The Research on the Human Resource Management Countermeasure to Promote the Core Competence of Chinese Manufacturing Enterprises Introduction Alone with the acceleration of economic informatization and globalization, the world competitive environment grows increasingly fierce. After China has joined WTO, the founded enterprises poured into the Chinese market and our national enterprises faced much fiercer competition environment. Manufacturing enterprise is the pillar industry in China’s national economic development, which employs most of the country’s labor forces. And it is also an important resource of national income of China. In 2023, after the outbreak of sub-prime crisis in USA, having been affected by the global economic crisis, the manufacturing enterprises faced many problems, such as decrease in quantity of order, increase in cost of labor force and raw material and smaller and smaller profit space. As a result, many enterprises faced the risk of bankruptcy. How to achieve competitive advantage and remain stable development in the complicated market has increasingly become a public concern of the entrepreneurs and managers. 企业关键竞争力是建立在企业关键资源基础上旳企业技术、产品、管理、文化等旳综合优势在市场上旳反应,是企业在经营过程中形成旳不易被竞争对手仿效、并能带来超额利润旳独特能力(Hamel,Prahalad,1990)。这部分我没翻译是由于这句话自身就是一种外国人说旳,我提议你找找他旳原话,假如直接翻译旳话肯定是不能和原作者旳同样,这样旳话老师一看就能看出来是用中文写旳再翻译旳。 In the fierce competitive environment, only by possessing the core competence can the enterprise hold sustainable competitive advantage and keep their competitiveness prosperous forever. The cultivation of corporation’s core competence should integrate the human, material and financial resources, in which human resource is the most important one. How to make scientific and effective management on the human resource? How to give full play to the employees’ enthusiasm and initiative? How to develop the employees’ innovative consciousness and improve the innovative ability? These issues are all important for Chinese manufacturing enterprises to resolve. From the current development of Chinese manufacturing enterprise, we can see that at present most of the enterprises earn profit through foundry, the personnel management is still in the elementary, transactional stage. The high rate in employee turnover and the low degree in employee satisfaction has been an important issue for personnel management in manufacturing enterprise. There are still some insufficiencies and problems in human resource management and core competence cultivation and promotion for Chinese manufacturing enterprise. Through improving the present situation of human resource management, solving the existing problems in human resource management, enhancing staff’s working enthusiasm and motility, giving full play to employees’ innovation and initiative and cultivating and promoting the corporation’s core competence are all of great importance to the survival and development of Chinese manufacturing industry. Significance of subject Core competence is of great theoretic and practical significance to the survival and development of an enterprise, and it is also a powerful weapon for an enterprise to gain sustainable development. By owning core competence can an enterprise set up its unique competitive advantage, which is different from the competitor. And it can also lay a solid foundation in the long-term development and remain invincible in the future fierce competition. Our human resource management in manufacturing enterprise is still at primary stage, we do not devote enough attention to the importance of personnel to the cultivation of corporation’s core competence and we are lack of scientific human resource management programs and systems. This paper proceeds from the improvement of corporation’s core competence, putting forward the achievable human resource management countermeasure. This will help improve the competitive advantage of Chinese manufacturing enterprises and ensure their survival and development. Research objective After the reform and opening up, China’s manufacturing enterprise has been an indispensable main force in national economy. However, their still exists many problems like R&D investment shortage, low technical innovative ability,adjustment of organization structure legging behind,confused management,serious brain drain problem and so on. All of these problems seriously affect the survival and development of the enterprises. Especially after severe impact of financial crisis, China’s manufacturing enterprises experienced a development winter. We were facing an enormous survival pressure and many dilemmas such as export difficult, stock pile, cost increase and narrow profit space. With the adjustment on the national economic structure through the changing of China policy, we stress the importance of technological innovation and industrial upgrading. If the manufacturing enterprises want to obtain long-term development, they should grasp the opportunity in the reform and cultivate and promote the core competence. This paper try to make an analysis on the present situation and existing problems of corporation’s core competence and human resource management in Chinese manufacturing industry and then present the countermeasure and advice on the cultivation and promotion of corporation’s core competence. Thus it will improve the competitive advantage of Chinese manufacturing enterprises.
