the长堰小学义务教育初步均衡工作自查汇报材料（2012年10月）在洪水镇党委、镇政府和县教育局及洪水镇中心校的正确领导下，我校全面贯彻党的教育方针，努力改善办学条件，积极推进素质教育，以争创“农村示范性学校”，建设高素质教师队伍，培育全面发展的学生为目标，坚持以德治校，依法治校，积极推进义务教育均衡发展。经过全镇教职工不懈的努力，我镇义务教育均衡发展工作已初显成效。现就相关情况汇报如下：一、基本情况长堰小学现有教学班15个，在校生777名，平均班额52人。教师40人（其中含来我校支教的6人、特岗教师3人，2人请产假）。专任教师40名，学历合格率97.75%，其中本科学历11人、专科学历20人、中师学历8人、初中学历1人。全校师生比1：19，无代课教师，教师数量基本满足各学科教育教学的需要。近年来，学校以“和谐创新教育”为主题，以“优化教育过程”为核心，以“确立学生主体地位”为目标，以“校园文化建设”为突破口，全面贯彻执行党的教育方针，教育教学质量不断提高，教师队伍不断优化，办学条件不断改善，学生入学率、巩固率、辍学率、毕业率、升学率均达到“评估验收”标准，并呈逐年提高趋势，赢得了社会各界的一致好评。由于成绩突出，学校先后被评为黔西县“五好基层党组织”，黔西县“先进教育单位”，被洪水乡中心校评为“十一五期间中小学教师继续教育工程”先进集体，洪水乡“广播体操比赛小学七彩阳光A组一等奖”等荣誉称号。近三年，全校共有8名教师获省、市、县级奖，其中：1名教师获省级“小学现代远程教育优秀课件评选二等奖，1名教师获市级“师德主题教育征文评选”三等奖，1名教师被评为市级“少先大队辅导员”，1名教师获市级“小学音乐优质课评选”二等奖，2名教师获县级“优质课竞赛”一等奖、二等奖，1名教师被评为县级“优秀骨干教师”，1名教师被评为县级“少先队辅导员”， 3名学生荣获县竞赛奖。二、主要工作措施（一）、抓好学生入学率，努力降低辍学率，促进普及程度均衡发展。1、教育法律法规宣传进村入户，义务教育均衡发展家喻户晓。学校利用广播、黑板报、广告牌、墙体标语、师生文艺展演、赶场天在长堰新、老街宣传，进村入户动员等形式，宣传教育法律法规及义务教育均衡发展新举措。同时发放宣传资料2000余份，广泛宣传教育法、义务教育法、洪水镇义务教育阶段招生入学制度等，让广大村民明白依法送子女就近入学，接受九年义务教育是孩子享有的权利，更是家长应尽的义务和责任。在我校，义务教育均衡发展工作早已人人皆知。 2、建立健全规章制度，确保在校学生不流失。首先是规范学生学籍档案，建立实名制管理，学校率先推出班级日志，每天对未到校学生进行登记，与家长或监护人取得联系，模清学生去向，及时跟踪学生到位；其二是规范学生入班接收制度，任何人、任何班不得以任何理由拒绝接收学生，确保学生顺利入学；其三是规范学生转入转出制度，依法办理学生转入转出手续。其四是实行班主任、教师包班制，期初是多少人，期末就必须是多少人，确保一个都不少；其五是建立贫困生、学困生、留守儿童教育机制，开展献爱心捐助活动，使弱势群体学生能够顺利完成义务教育阶段的学业。其六是坚持“辍学”连查制，即学校查、年级查、班级查，并实行责任连带，某个班出现辍学现象，所负责的校级领导、中层干部、教师将被从严追究责任。由于措施得力，近年来，我校学生辍学率均控制在0.5%以内，并呈逐年下降趋势。（二）加强教师队伍建设，促进师资水平均衡发展。历年来，学校狠抓教师队伍建设，多措并举，形成了一支思想素质良好，业务水平精湛的教师队伍。其具体做法是：1、切实加强校园精神文明建设，师德师风建设。广泛开展先进教研组创建活动，文明班级创建活动和教书育人、服务育人活动；组织教职工学习教育法律法规常态化。以教师诗词和贵州教师精神要求，争做一名合格教师，依据贵州省教育厅201185号文件和毕节地区四个“十个不”的承诺积极开展自查自评，查找不足，总结经验，扬长避短，自我提升、自我超越，提高了教师的师德水平。2、加强新课程实验研究培训。以“中小学教师继续教育工程”为契机，通过组织教师置换研修、外出培训等形式，开阔教师的视野，转变教育理念，提升教育教学能力。学校在进一步建立健全校本教研制度的基础上积极开展课题实验、校本教研。按照“四个一”的具体要求（每学期写一篇教育教学论文、设计一篇优秀教案、上一节优质观摩课、进行一次全面的教学反思），不断提升教师的业务素质。（三）坚持德育为首，促进德育教育均衡发展。在学校德育工作中，坚持德育教育三贴进原则，即贴进学生、贴进学生生活、贴进学生实际。培养学生良好的行为习惯上，本着小事入手，从我做起，收到良好的效果，多次受到黔西县教育局和镇中心校的表彰。具体做法：一是成立德育工作领导小组，落实组织机构，明确目标任务及其职责。二是加强德育队伍建设，配备年级德育辅导员，坚持全员育人，全面育人和全程育人。三是建立学校、家庭德育网络，创办家长学校，争取家长的全面支持与配合。四是建立教育基地，充分发挥德育基地作用。我镇与洪水镇派出所、卫生院，林泉镇工商分局等多个单位建立了德育教育协作关系，聘请法制副校长，定期开展形式多样的教育活动，收到了良好的效果。五是坚持每周一升国旗仪式时对学生进行“五爱”和“六心”教育。六是加强少先队、关工委、班委会组织建设，充分发挥组织的职能作用。学校积极开展不同形式的德育活动活动，从学校到班级到教师，无不重视德育教育，我们按照小学德育刚要的内容，学校自行设计编制了长堰小学班主任工作手册，将班级的“一日常规教育、心理健康教育、德育主题教育、法制教育、安全教育、绿色环保教育、禁毒预防艾滋病教育”等方面的内容，做到有计划，有活动主题、有记载，有小结、有反馈。（四）突出教学中心，促进教学质量均衡发展。在“义务教育均衡发展”工作中，我们坚持走以教育教学质量求生存之路。具体做法是：1、严格执行课程计划，加强教学过程管理。一是根据县教育局的具体要求开足开齐并上好所有课程，严格按课表上课，不得随意更改，坚持教师每节课提前5分钟侯课。教导处随时巡查班级是否按课表上课情况，发现问题及时纠正，对随意调换课的老师进行批评教育，增强了全体教师的课程意识，杜绝了课堂随意现象。二是学校不断加强教学工作的督导作用，每学期开学初，学校要求所有学科、教研组和班队必须在规定时间内完成教学计划，按时上交教导处，并做好档案记载，在平时的教学中，形成了备、讲、批、辅、考、研等系列制度，做到教案每月一查，作业不定期查，辅导学生进行班组实地查，课堂教学随时听查，并建立了教查反馈体系，成绩及时总结，问题及时指出，不断改进教学方法，学期末，学校对教学工作再次进行一次全面检查，并根据教师工作目标考核细则，进行量化评分，作为年度考核和绩效考核的重要依据。2、严格教学常规管理，保证教学正常秩序。一是严肃考勤制度，制定了学校请假制度和考核制度，对病事假请假，销假，履行手续等做出了明确的界定，加强教职工的组织纪律性。二是强化课堂常规管理，学校每天有一名行政人员和校级干部负责巡查各教学班的教学情况，做到一日“三查”，即查教师是否带教案 ，查课堂教学秩序是否正常，查学生学习常规，进一步规范了课堂教学行为。3、坚持开展校本教研，着力解决教育教学中的实际问题。4、认真组织开展“优秀论文”、“优秀课件”、“优秀课例”、“优质课”四优竞赛评选活动。近三年，有4人次在镇级以上的课件、优质课中获奖。（五）规范办学行为，促进学校办学行为均衡发展。1、严格控制学生到校时间和在校时间。学校对每周上课时间，学生每日在校参加教育教学活动的时间均有明确规定，即每周上课时间为5天，在校参加教育教学活动的时间小学不得超过6小时，每节课上课时间为40分钟。严格执行节假日放假通知，任何教师不得以任何理由占用课余、星期六、星期天和节假日时间安排学生集体补课或上新课。保证学生每天睡眠时间不少于9小时。2、进一步严格执行课程计划。各校按照国家、省课程计划的规定安排教育教学活动，严格做到坚持按标准课时开课，不随意增减课时；坚持按课程设置开课，不随意增减科目；坚持按课程标准要求教学，不随意提高或降低教学难度；坚持按教学计划把握进度，不随意提前结束课程和搞突击教学；坚持规定的考试要求，不随意增加考试次数。 3、严格执行中共中央国务院关于深化教育改革全面推进素质教育的决定，认真落实保证学生每天有一小时的体育锻炼的同时，扎实开展面向全体学生，开发出自主潜能，给他们自主选择活动内容的空间，促进义务教育均衡发展。周一至周五上午第一节课后，做完课间操后开展。课外活动规定不于30分钟，同时，为确保学生的每天课外体育锻炼时间不少于 1 小时，学校还规定：当天有体育课的班级，课外活动就在当天进行；当天没有体育课的班级必须开展课外体育锻炼活动。4、切实减轻学生课业负担，严格控制家庭作业，一、二年级不留书面家庭作业，其他年级书面家庭作业每天控制在1小时以内。5、进一步严格控制教辅用书征订。学校开设的课程严格按教育局审定的教学用书目录选用教材规定征订。学校和教师不得组织学生统一购买规定之外的学生用书，不得向学生推荐各类教辅材料和专题教育读本。 6、进一步规范办班和考试行为。学校不以任何形式分快慢班、尖子班、特长班、提高班、实验班等。不按考试成绩给学生排名次。 7、规范招生秩序，严格学籍管理，确保服务范围内的适龄儿童少年全部接受义务教育。严格执行招生计划和免试、近入学的招生原则，确保服务范围内的适龄儿童少年全部入学接受义务教育。为保证教育质量和学生接受公平教育的权利，根据国家规定的标准班额要求，严格控制班额，原则上每班不得超过45人。
