For another, in a more competitive society such as ours today, fluent spoken English means more advantage you have to beat your rival in competing for a position with much appeal to both of you.
Some people, however, take a different attitude. They regard the test as being unnecessary. In their views, fluent spoken English does not necessarily mean a better job; sometimes, opportunity plays a more important role. Furthermore, many people do not use spoken English at all in their work.
As far as I am concerned, I am really in favor of the test. On the one hand, it can encourage college students to try every means to improve their spoken English.
