Whole 为形容词，其前加the，强调整体性，而不是指部分。
Whole and all
(1) whole 只修饰可数名词；all 既可修饰可数名词也可修饰不可数名词。
(2) whole修饰复数名词时，表示“整个的”；all 修饰复数名词时表示“所有的”
(3) whole一般放在冠词、物主代词等限定词之后，名词之前；all位于所有修饰词之前。
