前言：随着知识经济时代的来临，大学生素质和能力的培养愈来俞显得重要，并越来越引起教育部门和用人单位的关注。为进一步加强实践环节，2006年10月上旬，我校安排了为期七周的生产实习，其目的在于使学生了解城市规划编制工作的编制程序及各阶段的内容及编制深度，初步掌握规划设计文件的编制方法，培养学生从事实际规划设计的能力，巩固课程学习中所掌握的知识，并补充课堂教学的不足，现就将本次的实习情况总结和汇报如下： 一、唐山市某城乡规划设计研究院有限公司简介：唐山市某城乡规划设计研究院有限公司是一家刚刚起步的私营公司，迄今为止成立时间仅一年多，但在这一年多的时间中，某规划设计院秉承“事实求是，艰苦奋斗”的管理理念和“以人为本，与时俱进”的设计理念完成了多项总规，控规和详规的编制工作，并成功的从丙级单项姿质升级到丙级姿质，目前公司全体职工正在以更高昂的姿态更积极的行动准备资质的再次升级，预计到2008年能更上一层楼。公司下设设计所两所，拥有国家注册规划师4名，国家注册建筑师2名，国家注册结构师2名，高工数名，设计师若干。 二、实习基本情况简介：10月8日，我与徐殿根，孟凡力等三人正式开始了在某规划院的实习工作，考虑到我们的实际情况，公司将我们三个都分到了一所，并按照学校的要求为我们每人分派了一位指导教师，我很荣幸裴院长能担任我的指导教师，裴院长是原唐山市建设局局长，虽然在用计算机画图方面有点跟不上，但在专业理论方面却能给我以极大的启示，在实习期间我在裴院长身上学到很多课本以外的东西，这些东西足以受用终生。 三、完成的主要工作任务：实习期间，我们三人在各自导师的带领下，承担了某市某乡6个新农村的规划编制任务；参与了某市某镇总体规划，某管理区控规的编制任务；承担了某县喜峰南路街景设计，某开发区小区详细规划等几个修规的编制任务。 四、实习中专业理论的实践： （一）新农村建设工程简介社会主义新农村建设，是农村全面建设小康社会的一个重要载体，是在农村建设和谐社会的一个有力支撑，是改变千百年来农村落后的生活习惯和农村脏乱差的人居环境，推进农村城镇化的一场伟大革命。按照唐山市和某乡新农村创建工作安排，我公司受某乡政府和各村村两委委托，承担该乡新农村规划编制任务。我们三人共完成6个村的规划编制工作，分别是西小寨村、河南庄村、东祈尔村、西二十里铺村、三官庙村和黄台村。规划期限：近期：2006年2010年远期：2011年2020年主要文本包括：村庄概况、现状条件分析、规划依据规划编制指导思想和原则、规划范围、规划期限、村庄性质与规模、规划目标、新农村建设规划、防灾规划、环保节能规划、分期建设、实施规划的保障措施等。主要图纸包括：村域规划图、村庄建设现状图、村庄建设规划图、村庄工程规划图、村庄近期建设整治规划图等。实习体会在承担某乡6个新农村的规划编制任务中，我系统的学习了河北省建设厅颁发的河北省新农村建设村庄规划编制导则，并根据在学校做新农村的经验出色的完成了实习任务，受到裴院长的好评。期间，我对新农村建设规划的认识更深刻了，也学到了很多学校里没有学到的东西，比如，在文本中加入了财政预算的内容，这是我以前从来没有接触过的，我只能从头学起，好好的向所长及裴院长请教；再如，做实际的工程必需对现场地形特别熟悉，这样做起设计才游刃有余，有的放矢，也最符合实际。下面我将我在新农村建设规划中学到的一些专业理论整理如下： 1新农村建设的方针：“生产发展，生活宽裕，乡风文明，村容整洁，管理民主”。 2村庄规划要以建设社会主义新农村为基本目标，立足于促进农村经济发展，增加农民收入；改善农村人居环境，治理环境“脏、乱、差”；保护文化遗产、延续历史文脉；防止自然灾害、注重村庄安全；一切从农村实际出发，尊重农民意愿；分步实施，防止大拆大建。 3村庄规划远期到2020年，近期一般为35年，并于建制镇（乡）总体规划期限相协调。 4村庄规划应包括村域规划、村庄建设规划、村庄近期建设整治规划三部分。 5村域规划的主要内容包括：经济社会发展和基础设施规划两个方面。经济社会发展规划包括综合分析村庄经济社会发展和自然环境状况，明确村庄产业发展方向，确定“一村一品”或“一村多品”的产业格局；划定村域范围内禁建、限建和适建区域。界定不同类型产业用地的范围，提出不同分区空间资源有效利用的限制和引导措施。基础设施规划包括依据建制镇（乡）总体规划，在村域范围内确定道路、供水、排水、供电、电信、燃气、供热、*处理、能源供应、农田灌溉、雨水积蓄、防洪堤坝等基础设施的选址及规模。 6村庄建设规划应包括村庄用地布局、基础设施规划、公共建筑安排、景观风貌规划、农宅规划设计五个方面。 7近期建设整治规划（1）制定村庄近期建设和整治计划，确定项目内容，预测工程量及投资，提出时序安排和村庄整治行动计划表。（2）按照新农村建设的要求，合里安排村委会、图书阅览室、老年活动室、卫生室、健身场所、信息服务站、露天剧场和农村超市等的建筑形式和体量色彩，成为地方特色明显、高低错落有致，标志性的村民活动中心建筑群。（3）充分利用可再生能源，发展循环经济，积极推广农用沼气；改水、改厨、改厕、改圈、建设生态庭院；提供节能、节地地新型健康住宅设计方案。 8村庄道路疏导方案：打通断头路，拓宽狭窄街道，硬化主要路面和街道。设置照明设施；结合道路改造，布置联村集中给水系统，雨水排水管沟因势利导排入自然坑塘；布置*收集点和清运场所。 9单独编制的村庄环境整治规划，一般包括“2图1书1表”，即两张规划图纸，一个规划说明书和一个环境整治行动计划表。规划说明书还应附有基础资料汇编，村民意见反馈、专家意见等资料。 10规划完成后需经村民会议或村民代表会议讨论通过，由乡级人民政府审查同意后报县级人民政批准，经批准的村庄规划规划应在显著位置于以公布。（二）某市某镇总体规划工程简介2001年某镇由秦皇岛冶金设计研究院进行过总体规划编制，经过4年的实施，随着经济和社会的发展与进步，镇政府提出对某镇总体规划进行新一轮修编，由我单位承担了本镇总体规划编制任务。地理位置：某镇位于某市西北部东邻滦河与阎家店乡、大催庄镇三个乡镇相望，南连蔡园镇，西北与某县尹庄接壤。镇域总面积45.33平方公里。镇人民政府驻地紧邻滦河，位于某市西北15公里处。规划范围：某镇总体规划范围为本镇行政辖区（镇区和17个行政村），总面积45.33平方公里，2004年镇域总人口14139人。某镇性质：某镇是以铁矿采选、化工业为主的资源开发和第三产业并重的综合型工业重镇，是某市西北部的小城市。规划的期限为：近期：20062010年远期：20112020年主要文本包括：总则、某镇域规划、某镇区建设规划、规划实施对策和措施、附则等。主要说明书包括：某镇域规划、镇区建设规划等。主要图纸包括：镇域现状图、镇域布局规划图、镇域基础设施规划图、镇域村庄建设规划图、镇区现状图、镇区建设规划图、镇区近期建设规划图、镇区道路系统规划图、镇区道路坐标与竖向规划图、镇区管线综合规划图等。实习体会由于我们还没有开过总规的课程，在学校没有做总规的经历，所以参与总规时觉得很困难，很多东西都不懂，加上某镇总规已经做了一年多了，等到我们参与时已经是最后阶段了，很难插手，所以我们参与的不是很多，大多时候就是改改图，检查一下文本等，但我们还是认真的去做每一件事情，也花费了大量时间去阅读有关乡镇规划的书籍，看不懂的图纸就去问。感谢我的导师，他很耐心的帮我讲解每一张图纸，并详细的讲述了这一年中他们做总规的经历，还专门为我们三个人复印了河北省建设厅新颁发河北省建制镇总体规划编制导则（试行），并一再强调要好好研读，我们三人在认真学习新文件及大量专业书籍的基础上也参与了几张简单图纸的设计及绘图过程，虽然参与的很少，但我们还是尽力去做了，最后的成果院长也比较满意。经过这次做总规的经历，我对乡镇总体规划有了初步的认识，大概了解了做总规的工作流程，也亲身参与了方案汇报，这对下学期做总规方案也有了一定的帮助。专业理论总结 1编制建制镇总体规划，应以科学发展观为指导，以构建和谐社会、建设社会主义新农村为基本目标，坚持城乡统筹，因地制宜，合理确定村镇发展战略与目标，促进城乡全面协调可持续发展。 2建制镇总体规划期限一般为十至二十年，同时可对城镇的远景发展提出设想。镇区近期规划期限一般为三到五年，滚动编制。 3编制建制镇总体规划应当先组织编制规划纲要，确定镇域规划、镇区规划的重大原则、统筹考虑影响建制镇经济社会发展的主要问题，作为编制规划成果的依据。 4镇区近期建设规划应当明确近期建设用地范围和各类用地的空间布局要求，对近期建设地域内土地利用和建设活动提出控制要求并作出具体安排，达到直接指导建设或工程设计的深度。 5历史文划名镇应当编制历史文化名镇保护专项规划，发展速度较快、规模较大或有特色的建制镇，可根据需要增加专题研究。 6镇区近期建设规划：对住宅、卫生院、敬老院、学校和托幼等建筑经行日照分析，确定合理日照间距。进行综合技术经济论证，估算近期建设工程量、拆迁量和总造价，分析投资效益。 7镇区规划应包括：（1）对镇区居住、工业、仓储、绿地、主要基础设施和公共服务设施等建设用地进行空间布局，提出土地要求。（2）确定镇区道路网布局、道路红线宽度、断面形式，控制点坐标、标高，做出竖向规划设计。（3）确定镇区中心位置和规模，提出学校、卫生院、文化站、信息服务站、体育健身场所、市场、超市等主要公共服务设施的空间布局。（4）确定镇区生态环境保护与建设目标、措施，提出污染控制与治理措施；确定绿地系统发展目标与布局，划定镇区各类绿地的保护范围（绿线）；划定镇区河湖水面的保护范围（蓝线）。（5）对镇区的供水、排水、供电、通讯、供热、燃气等基础设施及工程管线进行具体安排，确定地下管线，架空线路的走向与布置；确定污水和*处理方式；建立综合防灾减灾防疫系统；划定镇区基础设施用地的控制范围（黄线）等。 8建制镇总体规划成果报送审批前，镇人民政府应当组织公示，充份征求公众的意见，对有关意见采纳结果应当公布。除此以外，我们三人还积极参与与承担了某管理区控规、某县喜峰南路街景设计和某开发区小区详规等地规划编制任务，其间也学到了很多课堂上学不到的东西，由于文字有限，就不再一一论述。 五、收获与不足及对专业课程学习的认识通过为期七周的生产实习，在参与到实际工程的规划编制工作后，我了解了总规、控规和修规等编制工作的编制程序及各阶段的内容及编制深度，掌握了一定的城市设计的编制方法。在这期间，收获颇多：在做新农村规划中进一步加深了近期规划的内容，初步学会了财政预算的方法；在做某镇总规中，初步学会了做总规的方法及流程，通过大量阅读有关书籍及积极的向导师请教，我在镇区人口规模预、用地功能的划分、镇域村庄空间布局及管线综合布置等方面均有了很大程度的提高；在做街景设计及某小区修规中，我深深体会到实际工程与理想的差距，我们在学校做的方案有时太过于理想化，对实际工程中存在的很多因素如地形，现状道路，经济情况等考虑的很不到位，这在以后做方案时应加以注意，同样我们也学到了很多，主要是对小区的经济指标的认识及计算都有了很大的提高。有收获的同时也有很多不足，由于时间有限，没能完整的参与某市某乡总体规化的规划编制工作是一大遗憾。但是在有限的时间内我们都尽心尽力的完成了公司分派的每项工作，只是由于水平有限，再加上学校还有好多课程没开，实际的工作经验也少，课外看的专业书籍少等等原因，自己觉得和公司的要求还是有很大的差距的，所以以后我一定会更加认真的学习专业课程，多参与实际工程的工作，课后多读有关的专业书籍，培养自己的创新意识，增强审美能力及动手能力，同时好好学习CAD、PhotoShop和3D等画图软件，并做到熟练操作，提高自己的实力，使自己能够适应社会的需要，早日成为注册规划师。 总之，通过这次实习，学到了许多课堂上学不到的东西，增长了许多学识和见识，受益匪浅。通过实践，深化了一些课本上的知识，获得了许多实践经验，另外也认识到了自己部分知识的缺乏和浅显，激励自己以后更好的学习，并把握好方向。同时，这次实习锻炼了自己，为自己人生的道路上增添了不少新鲜的活力!最后，感谢学校和唐山市某城乡规划设计研究院有限公司为我们提供的这次宝贵的实习机会!
