企业数量占到70%，新型干法企业数量不足10%，新型干法水泥产量仅占30%；全省年产量不足20万吨的水泥企业占75%，年产量在60万吨以上的新型干法水泥企业只有4家；能源、资源消耗及环保问题突出，全员劳动生产率平均低于全省工业平均值，市场竞争力普遍不强。为加快山西省水泥工业结构调整步伐，促进水泥工业健康发展，2005年7月28日山西省经济委员会出台山西省推进水泥工业发展意见。意见指出：全省水泥工业要坚持走新型工业化道路，严格执行水泥工业产业政策，加快产业调整步伐，制止低水平重复建设，整合市场资源，提高集中度，加强环保、节能和资源综合利用，实现经济循环，提高全省水泥工业经济增长的质量和效益。重点在太原、大同、阳泉、长治、运城周边有资源的地方发展日产4000吨及以上规模新型干法线，在其它有资源地方建设日产2000吨及以上规模生产。其中，支持建设单套磨机年产水泥20万吨以上的粉磨站，鼓励以淘汰落后的方式发展新型干法水泥或改建粉磨站。鼓励在大中城市周边及工业废渣集中的地方建设年产100万吨及以上规模的大型水泥粉磨站。为了跟上我国水泥行业结构大调整的步伐，满足当地市场对水泥的需要，推行清洁生产，建设绿色产业，根据自身的经济能力，清徐强力建材有限公司提出了外购太原狮头水泥集团等厂新型干法回转窑熟料生产线的优质熟料，消化利用当地的矿渣等工业废渣，建设年产30万吨水泥粉磨站的设想。以达到降低成本，提高效益，保护环境的目的，为实现建材工业的可持续发展和循环经济做出贡献。并正式委托我院编制该项目的可行性研究报告。1.4编制原则1、贯彻国家和我省的产业政策，促进企业产品结构调整，为决策部门提供科学依据。2、切实贯彻“保护环境、节约资源、发展绿色产业、实现资源循环利用”的可持续发展方针，实现资源节约型的经济增长模式，并减少环境污染，降低产品成本，提高投资效益。3、借鉴先进企业的经验，合理确定本项目的技术水平，装备水平及生产规模，结合当地经济发展状况，适当地体现出基础产业超前发展的战略。4、合理规划、减少投资，使其产生良好的投资效益。做到生产建设与环境治理相结合，实现经济效益与社会效益、环境效益相统一。5、认真研究分析进、出厂物料及堆场问题，精心制定设计方案，总图布置力求简洁顺畅，厂貌美观整洁，减少占地面积。6、生产工艺及设备选型应遵循“先进适用、稳妥可靠、经济合理、低耗节能”的原则，选择技术先进、成熟可靠、易操作管理的设备，搞好能源的综合利用。7、认真执行水泥行业有关
