38、构建和谐社会具有重要意义。体育事业的蓬勃发展和体育健儿取得的优异成绩,将极大地增强国民的自信心、自豪感和凝聚力、向心力,有力地推进全面建设小康社会。要想发展体育事业,离不开体育场馆的建设,没有足够的体育设施和体育场馆,发展体育将成为空谈,目前*市公共体育场馆奇缺、体育器材设施严重缺乏,无法满足社会的需要。因此,为全面贯彻落实中共中央、国务院关于进一步加强新时期体育工作意见,认真实施全民健身计划纲要,加强体育场地基础设施建设,加快体育事业的发展,*市委、市政府立足长远,拟在城东*新区规划建设一个能容纳1.2万名观众的高标准体育中心,新体育中心总占地面积149194平方米(约224亩),规划总建筑
39、面积25981平方米。1.1.4.2项目建设的必要性a、项目的建设是改变*市公共体育设施严重落后状况的需要。*市是一个拥有近36万人口的工业城市,其中城镇人口2006年达25万。建成区总面积25平方公里,设为14个社区,共计有住户32498户,常驻人口97682人。*市公共体育设施目前面临的主要困难和问题是:一是公共体育场地极其缺乏,人民群众对体育场地奇缺感到不满意。*市城区共拥有体育场地58000平方米,而实际上供公共使用的体育场地只有10000平方米,只占体育场地数的17.24,人均只有0.1平方米;目前,体育部门直管的体育场所仅两处:室内灯光体育馆,占地1408平方米,建筑面积3600平
40、方米,容纳观众1800人左右;室外运动场,占地面积13200平方米,跑道为250米,均始建于1994年,位于老城区闹市中心,仅能开展田径、篮球、排球、乒乓球等少数项目。由于设施落后、配置低、活动环境差,*市现体育中心场馆对群众的吸引力相当小,且房屋破损、器材老化现象十分严重。其它体育场所只有大中型企业如*钢、闪星锑业公司、金信化工公司、金竹山电厂等有自建的户外和室内体育活动简易场所,*师范有400m标准田径场一个。按照建设部和国家体育总局联合发布的城市公共体育运动设施用地定额指标暂行规定,一个20-50万人口的城市,要规划能容纳观众1.52万人的体育场1个,用地面积6.98.4万平方米;能容纳
41、20004000人的体育馆1个,用地面积1.01.3万平方米;游泳池2个,用地面积1.25万平方米;射击场1个,用地面积1万平方米;并配套户外门球场、篮球场、足球场若干个。显然,*市现有公共体育场所面积离国家标准的要求还差很远。二是体育健身器材、设施严重不足。全市各社区拥有健身路径器材共73件,篮球场58个,室内乒乓球台22张,在这些场地器材中,供公共使用的体育建设路径器材(政府投资安放)51件,占路径器材量的69.86,每万人只有5件。而篮球场、乒乓球台全属单位和学校拥有,除了个别社区由政府投资安放了几套健身路径器材和体育设施,个别单位购置了供本单位职工健身的体育设施和器材外,其他城市角落均
42、难以看到公共体育设施和器材,由于争相使用同一件健身器材而引起的“口角”事件时有发生。三是体育设施、器材不能共享,造成资源闲置。一些单位、学校的体育设施、器材对外封闭,没有发挥应有的作用,造成一方面群众体育需求满足不了而另一方面体育场地又闲置的矛盾。四是现有的公共体育设施容易遭受人为破坏,维修经费无来源,使用寿命极短。仅有的室内体育馆由于缺乏维护经费,已经破旧不堪;室外运动场由于多种原因也被市七中长期使用,无法发挥应有的功效。五是市民有偿消费的意识和消费水平较低,倾向于以非经营性的体育场所进行健身,迫切需要政府提供公开性的健身场所。六是体育活动的组织化程度低。市财政每年拨发的体育事业费,仅仅能够
43、勉强维持正常办公运转,无力组织群众性体育活动和举办大型运动会。“十五”期间,*市未举办过全市性的大型综合性运动会。这些问题是制约*市公共体育事业发展的瓶颈,因此,迫切需要政府部门加强对公共体育场所和设施器材方面的投入,并提高体育活动的组织和管理水平,以满足人民群众的文化需求。b、项目的建设是推动*经济和社会协调发展的迫切需要。*市地处湘中,是湖南省重要的能源原材料生产基地和老工业基地。近几年来,*市积极推进工业化、城镇化和农业产业化建设,全面实施“工业强市、民营富市”的发展战略,经济步上发展快车道。2006年,完成市内生产总值78.55亿元,增长18.3,高于全国平均水平7.6个百分点。规模以
44、上工业累计完成工业总产值156亿元,增长59,实现利润总额2.58亿元,增长120。完成固定资产投资30.89亿元。完成财政总收入5.3亿元,增长36.2;完成一般财政预算收入2.94亿元,增长25.1。税收占地方财政收入的比重达到68.86,同比增长7.04个百分点。全年各项贷款余额达35.78亿元,比年初增加8.39亿元。社会消费品零售总额20.7亿元,增长14.1;城镇居民人均可支配收入达10483元,增长11.9;农民人均纯收入达3838元,增长12。城乡居民储蓄存款余额达37.63亿元,比年初增加5.4亿元,人均存款达1.2万元。国民经济实现了提质、提速、增效的目标。根据*市“十一五”规划制定的目标,到2010年,市内生产总值达到130亿元,比2005年翻一番,年均增长15,人均生产总值超过4000美元;地方财政一般预算收入达到5.5亿元,年均增长18,人均财政收入达到1500元;工业总产值达到250亿元;五年累计全社会固定资产投资规模达到220亿元;城市综合竞争力进入全省5强。根据党的经济和社会必须协调发展,物质文明和精神文明需共同建设,才能成为湘中一颗璀璨的明珠。因此,*市体育中心的建设是推动*市经济社会事业协调、快速和健康发展的具体需要。
