We were very much surprised when the snake charmer suddenly began to play jazz tunes and modern pop songs. The snake, however, continued to dance

Byrd, successfully flew over the South Pole for the first time. Though, at first, Byrd and his men

22、 were able to take a great many photographs of the mountains that lay below, they soon ran into serious trouble. At one point, it seemed certain that their plane would crash. It could only get over the mountains if it rose to 10,000 feet. Byrd at once ordered his men to throw out two heavy food sack

23、s. The plane was then able to rise and it cleared the mountains by 400 feet. Byrd now knew that he would be able to reach the South Pole which was 300 miles away, for there were no more mountains in sight. The aircraft was able to fly over the endless white plains without difficulty. Lesson44 Throug

They had rushed up to her while she was having a picnic at the edge of a forest with her children and tried to steal her handbag. In the struggle, the strap broke and, with the ba

When she caught up with them, she saw that they had sat down and were going through the contents of the bag, so she ran straight

38、;5、农业部行业标准:NY5196-2002有机茶、NY/T5197-2002有机茶生产技术规程、NY/T5198-2002有机茶加工技术规程、NY5199-2002有机茶产地环境等技术标准;6、国家有机食品生产基地考核管理规定(试行);7、国家计委、经贸委当前国家重点鼓励发展产业、产品和技术标准; 8、国家计委、建设部建设项目经济评价方法与参数;9、湖南省“十一五”经济建设规划; 10、桃江县鼓励投资的若干规定;11、桃江县茶叶产业化发展规划。1.3综合评价桃江县是历史上有名的产茶大县,同时又是农业大县,工业基础薄弱,财政收入有限,也就没有足够财力反哺农业。作为全县农业支柱产业的茶叶,茶园严

39、重老化,茶苗已不堪负重。单纯依靠现有个体承包业主的经济势力,只能是杯水车薪,因此,改造现有茶园,提升我县茶叶产业水平,显得十分必要。根据我县茶叶生产现状和现有经济、技术势力、市场行情,桃江县委、政府认真分析比较了茶园改造与退茶还林的得失,作出了成立桃江县香炉山茶叶产业集团有限公司的重大决定,通过资产重组,资源共享增值,形成上规模、档次的产业开发,完成产业升级,使我县茶叶产业保持全国先进水平,继续为国民经济做出贡献,本项目的实施成功,有机茶生产的相关技术可以推广到其它茶叶产区,能起到很好的示范推广作用。本项目针对茶叶资源需要整合,管理需要提高,茶园需要改造,设备需要更新,产品需要升级,才能做大、

40、做强、做好我县茶叶产业。建议上级有关部门批准立项,对我社茶叶产业升级给予大力支持。第二章 项目建设背景及必要性茶叶是当今世界三大饮料之一,也是我国传统的出口商品,几千年来,我国劳动人民在长期的生产实践中,积累了丰富的经验,为茶叶生产做出了重大贡献。2.1 项目来源茶叶源泉于我国西南部,那里至今还生长着许多高大的野生乔木大茶树。传说在神农时代就知道茶能解毒,到了唐代,茶叶生产进一步发展,民间饮茶逐渐普及。世界第一部茶叶著作茶经,就是唐代陆羽写成的。该书系统地总结了我国劳动人民丰富的种茶、制茶和饮茶经验。书中的许多内容,直到今天仍有指导意义。尽管我国劳动人民在茶叶生产上做出了卓越的贡献,但在解放前

41、茶叶生产日趋衰落,到1949年,全国茶叶产量只有4.1万吨,出口量仅1万吨。新中国成立以后,茶叶生产虽然走过一些曲折的道路,但总的发展是快的。1988年全国茶叶产量达到53万吨,出口茶叶19.82万吨,创汇4亿美元,创造了历史最高记录。我国的茶区,南抵海南的五指山,北达山东的荣成县,西迄西藏的察隅河谷,东至台湾的阿里山,遍及18个省(市、区)的946个县(市)。纵横数千里,地跨温带、亚热带和热带,在260万平方公里内,都有茶的分布。世界各国的茶种、栽茶和制茶技术,以及饮茶风尚,也都是直接或间接地由我国传播出去的,如日本从公元805年开始,直接由我国引种茶树。苏联、印度、斯里兰卡、印度尼西亚等国

42、也从19世纪开始由我国输入茶籽试种。新中国成立以后,我国应许多国家的邀请,先后帮助许多亚非国家发展茶叶生产。目前全世界已有51个国家种茶,总产量达258万吨左右。2.2 项目建设背景2.2.1国家宏观政策建设背景2008年中共中央国务院发布了中共中央国务院关于切实加强农业基础建设进一步促进农业发展农民增收的若干意见。这是2004年以来,中央连续发出的“5个”一号文件,是党中央、国务院进一步加强“三农”工作的重大部署,对桃江农业大县来说,具有极其重要的针对性和现实指导意义。过去的5年是农业发展最好,农业变化最大,农民得到实惠最多的五年。党的十六大以来,党中央、国务院顺应时代要求,遵循发展规律,与

43、时俱进加强“三农”工作,做出了一系列的意义重大、影响深远的战略部署。坚持把解决好“三农”问题作为全党工作的重中之重,不断强化对农业和农村工作的领导;坚持统筹城乡发展,不断加大工业反哺农业、城市支持农村的力度;坚持多予少取放活,不断完善农业保护体系;坚持市场体制改革,不断解放和发展农村生产力;坚持改善民生,不断解决农民生产生活最迫切的实际问题。因此大力发展我县茶叶产业,是落实中共中央、国务院“五个”一号文件的需要,是解决“三农”问题的具体措施,国家宏观政策给我们带来了难得的发展机遇。2.2.2区域产业建设背景茶叶是我县传统的主要经济作物。八十年代初,全县茶叶面积在5858公顷以上,年产干茶750

44、0吨以上,年产值1500万元以上,占当时农业总产值的10%左右。九十年代以来,由于市场疲软、经营分散、科技滞后、投入不足等原因的综合影响,我县茶叶连续滑坡。至2000年底调查统计,全县茶园仅存2930公顷,只相当于八十年代茶园面积的41%;茶叶总产量下降到3320吨,只相当于八十年代产量的44%;茶叶总产值1688万元,只相当于当年农业总产值的1.3%。虽然我县茶叶生产的现状令人堪忧,生产、流通都存在许多问题;但发展优质品牌茶的优势仍在:第一是具有较强的市场营销优势。全县现有私营、集体、国营各类茶叶企业118家,营销人员200多人;销售网点遍布北京、天津、西安、郑州、沈阳、银川、乌鲁木齐等北方

45、各大中城市;销售品种以花茶为主,红条茶、绿茶、砖茶、名优茶,各类茶每年销售总量在3500吨以上,年销售总额在3000万元左右。1、茶叶产业格局初步形成。一批私营茶叶企业主成为了茶叶市场营销的领头雁,如大粟港镇郑家坳村、鸬鹚渡镇淘金山村等500亩以上的专业村10个,高桥乡黑石村周裕组、决心组等50亩以上的专业组50个,张建中、尹德良等5亩以上的茶叶专业户560户,“一村一品”“一户一业”的茶叶产业格局正在形成。 2、茶叶生长生态条件优势。我县属以雪峰山余脉组成部分的山丘为主的地貌,其中山丘面积占全县总面积的71.2%,近10年来平地茶园逐步淘汰,剩下的茶园中有约3万亩面积分布在海拔300米以上的

46、山丘,占现有茶园面积70%;我县是全国有名的林业先进县,林业面积达116667公顷,森林覆盖率达54%,比全省平均值高12和20个百分点,全县处处森林繁茂、绿叶成荫;我县境内河流纵横,水库密布,光热、水资源丰富、土壤肥沃,海拔高差从29米到917.5米为生物多样性和茂盛生长提供了良好的自然条件;我县主要产茶基地都远离城区和工业区,无工业污染,空气质量好,且近年大力推广BT、AVM等生物农药,茶叶农药残留量低;我县是国家首批生态环境建设重点地区,综合治理项目县,使桃江的生态条件更加优化,有利于无公害茶、绿色食品茶、有机茶的生产。3、低产茶园逐步得到改造。由于优胜劣汰的市场机制的作用和县政府采取“

47、发展一批、改造一批、淘汰一批”的政策调控,茶园面积由八十年代5858公顷调减到现有4390亩,这些茶园大多是新发展的或经低改后的茶园,条件优越、品种优良、相对连片、长势茂盛;1000亩以上的成片茶园集中在自然条件好的马迹塘、鸬鹚渡、大栗港、武潭、乍埠、高桥、浮邱山、雪峰山等地。4、茶叶加工生产水平不断升华。全县现有茶厂100多家,其中具有粗、精制联合加工能力的中小茶厂15家,年可加工大宗茶5000吨以上,名优茶100吨以上。 同时,规模较大,经营状况较好粗精制联合加工厂多数分布在集中成片的茶区。5、可供新扩良种的丘岗山地资源丰富。全县有宜茶的红黄壤丘山坡地20万亩,海拔较高、生态环境优越、土质

48、微酸、土层深厚肥沃是茶叶优质高产基础条件。2.3项目建设的必要性2.3.1本项目是促进我县农业产业结构调整,加快富民强县步伐的需要我国农业已进入了一个新的发展阶段,其显著特点是绝大多数农产品由长期短缺转变为供求平衡或供大于求,价格下跌的状况。要适应市场对农产品优质化和多样化的需求,提高农业和农村经济的整体素质和效益,增加农民收入,就要以市场为导向,以科技为支撑,;因地制宜,大胆进行农业产业结构战略性调整。优质茶叶具有较好的市场前景,我县的茶叶生产又有一定的基础和优势,应是我们调优调新、做大做强的重点之一。2.3.2国内外茶叶市场预测趋势看好,本项目有市场竞争优势1、茶叶有稳定的消费市场。茶叶是比咖啡、可可更早利用的世界上三大无酒精饮料之一,有其成熟而相对稳定的消费市场。2、茶叶消费量将不断增长。随着人们对含色素、防腐剂等有害健康的有色饮料的疏远;随着技术进行对茶叶特别是绿茶的药理和保健功能的深入研究与发现,人们对茶叶饮料倍加青睐。矿泉水虽对健康无害,但毕竟泛味,无营养。因此,饮料市场上咖啡、碳酸饮料、矿泉水三次冲击茶叶市场的效应正在逐步递减。加上茶叶深加工与多途径利用的深入研究与开发
