7、展、培育自身销售市场,遏制向其他区域恶意销售的行为。为更好的贯彻此政策,我们特制定本执行流程,使区域管理办法能真正起到应有的作用。We release the GFB025/2009 Dealer Sales Area Management Policy on March 6th to encourage dealer develop their own sales area, and discourage sell outside their PMA. For better implement of the policy, we now develop this implement proc

8、ess to ensure the policy can be really functionable.一、 违规销售的举报 Violate Sales Report我们鼓励经销商对违规的跨区域销售行为进行举报。经销商向区域经理或大区经理举报违规经销商的跨区域销售行为时,需同时提供相应的书面材料;书面材料包括但不仅限于:车架号、零售发票复印件及相关照片等。We encourage dealer to report cross-area sales behaviors. Dealer should provide related evidence while reporting the cros

9、s-area violation to zone manager or regional manager. Evidence including but not limited to: VIN, retail invoice, related photo, etc. 二、 违规行为的处理流程 Operation Process of Violation1、 大区在接到举报后审核事件的真实性,并在5个工作日内给予举报经销商答复;Region should check the truth of fact, and feedback to report dealer within 5 working

10、 days;2、 大区审核后将举报材料上报总部大区运营;举报材料包括举报经销商提供的书面证材料和跨区销售转移奖励申请表(见附件);Region should report the case to Field Operation with evidence, Cross-area Violation Incentive Transfer Application Form (see attachment);3、 大区运营在接到大区的举报材料和申请表后再次进行审核,在3个工作日内将审核无误的材料上报销售部总监批示裁决,并起草相关的处理公告,提交管理层进行审批;Operation should dou

11、ble check the case after receives region application form and related attachment, then handle the material to Sales Director for judgment and approve in 3 working days, draft the related GFB, and then have the Management approval;4、 大区在接到发布的公告后,调整当月违规经销商和被侵害经销商的报表,即扣除当月违规经销商的相关批发和零售业绩,并计入被侵害经销商当月的相关

12、批发和零售业绩中;经销商的奖励也将根据调整后的报表进行计算。大区运营将每月汇总统计跨区销售数量,连同奖励计算的结果一起提供给财务备案。The region will adjust that months daily report of violation dealer and infringed dealer, which means deducted wholesale and retail performance from violation dealer, and add to infringed dealers performance; the incentive will be ca

13、lculated based on the adjusted daily report. Operation will collect cross-area sales number monthly, and hand calculated incentives together to Finance for record三、 判定原则 Judgment Principle1. 举报时限:自经销商举报之日起往前推的60天内(自然天数)所发生的跨区销售行为都将被审核并处理;Effective time: the violation happened within 60 days before t

14、he report date can all be audit and treated;2. 用户属地化原则:用户应在户籍所在地购买并上牌照。在其他区域购买和上牌的,需提供相应证件,包括暂住证或工作证/在职证明复印件;Customer area principle: customer should purchase and registry in residing place. If purchase and registry in other area, they should provide related materials, such as temporary residence pe

15、rmits or work permit / in-service Certificate;3. 经销商直接或通过分公司或二级代理等机构销售给其他区域的用户的行为,都将视为跨区域销售;将追究车辆最初被分配的经销商的责任;Whether the dealer sell the vehicle to customers from other area directly or via subsidiary will be deemed as violation, the clue is based on which dealer is the vehicle original wholesaled

16、to;四、 特殊情况 Exceptions因上海市车辆上牌需要高额的拍牌费用,外来人口也很多,因此许多在上海购车的本地人或外地人都会选择不在上海上牌。针对这一特殊情况,大区在判定时应注意经销商是否遵守了以下流程:Due to the high registration fee and large number of outsiders, many local customer or outsiders are will not registry in Shanghai. According to this special case, region should be aware of foll

17、owing process while judging:1. 上海人在上海购车并在外地上牌的,经销商需提供在上海购车发票复印件和身份证复印件备查;Shanghai customer purchase vehicle in Shanghai and registry outside Shanghai, dealer should prepare Shanghai dealer issued retail invoice copy and ID copy for auditing;2. 外地人在上海购车在外地上牌照,属于极特殊情况,必须提前向大区经理书面报备。报备材料包括:身份证复印件;暂住证或工

18、作证/在职证明复印件;并提供发票复印件、保单复印件、展厅交车照片;The customer, who does not hold Shanghai ID, purchases vehicle from Shanghai dealer, registration outside Shanghai, is special case. The dealer should report to regional manager before the transaction and providing following materials: ID copy, customer temporary res
