Special Administrative Region 1.緒言緒言 1.Introduction 背景背景 Background 1.1 根 據 慣 例，自1961年 起，香 港 每10年 進 行 一 次 人 口 普 查，並 在 兩 次 人 口 普查 中 間，進 行 一 次 中 期 人 口 統 計。1.1 It is an established practice from 1961 for Hong Kong to conduct a population census once every 10 years and a by-census in the middle of the intercensal period.1.2 2021年 人 口 普 查 已 於2021年6月23日 至8月4日 的43天 期 間 進 行。全港 約 九 成 的 住 戶 接 受 簡 單 的 點 算，只 須 提供 住 戶 成 員 的 基 本 人 口 特 徵 資 料；其 餘 約一 成 住 戶 接 受 詳 細 的 訪 問，提 供 住 戶 成 員多 方 面 的 人 口 及 社 會 經 濟 特 徵 的 資 料。1.2 The 2021 Population Census was conducted in the 43-day period from 23 June to 4 August 2021.About nine-tenths of the households were subject to simple enumeration to provide basic demographic information of their household members,while the remaining one-tenth of the households were subject to more detailed enquiry on a broad range of demographic and socio-economic characteristics of their household members.概念與範圍概念與範圍 Concepts and coverage 全港人口 Whole population 1.3 2021年 人 口 普 查 採 用 居 住 人口 方 法，以 涵 蓋 所 有 居 港 人 口。政 府 統計 處 自2000年8月 開 始 採 用 居 住 人 口 方 法 來 編 製 香 港 的 人 口 估 計。1.3 The 2021 Population Census covers the Hong Kong Resident Population under the“resident population”approach.The“resident population”approach has been adopted to compile the population estimates of Hong Kong since August 2000.1.4 2021年 人 口 普 查 的 點 算 時 刻（即2021年6月30日 凌 晨3時）的 居 港 人 口包 括 常 住 居 民 和 流 動 居 民 。常 住居 民 指 以 下 兩 類 人 士：（一）在 點 算 時 刻之 前 的6個 月 內，在 港 逗 留 最 少3個 月，又 或 在 點 算 時 刻 之 後 的6個 月 內，在 港 逗留 最 少3個 月 的 香 港 永 久 性 居 民，不 論 在點 算 時 刻 他 們 是 否 身 在 香 港；及（二）於點 算 時 刻 身 在 香 港 的 香 港 非 永 久 性 居 民。1.4 The Hong Kong Resident Population at the reference moment of the 2021 Population Census(i.e.3:00 a.m.on 30 June 2021)covers“Usual Residents”and“Mobile Residents”.“Usual Residents”refer to two categories of people:(1)Hong Kong Permanent Residents who had stayed in Hong Kong for at least 3 months during the 6 months before or for at least 3 months during the 6 months after the reference moment,regardless of whether they were in Hong Kong or not at the reference moment;and(2)Hong Kong Non-permanent Residents who were in Hong Kong at the reference moment.1.5 對 於 不 是 常 住 居 民 的 香 港 永久 性 than 3 months during the 6 months before or for at least 1 month but less than 3 months during the 6 months after the reference moment,regardless of whether they were in Hong Kong or not at the reference moment.內地來港定居未足7年人士 Persons from the Mainland having resided in Hong Kong for less than 7 years(PMRs)1.6 本 報 告 利 用2021年 人 口 普 查 的 統計 數 據 分 析 內 地 來 港 定 居 未 足7年 人 士 的特 徵，並 與2011年 人 口 普 查 及2016年 中期 人 口 統 計 的 結 果 作 適 當 的 比 較。1.6 This report analyses the characteristics of PMRs by making use of statistical data compiled from the 2021 Population Census.Comparisons are made with results of the 2011 Population Census and the 2016 Population By-census when appropriate.1.7 人 口 普 查 中 期 人 口 統 計 問 及 出 生 地 點 、國 籍 及 在 港 居 住 年期 。根 據 這 些 資 料，可 估 計 在 居 港 人 口中，內 地 來 港 定 居 未 足7年 人 士 的 數 目。在 本 報 告，被 界 定 為 內 地 來 港 定 居 未 足7年 人 士 ，是 指 於 人 口 普 查 中 期 人 口 統 計時，報 稱：1.7 The Population Census/By-census included questions on“Place of birth”,“Nationality”and“Duration of residence in Hong Kong”.Based on information thus obtained,the number of PMRs in the Hong Kong Resident Population can be derived.In this report,“PMRs”refer to persons who reported in the Population Census/By-census that they:（一）其 出 生 地 點 為 中 國 內 地；(i)were born in the mainland of China(the Mainland);（二）國 籍 是 中 國 並 以 香 港 為 其 永 久 居留 地；及 (ii)were of Chinese nationality with place of domicile in Hong Kong;and （三）居 港 少 於7年 的 人 士。(iii)had stayed in Hong Kong for less than 7 years.詮釋數字時務必注意事項詮釋數字時務必注意事項 Important notes in interpreting figures 1.8 於 詮 釋 本 報 告 內 的 數 字 時 務 必 注意 以 下 三 點：1.8 In interpreting the figures in this report,the following three points should be noted:（一）根 據 居 港 人 口 的 定 義，透 過單 程 證 計 劃 抵 港 但 其 後 選 擇 多 數 時 間 留 在內 地 或 移 民 往 其 他 國 家 的 人 士 不 包 括 在 居港 人 口 之 內，因 此 內 地 來 港 定 居 未 足7年人 士 的 數 字 並 不 包 括 這 些 人 士。(i)Under the definition of“Hong Kong Resident Population”,persons who were admitted to Hong Kong via the One-way Permit Scheme but had returned to stay in the Mainland most of the time or migrated 第1.7段 內 地 來 港 定 居未 足7年 人 士 的 定 義，這 些 人 士 的 國 籍 必須 是 中 國 並 以 香 港 為 其 永 久 居 留 地。因此，報 稱 香 港 非 為 其 永 久 居 留 地 的 內 地 來港 人 士，不 會 被 界 定 為 內 地 來 港 定 居 未 足7年 人 士，例 子 有 短 期 留 港 工 作 或 就 學 的 內地 人 士。根 據2021年 人 口 普 查 的 結 果，居港 人 口 中，約 有57 100名 報 稱 在 內 地 出生、屬 中 國 籍 及 居 港 少 於7年，但 香 港 非為 其 永 久 居 留 地 的 人 士。(ii)According to the definition of PMRs stated in Paragraph 1.7 above,PMRs must be of Chinese nationality with place of domicile in Hong Kong.Therefore,persons from the Mainland who reported their place of domicile not in Hong Kong are not classified as PMRs.Examples of such persons may include those from the Mainland who stayed in Hong Kong for employment or study for a short period of time.According to the results of the 2021 Population Census,in the Hong Kong Resident Population,there were a total of about 57 100 persons who reported to be born in the Mainland,be of Chinese nationality and have stayed in Hong Kong for less than 7 years,but have place of domicile not being Hong Kong.（三）除 了 居 留 權 證
