For years it has been possible to use cameras to take pictures of cars as they speed along highways, drive through red lights, or drive too fast down the street.
However, even if the pictures are taken automatically, someone still has to do all the paperwork and send out fines. Now a British company called EEV has come up with a computerized video system that can do it all.
They suggest that all license plates (车牌照) should have a bar code as well as the usual number. The bar codes are just a group of lines like those you see on the packages of things you buy. EEV’s high-speed video camera system can read a bar code on a license plate even if the car is driving over 100 miles per hour. The computer controlling the system could then use the information from the bar code to find out the name and address of the driver using the car’s records. It can then print out the fine and send it to the owner of the car. The inventors also suggest that the system can also watch traffic to help find stolen cars.
The new electronic system could be watching everyone that passes the cameras! Because of this, many people find the idea that “big brother is watching you” is more of a worry than a few motorists getting away with driving too fast. Besides, some people will be very unhappy to realize that this new system can tell the police where a particular car has been.

Animals cannot be considered equal to human beings because they do not have the same intelligence.
There are physical acts that animals share with people, but animals perform these acts instinctively (本能地); Whereas, human beings normally need to learn them.
One instance of those is the way animals care for their young. A mother cat will instinctively begin licking the baby kittens as soon as they are born. They have no feelings about killing even weaker animals of their own kind because in the world of nature, there is constant competition between animals, and only the strongest tend to survive. On the other hand, human beings apply their intelligence to creating societies and laws to prevent the act of killing other people.

The young policeman, Constable Rider, walked more quickly than usual because of the cold, but he did not consciously neglect any part of his work. His torch flashed on doorways and windows as he looked for anything suspicious, and when he thought that something was unusual, he went to try the door and window, probably unheard by the people sleeping in the room just above his head. As he turned a corner, he heard a slight rustling sound — it might be a cat, and it could even be a dog, although few dogs wandered about at night. It might be a pair of lovers, or it might be anything. But Rider saw nothing.
A cat then? Usually if you disturbed a cat, it jumped and ran off, and you heard or noticed something else. By doing a lot of night work, you learned to notice these things, but now all Rider noticed was the silence which had followed the rustling sound. So he acted cautiously. He did not flash his torch about the houses near the comer but walked on, and, a little away from the spot where he had heard the sound, stopped and bent his head, as if he was lighting a cigarette. A policeman who stopped to light a cigarette seemed the most unsuspicious policeman in the world.
