The project also facilitates harmonization of test procedures, standards and labels among developing countries in Asia, when appropriate. BRESL will facilitate the transformation of the manufacture and sale of energy-efficient appliances and equipment through: A regional initiative in Asia. The project will focus on regional ES&L program cooperation and harmonization with provision for general information, tools and training to all interested developing countries in the region. National technical assistance to 6 developing countries in Asia. The project will focus on capacity building and assisting government, manufacturer, distributor, retailor, consumer and relevant stakeholders throughout the Asian region to implement the most cost-effective ES&L program. In each participating country, priority activities will be carried out to help foster each countrys preferred process for developing or expanding its ES&L program.(b) Project information Participating Countries: Bangladesh, China, Indonesia, Pakistan, Thailand & Vietnam. Target Products: Refrigerators, Room air conditioners, Electric motors, Ballasts for FTLs, Electric fans, Compact fluorescent lamps and Rice cookers. Implementation: China is the Host Country. China National Development and Reform Commission (NDRC) is the Executing Agency and China Standard Certification Center (CSC) is the Designated Implementing Agency. Activity 1.2: Adoption and Implementation of Energy Standards and Labeling Regulations.Component 2: ES&L Capacity-Building Program Activity 2.1: Training to Strengthen and Enable Public Institutions to Support Development and Implementation of ES&L Programs. Activity 2.2: Capacity Enhancement in the Development and Implementation of Standards and Labeling for the 6 Targeted Products. Activity 2.3: Strengthening of National and Regional Testing and Certification Infrastructure. Activity 2.4: Strengthening of Data Collection and Reporting Procedures on Equipment Availability and Sales by Efficiency Level in Participating Countries. Component 3: ES&L Manufacturer Support Program Activity 3.1: Product Technical Analysis and Reports. Activity 3.2: Educational Workshops for Manufacturers and Retailers on Impacts of Standards on Manufacturers and Retailers and Ways to Work with Standards to Increase Profitability. (d) Project Management arrangementsThe BRESL project consists of two levels activities: (i) enhancing the regional cooperation/ multi-recognize and sharing the best practices of energy efficiency standard and labeling (EESL), and (ii) developing and implementing country-specific strategies and activities for energy efficiency standard and labeling (EESL) to overcome the barriers of reducing the energy consumption within each national context. He will provide technical support for regional cooperation and harmonization on EE standards and labeling programmes for CFLs and ballasts for FTLs, and he will help RPMU coordinate on these 2 TWGs work, including:l Conduct feasibility studies on regional coorperation and harmonization on developing EE testing procedures, standards and labeling programmes for CFLs and ballasts for FTLs; l Develop the ES&L cooperation and harmonization regional implementing scheme and road-map for CFLs and ballasts for FTLs;l Develop EE testing procedures, standards and labeling programmes for CFLs and ballasts for FTLs in line with approved work plans and implementing scheme;l Organize and participate in relative meetings as required with RPMU support.Outputs:l Feasibility study report on regional coorperation and harmonization on developing EE testing procedures, standards and labeling programmes for CFLs and ballasts for FTLs;l ES&L regional cooperation and harmonization implementing scheme and road-map for CFLs and ballasts for FTLs;l Harmonized EE testing procedures, standards and labeling programmes of CFLs and ballasts for FTLs; l Work plan, reports and meeting minutes required by RPMU.Qualifications: l Having a Master or Doctorate degree in engineering or technical field with relevance to energy efficiency;l Having 8 years professional experience in ES&L programmes development and implementation, and 5 years experience in international coopration projects implementation; l Familiar with existing ES&L programmes in the world and in BRESL participating countries; l Familiar with EE testing procedures and standards of relative products; l Good communication skills, and outstanding speaking, reading and writing skills in English.
