1 Scope & Details
The scope of this Project Quality Plan (PQP) incorporates the quality management of various stages and aspects in the course of the project construction including (I) Quality Management System; (ii) planning & scheduling; (iii) Procurement; (iv) Design Management; (v) construction management; (vi) contract administration, and (vii) site safety-risk, health & environmental control.
By adopting the above quality management to various stages and aspects of the project construction, it aims at enhancing customer satisfaction and controlling the construction process for a safe, clean and healthy working environment. This includes meeting in accordance with specified requirements and in compliance with statutory rules, legal requirement and environmental regulations related to the project.
The PQP may also be used by the sub-contractors or other companies as a guideline in the event there would not be a developed PQP available within their organization.

2.1 Project Overview
The Works under Contract C01 comprise the construction and completion of twelve (12) elevated station, approximately 11.4km of elevated MRT viaduct. Associated works include the construction of underpass, demolition of existing fly over and interface with one existing subway station.
The rail viaduct generally consists of single-track, double track and triple-track viaducts.
The rail viaduct structure generally consists of piers, and pre-cast segmental post-tensioned beams spanning up to 37.5m. Bearings and expansion joints are required at the end of these continuous decks. Deep foundation elements forming the foundations are typically barrettes and bored piles.
The casting yard will be set up for the precast structural elements such as viaduct segment, precast crossbeam shell, pre-stressed station I beam, precast parapet wall and etc.
The track-form comprises a slab-track system . The Contractor shall undertake waterproofing as required prior to installation of the slab-track system by the System-wide Contractors (SWCs) and supply and install sockets in the viaduct decks for anchorage of the slab-track.

2.3 Roles and Responsibility
Project Director
• To direct overall project mission.
• To appoint project operation team to ensure timely completion of project.
• To provide advice on human resources specialized skills, technological and financial resources essential to the successful completion of works.
• To assume ultimate responsibility for project and QAQC management and performance.
Project Manager
• To undertake overall planning and control of the project in relation to all site management.
• To formulate and implement systems and policies for efficient site management.
• To expedite progress within the constraints of available resources if the works are found lagged behind the programme of works.
• To carry out general management of the site that includes daily correspondences.
• To act as chairman of the safety committee.
• To attend progress meetings with CLIENT, consultant and Sub-Con.
• To liaise with the client and the consultant and to take instructions from the client.
• To ensure environmental, safety and health policies are in place.
• To review and approve method statements and risk assessments which are prepared by professional engineer, Safety Officer and sub-contractors of special trades.
• To organize and control site meetings with the sub-contractors.
• To liaise with the sub-contractors regarding progress, quality of works, and the provision of adequate resources to carry out their respective scope of works in a timely and workmanlike manner.
• To ensure that the permanent works are constructed in compliance with the consultant's specified codes in its entity.
Deputy Project Manager / Construction Manager
• To organize and control site meetings with the sub-contractors.
• To check the sufficiency of information for construction.
• To liaise with the client and consultant regarding discrepancy of drawings and specifications.
• To issue Request for Information (RFI) to the client and consultant for asking the information for construction.
• To identify and propose effective construction methods to enhance productivity and quality of the works at reduced costs.
• To control material wastages.
• To plan and organize dally site activities.
• To inform the quantity surveyor for any possible variation orders.
• To identify and resolve areas with reinforcement congestion.
• To collect and control engineering information and data from the client,consultant and in-house technical staff.
• To ensure that risk assessments are submitted by the sub-contractors and reviewed by Safety Officer.
• To ensure that all temporary works on site are designed and supervised by CRCC engaged PE and the certificates of supervision are promptly issued and submitted to the client and copied to all consultants.
• To monitor and ensure that the Non-Conformance Report(NCR) items are promptly responded with remedial proposals for the Consultants acceptance before implementation,joint inspection after the rectification is done and finally close-out of the NCR.
Site Manager/Project Engineer/Site Engineer/ Site Supervisor
• To plan, organize and arrange daily construction activities.
• To supervise the direct workers and to give instruction to the sub-contractors.
• To coordinate with land surveyors and sub-contractors on all setting out works.
• To liaise with Qualified Person (Supervision) (QPS)representative regarding standard of workmanship. To check if the works are carried out strictly in compliance with the contract specifications and requirements for the purpose of general quality control.
• To liaise with OP(S) representative for inspection of site works.
• To organize and supervise house-keeping and safety implementation.
• To control material wastage and unproductive deployment of workers.
• To report daily manpower and machinery to the Project Manager.
• To follow up and ensure environmental, safety and health policy compliance.
• To follow up and implement logistic planning set out by Planning Manager.
Technical Manager
• To attend technical meetings with the client and consultant.
• To hold technical meetings with sub-contractors and ensure all engineering provisions are in order and on schedules.
• To attend technical meetings with CLIENT, consultant and Sub-Con.
Planning Manager
• To prepare the Baseline Programme for the work.
• To track and monitor the progress of works.
• To plan and ensure efficient use of plants, machinery, material and manpower.
• To prepare logistic planning of manpower, machinery and tools.
• To formulate the Baseline Programme.
• To prepare the construction programme based on the initial construction programme (Baseline Programme). Prepare fortnightly and monthly programme and issue the programmes to the staff and sub-contractors.
• To assist the Project Manager, Deputy Project Manager or Construction Manager in tracking and monitoring the progress of works.
• To attend the weekly planning/programme meetings with CLIENT.
Contract Manager
• To keep track of the project expenditure and to prompt the Project Manager if there is sign of potential over-budget.
• To undertake procurement of sub-contractors.
• To advise on claim issues this may significantly result in substantial time and cost implication to the project.
Senior Quantity Surveyor/ Quantity Surveyor
• To assess claims raised by the sub-contractors.
• To keep record of all day work done by the sub-contractors.
• To prepare and submit claims to the client for verification and subsequently to follow up so that payments are received promptly.
• To keep track of all variation works highlighted by the project team.
• To identify and prepare costing and quotation for variation orders.
• To work in tandem with the client and the consultant regarding submission of samples prior to placing order.
• To assist the Contract Manager in keeping track of the project expenditure.
• To procure and mobilize sub-contractors and materials to meet the construction programme.
Quality Assurance and Quality Control Manager
• To establish the quality management system for the project.
• To formulate the Project Quality Plan.
• To attend QA/QC meeting and to advise on quality control issues.
QA/QC Engineer
• To conduct quality control on the construction works and material by
(i) arranging material tests (such as concrete cube test and steel rebar test)
(ii) checking if the material/site works meet the compliance criteria;
(iii) reporting to the project team for follow-up action in case of noncompliance;and
(iv) checking if the follow-up action/ rectification is taken.
• To assist in developing & reviewing the Inspection & Test Plan.
• To assist the Internal Auditor in carrying out internal audits.
• To check if corrective action to the non-conformance revealed by internal audit is taken.
• To notify the project team of any defective work and non-conformance reports received from the Client or consultant, and check if remedial action is taken.
• To QAQC engineer should report directly to the QAQC Manager.
• To arrange materials for testing when necessary. Independent sampling of the materials for testing shall be done by the Inspectors at frequencies speci
