1.,The Chinese name of Constitution shall be,中国侦探协会,or,中侦协，,and English name is known as Chinese Detectives Association or C.D.A.,SECTAION 2.,The Association shall be an independent,non-political and corporation is formed are:,(1)To support and maintain the honor and interests of globe Chinese private investigator;create and safeguard a greater union ethical.,(2)To establish and elevate the appropriate standards for practice;constraint improper and resolve dispute to ensure profession should obey the related laws,professional standards and bylaw;eliminate unreliable,incompetence irresponsible and fictitious profession to enhance occupation standards.,ARTICLE I General Provisions,SECTAION 5,(3)To develop the collaboration and mutual trust between members;increase cohesion and competiveness with private investigator industry.,(4)To launch cooperation and promote friendly exchanges with other organizations;dig out business requirement for the Chinese private investigator to recognition of outstanding Chinese private individuals,corporations;enhance occupation standards,professional level and operating creation by inspiring new comer and professions to contribute to the up more talents and shall make huge progress on professional roadmap.,ARTICLE I General Provisions,SECTAION 5,(10)Promote,“,detective,”,or,“,private detective,”,professional in college within global scale;sponsor related institute or individual engaging in academic research;improve social status of private detective to strive for greater development and political demands.,(11)Create globe private detective examination system and evaluation standard for whole industry and issue to qualified professional certification.Eliminate unreliable and fictitious profession to enhance occupation standards activities.,(21)Carrying out other activities related with the associations purpose.,ARTICLE I General Provisions,ARTICLE II Membership,SECTION 6,.There shall be six(6)classes of membership:Associate membership,Certified Member,Patron membership,Honorary Member.,(1)Associate Member:Chinese private detective institute and social groups as well as enterprises,firms and related organizations;regardless of scale,ideology or religious beliefs,as long as the support of the bylaw of C.D.A,shall apply for membership,ARTICLE II Membership,SECTION 6,(2)Certificated membership:Chinese private detective practitioners and stakeholders,support the bylaw of C.D.A,love his job,has a certain influence in the industry,and those who satisfy the following conditions as well as recommended by two registered:,ARTICLE II Membership,SECTION 6,(2)Certificated membership,a.Legal representative or Responsible Person who obtain business licenses over 3 years with continuous operation time and the on-time pass annual examination for detective organization.,b.Have at least 3 years management experience in private detectives organization.,c.Have at least 3 years career experience in private detectives profession,d.Have at least 4 years working experience at the police and judicial organs,and professionals in the fields of detective,s occupation more than 2 years.,e.No criminal record or 7 years after complete sentences,ARTICLE II Membership,SECTION 6,(3)Patron member:intention to help the association to achieve the goal,sponsoring individuals who provide a certain number of and organizations in terms of funds and resource.,(4)Honorary member,invited experts with extremely enthusiastic to private detective industry and actively support the work of the C.D.A,s outstanding private detectives and other professionals.,(5)We shall not absorbed any corporation or individual who manage information resources,equipment,or debt collecting as the main purpose of the business,ARTICLE II Membership,SETTION 7,.Entry procedures:those who join the C.D.A voluntarily,submit application forms.After internal discussion,do approval to become Associate Member or Certificated Members and issue awarded certificates.Associate Members shall recommend one to two representatives.Inviting,grant,cancel Rights of Patron member and honorary member belong to C.D.A.,ARTICLE II Membership,SECTION 8,.Membership Rights.,(1)Members have the right to speak,vote and to stand for election,voting and removal.Patron member and an honorary member shall only enjoy the right to speak.,(2)Eligibility to attend in activities,(3)High priority to receive C.D.A service,(4)Supervision,criticism and suggestions Right,(5)Join and quit voluntary basis.,ARTICLE II Membership,SECTION 9,.Membership Duty.,(1)Support C.D.A regulation and bylaw and put into implementation.,(2)Complete work assigned.,(3)Safeguard the legitimate rights and interests of C.D.A,(4)Feedback issue and provide suggestion,(5)Pay membership dues.Sponsor shall avoid 1,st,year fee.Honorary member shall due-free but accept donation.,ARTICLE II Membership,SECTION 10,.Membership Discipline.,(1)Violent debt collecting business and related involve are forbidden.,(2)Seek money and speculation on citizens,privates are forbidden.,(3)Participate in investigation regarding state military secret business are forbidden,(4)Any business has bad effect on society and status are forbidden,ARTICLE II Membership,SECTION 11.,Members resignation,shall write to inform C.D.A and return membership certification.If Members do not comply the duty with extremely bad effects,shall be removed out of C.D.A immediately.Absent from routine activities more than one year without any proper reason shall be resign.Victims or death shall in resignation.Any member who is delinquent in dues payment long after April 1 years shall be resigned by the discussions within council.,ARTICLE II Membership,SECTION 12,.Members who have seriously violated the association,practice instruction,and rules,regulations or criminal sanctions by their countries shall be voted to resign by council.,SECTION 13,.The C.D.A shall reserve the rights to publish through media about resignation.,ARTICLE II Membership,SECTION 14.,Members rights and privileges shall not be shared or transferred to others.,SECTION 15.,Dues and fees are decided by council.Member shall pay a charge before Jan 15,th,.Any new comer shall pay totally fee of the year.Once no longer be member,pay shall not be returned.,SECTION 16.,Any member shall no long be entitled with membership right as long as arrears of pay for more than one month.The right shall be reactivated two mother after paying the full fee.,ARTICLE II Membership,SECTION 17,.Members shall provide honest information;C.D.A shall make card,nameplate and.To inform council if person information changes.,SECTION 18,.Card shall be changed 20.,C.D.A.shall be managed by council,(1)The council is composed of 31 members.On annual general congress,members who was elected last year or even five years the longest of the elected council members directors should resign,but they are still eligible to apply for re-election at that time.If working life are the same,draw lots to decide the resignation of candidates,(2)If any council vacant,Council has the right to add new comer.The addition of directors is to be held next year,all the members of the congress,keep right to participate in the re-election,(3)Council has the right to add new comer to replace member who shall not be able to attend council more than half year,only before previous member return to the Council.,ARTICLE III Management,SECTION 21,.Council terms,(1)Arrange annual general congress.,(2)Implementation of all the members of the congress resolutions.,(3)Report financial statement4)Comment to and auditing work report of the standing council.,(5)Elected honorary president.,(6)Elected chairman,the vice-secretary and general and executive director.,(7)Decided bring in or resign memberships.,(8)Determine to set up and revocation of attending;the resolution shall be subject to more than half of the attendance,if agreed to vote and vote the same,chairman decides.The chairman is usually served as president,if the President shall executive board of directors.Executive directors elected by the council.The council is comprised by Chairman,Deputy president,Secretary-General and Executive Director,ARTICLE III Management,SECTION 27:,Routine Council terms:,(1)When council closing period,accountable to council work.,(2)Arrange general council meeting,(3)Determine to set up and revocation of administrative
