从设计环节的产品造型设计、工业设计专业,到生产环节的数控技术、模具设计与制造、计算机辅助设计与制造、机电一体化技术专业,再到销售环节的市场营销、国际贸易、电子商务、应用英语专业,浙江工商职业技术学院经过多年发展已形成一个与宁波市宁海县“模具机电”产业发展相匹配的专业链。
这个专业链应宁海模具机电产业发展所需而构建,为宁海模具机电产业发展而服务。
“高校发展需要依托地方,地方同样需要高校。” 浙江工商职业技术学院院长谢一风认为,作为本土高校,在开设专业时,学校应当首先考虑如何对接地方产业发展。
事实上,学校专业设置对接地方发展产业,仅仅是学院与宁海县“县校合作”的一个方面。其共同开展的人才培养、社会培训、科研开发服务和生产经营活动,5月5日在宁波举行的“高职院校县校合作”研讨会上,被视为高职院校服务县域经济的典范,被与会专家称为中国高职教育的“宁海模式”。
宁海是“中国模具之都”,但高技能人才的匮乏制约着宁海产业的转型升级,“如果能针对模具业的发展,培养对口的理论与实践并重的高技能人才,必将极大推动宁海地方经济的发展。”学院从宁海模具业的现状,看到了发展的空间。
共同的认识和需求让双方走到了一起。2004年,学院与宁海县人民政府签约合作共建宁海产学研基地。
“县校合作”就此正式起步。这是一个由政府、高校、企业三方合作,集人才培养与培训、科研和社会服务为一体的产学研基地。至今,借助“县校合作”,宁海模具企业有4000多名员工接受了学校的培训,近5000人次通过职业技能鉴定;也有近1500名学生在宁海完成了学习任务。
据介绍,在“县校合作”模式的推动下,宁海的县域经济得到持续发展。以模具产业为例,金融危机期间也实现了模具产值逐年增加,2011年产值达到60亿元。
“如果当初不向高校‘借脑’,我们的发展将会举步维艰。”中国(宁海)模具城董事长田启仲说,“当初引进先进的五轴连动机床,开出了几十万元年薪的高价,也无法找到能操作此类设备的高级技工。如今和学院合作自己培训员工、培养人才,切实提升了公司员工的知识层次,解决了公司高技能人才匮乏问题。”
“现在,宁海所有的企业都是学校的实训基地、实习车间。”一位老师说,在这里,学生接触并掌握最新的电子数控技术,这是学校无法提供的。“同时,提早熟悉就业环境,了解就业岗位,对学生走上岗位也有着非常多的好处。”
针对浙江工商职业技术学院的“县校合作”模式,厦门大学教育研究院副院长、中国职教学会学术委员会委员史秋衡教授认为,“县校合作”很好地促进了高职教育与县域经济的有效对接,为地方经济发展提供了强有力的科技、人才支撑和保障,强力推动区域经济健康持续发展。在史秋衡看来,“县校合作”会成为高职院校发展与县域经济“捆绑”发展的重要纽带。
数据显示,到2010年,我国有高职院校1113所,其数量已与普通本科院校旗鼓相当。而到2010年,我国地级区域为333个,县级区域则达2856个。
史秋衡认为,与县域社会经济专业产业结合,服务地方经济,应是我国高职院校自身生存和发展的重要途径。
教育部高等教育教学评估中心原副主任、中国职业教育学会职业教育质量保障与评估研究会理事长李志宏认为,新形势下的高职教育在国民教育体系中的特殊地位决定了其必须与社会相结合,与区域经济发展相结合,特别是与区域经济中的“特定单元”县域经济发展紧密结合。
学院党委书记蔡泽伟认为,“县校合作”大大拓展了高职教育的发展空间。这不仅丰富了高职教育产学研合作的内涵,也能有效规避来自大中城市本科院校的生存挤压。

Recently, our vice president Ms You Jia, HR Manager Ms Li sign the students "order" training cooperation agreement with Ms Tang and Mr Cao, the vice president of the Jiaxing construction industry school. Since then, Jiaxing construction industry school's 34 students, who are the 2010 session and major of Electronic and Electrical have become the company's first "order" training objects.
The school-enterprise cooperation creates a new model of talent cultivation, and also truly reflects the mutual benefit between schools and businesses, the company ownes the employment, training and growth platform, which expands the graduate the students' employment channels. And more important for the company is, leading in a group of graduate who both have theoretical knowledge and master the skills through the factory practice, thus greatly reduce the recruitment pressure companies face and also ease the company's training cycle for a green hand to a skilled workers, moreover promote the overall quality of the existing staff and the management level.
In the afternoon of March 11, 2011 Human Resource Work Conference and School-enterprise Cooperation Exchanges Meeting in Nanjing Chemical Industry Garden was held in the lecture hall in our college. Leaders of our college and Nanjing Chemical Industrial Park Committee, and representatives of 75 enterprises attended the meeting. Huang Hua, Director of Party and Administration Affairs Office, chaired the meeting.
At the meeting, Mr. Secretary Xu Jianzhong extended warm welcome to all the guests. He introduced the development of our college since the establishment in 1958. He emphasized the unwavering concept of education in our college, which is based on the special location of our college and adheres to the development of chemical industry. Mr. Xu expressed his wises of building strong and long-term cooperation with enterprises for further and mutual development.
Yang Qing, Director of School Evaluation Office, Lu Zhongdong, Director of School-enterprise Cooperation Office, Li Yunming, Director of Continuing Education Institute, Wang Yonghong, Director of Science and Technology Office, introduced the work result and planning in each office respectively. The purpose of school-enterprise cooperation is to develop a talent cultivation mode with efforts of government guidance and enterprise participation through cooperation among government, colleges and enterprises. It plays a critical role in building national key college.
Moreover, each department displays the achievements on school-enterprise cooperation. Continuing Education Institute has signed the agreement on the staff training with DSM Corporate, BASF-YPC Company Limited and other famous enterprises. Scientific and technological service platform has been established, and several research centers on polymer, fine chemical and Business Administration have also been set up. Meanwhile, they have carried out multi-level and wide range of technology docking and cooperation. Five key majors and two key projects in building the national key vocational college bring new chance for our development on school-enterprise cooperation. Our college will seize this good opportunity to open mind and make innovations, enhance teaching and research abilities to meet the needs of the district, so as to realize win-win among enterprise, society, students and college.
All the representatives agreed that NJCC has kept educational concept with times, and focused on cultivating talents meeting needs of enterprises through adapting their teaching syllables. Students are sent to the enterprise to get familiar with the work process and the way is good way to achieve win-win. Enterprises at the meeting have expressed their wishes to establish the cooperation with our college. After the meeting, all the guests visited our training centers of chemical industry and mechanical engineering.
Finally, Mr. Xu said, on behalf of our college, our college will stick to the development theory of school-enterprise cooperation, broaden the channel of talent cultivation, and build a close school-enterprise cooperation system, which will further promote the cooperation and the full realization of open education to build a better tomorrow with chemical industry park.
校企合作作为高职院校的办学模式目前已广泛开展,各级政府也制定了一些鼓励和扶持政策,但目前各地校企合作工作开展仍不理想,主要原因是政府的各项鼓励和扶持政策力度不够,其表现在具体配套政策少、对政府和企业要求少、地方政策少、财政扶持和税收优惠政策少。为了使校企合作的长效机制能真正建立,政府应制定出更加深入化、具体化、系统化、经济化和法制化的校企合作政策,将校企合作纳入法律的框架内,以从根本上推动校企合作的深入开展。 As the running mode of higher vocational colleges,"School-Enterprise Cooperation" has been widely carried out,and governments of all levels have formulated policies of encouragement and support,but the implementation of school-enterprise cooperation activities are far from prefect from places to places.The unsatisfactory situation mainly attributed to the weakness and inadequateness of supportive policies which reflected on lacking of concrete supporting policies,of requirements to the governments and enterprises,of local policies,financial support and preferential tax policies.In order to truly build the long-effect mechanism of School-Enterprise Cooperation,the government should provide the cooperation with deeper,specific,systematic,economic,and legal policies and this Cooperation should be brought in the law,thus it fundamentally promotes the cooperation between enterprises and schools.
