防止电力生产事故的二十五项重点要求
原国家电力公司《防止电力生产重大事故的二十五项重点要求》自2000年9月发布以来,在防范电力生产重特大安全生产事故发生,保证电厂和电网安全运行以及可靠供电方面发挥了重要作用,各类事故均呈下降趋势。
但是,随着我国电力工业快速发展和电力工业体制改革的不断深化,高参数、大容量机组不断投运,特高压、高电压、跨区电网逐步形成,新能源、新技术不断发展,电力安全生产过程中出现了一些新情况和新问题;电力安全生产面临一些新的风险和问题,对电力安全生产监督和防范各类事故的能力提出了迫切要求;2006年以来,国务院及有关部门连续出台了一系列安全生产法规制度,对企业安全生产提出了新的要求。2007年,《生产安全事故报告和调查处理条例》(国务院令第493号)重新划分了生产安全事故等级和调查处理权限;2011年9月,《电力安全事故应急处置和调查处理条例》(国务院令第599号)进一步规定了电力安全事故的定义、等级划分标准、调查处理权限,强化了发生事故的法律责任;2013年11月,《国家能源局关于防范电力人身伤亡事故的指导意见》(国能安全[2013]427号),对电力安全生产工作提出了更高要求。因此,为进一步适应当前电力安全生产监督和管理的需要,落实“安全第一,预防为主,综合治理”方针,完善电力生产事故预防措施,有效防止电力事故的发生,国家能源局在原国家电力公司《防止电力生产重大事故的二十五项重点要求》的基础上,归纳总结各电力企业近些年来防止电力生产事故的反事故措施经验,制定了《防止电力生产事故的二十五项重点要求》。《防止电力生产事故的二十五项重点要求》在内容上增加了“防止机网协调及风电大面积脱网事故”、“防止发电机励磁系统事故”、“防止电力电缆损坏事故”、“防止电力调度自动化系统、电力通信网及信息系统事故”、“防止水轮发电机组(含抽水蓄能机组)事故”、“防止串联电容器补偿装置和并联电容器装置事故”、“防止直流换流站设备损坏和单双极强迫停运事故”的要求,修编了“防止人身伤亡事故”等其他18项重点要求的条款和内容,并在附录中列出了对应各项重点要求应遵循的国家有关法律法规和标准规范。
