Introduction介绍
CCPHC Board of Directors has delegated management responsibility and authority to the Owner Project Management Team (OPMT) for the delivery of the completed and operational MDI complex project (MDI). The authority of the OPMT extends through the planning, management and control of resources (financial, physical and human) as required to effectively plan, manage and control the MDI complex Project, and all contracted companies, suppliers, subcontractors, etc. The authority of the OPMT ends after successful operation of the Facility has been achieved.
重庆化医集团董事会已将管理责任和权利赋予MDI一体化业主项目管理团队（OPMT），由其负责重庆化医MDI一体化项目(MDI)的建设和生产的交接工作。OPMT的权限表现于，根据需要对有关的资源（财力、物力和人力）进行计划、管理和控制，对MDI一体化项目以及各承包商、供货商和分包商等实施有效的计划、管理和控制。OPMT的权利在联合装置成功运行后终止。

Included in the scope of services of the OPMT is the deployment of a Project Quality Management System. The OPMT Quality Management Plan identifies how this will be delivered. It is required to be applied consistently to the entire range of activities and work processes of the MDI Project, to design, build and place into operation, the collected facilities of the MDI Project.
OPMT服务范围包括对项目质量管理体系的使用。OPMT质量管理计划确定了对质量管理体系具体交付的方法。它必须始终贯彻于重庆化医MDI一体化项目工程的整个活动和工作过程中，从而完成对重庆化医MDI一体化项目联合装置的设计、施工和运行的目标。

OPMT Quality Management System OPMT质量管理体系
The OPMT Quality Management System (QMS) will be delivered to meet the intent of GB/T19001:2008 (idt ISO 9001:2008), and will incorporate statutory and regulatory requirements of the Chinese National and Local (Chongqing) Government.
OPMT质量管理体系应符合GB/T19001:2008（等同于ISO9001:2008），并满足中国国家和地方（重庆）政府的法令和要求。

The OPMT QMS is documented in the “OPMT Quality Management Strategy,” CQMCP1-0000-QTA-PLN-001.
OPMT 质量管理体系包含在文件CQMCP1-0000-QTA-PLN-001 “OPMT质量管理策略”中。

As a complete and integrated system, the OPMT QMS will provide assurance to CCPHC Directors that the Facilities delivered by the OPMT:

OPMT Quality Management Plan OPMT质量管理计划
This document – the “OPMT Quality Management Plan” – is an integral component of the QMS. It identifies and references the procedures and documents needed to ensure effective planning, operation and control of processes, and defines the roles and accountability involved in applying the QMS within the overall MDI Complex Projectby the OPMT, inclusive of each Department, Function and PET.
本文件 – “OPMT质量管理计划”- 是质量管理体系不可分割的一部分。它确定并参考所需要的程序和文件，保证对工作过程进行有效的计划，运行和控制；同时它还确定了OPMT，包括各个部门、各职能部门和项目执行部，在整个重庆化医MDI 一体化装置实施质量管理体系的过程中所承担的角色和责任。

The OPMT Quality Management Plan is applicable to all work performed in association with the MDI Project, in the execution of planning and control of engineering, design, procurement, supply, construction and commissioning of the MDI Complex Facilities.
OPMT质量管理计划适用于和重庆化医MDI 一体化项目有关联的所有工作任务。具体表现在重庆化医MDI一体化装置的设计、采购、供货、施工和调试的计划编制和控制。

OPMT Project Quality Mission Statement OPMT项目质量使命陈述
We are committed to providing to our customer, CCPHC, the completed and operational MDI complex Facility, a facility that will be engineered, designed and built to Best in Class standards of safety, environment, quality and reliable operation.
我们承诺，为我们的用户－重庆化医集团，提供完善的、可运行的MDI一体化装置，它将被设计和建造成为安全、环保、质量和可靠运行均达到世界一流的装置。
Our goal is to achieve this through effective planning and management of the MDI Complex Project, regular assessments of the work of the OPMT, Departments, Functional groups and PETs against established Quality Objectives, and continual improvement of our performance.

OPMT PROJECT QUALITY POLICY

MDI OPMT hereby declares that it is the main objective of the Project Team to execute the MDI COMPLEX PROJECTin accordance with a Quality Management System which complies with GB/T19001:2008 （equivalent to ISO 9001:2008）and in compliance with Project QA Requirements as defined in this document and associated procedures. In doing so MDI OPMT will honour the following principles to effectively ensure the successful implementation of the established Quality Management System.
MDI一体化业主项目管理团队宣告我们的主要目标是按照国际标准ISO9001-2008质量管理体系要求和在相关文件中规定的项目质量保证要求来执行管理项目。为了达到上述目标将遵循下述原则来有效地保证已经建立的质量管理体系成功地贯彻。

1. Purpose 目的
This document identifies the plans, activities, responsibilities and work processes that forms part of the work that each, department, function or PETs implements to deliver the value and objectives set forth in the Business Statement of Requirements.
本文件确定了各部门、各职能部门或项目执行部，在实现“商业声明要求”的交付价值和目标时，所涉及的有关计划、活动、职责和各项工作的工作程序。

The OPMT Quality Management Plan identifies the following:

The OPMT Quality Management Plan is a living document, and as such shall be regularly reviewed, and revised as necessary, to include amendments to the QMS over the life cycle of the MDI Complex Project.
OPMT质量管理计划是一份现行的文件，需要定期审查并根据需要进行修改，包括对MDI 一体化 项目整个周期中的质量管理体系的改进等。
The components of this OPMT Quality Management Plan as well as the approved Quality standards and procedures shall be understood to be requirements of OPMT, and shall be applied by all groups throughout the organization, from the OPMT Management through Departments, Functions and Project Teams, down to the Contractors and Suppliers and their lower tier suppliers, subcontractors, etc.
本OPMT质量管理计划以及经审批的质量标准和程序应理解为OPMT的要求，在组织体系中由各个部门贯彻使用，包括从OPMT各部门的管理层，各职能部门和项目执行部，到承包商、供货商及其下层供货商和分包商等。
1.1 MDI Complex Project Quality Objectives MDI一体化项目质量目标
The quality objectives of OPMT include, but are not limited to the following

ü Design quality is zero accident.

ü 100％ qualification of receiving equipments and materials inspection more than 99%.
设备、材料入库合格率100％
ü First pass rate of welding more than 96%.
焊接一次合格率大于96％
ü 100% FPY of units.
单位工程合格率100％
ü Produce Excellent Project of Nationality.

The key to effectively achieving this is to get things right the first time, which is achievable when attention, is paid throughout the project life cycle:

In order to achieve the MDI Complex Project primary objectives, the following core quality objectives will apply across the entire MDI Project:

· The OPMT Quality Management System will be consistent with International Standards of Quality (ISO).

· Standards and Practices will be established from the collective experience of the CCPHC and AMEC

· OPMT Quality Management System will meet the applicable Chinese codes, standards including regulatory and statutory regulations and rules for major construction projects in China

· OPMT Quality Management System will be determined and tailored on basis of Total Risk Management

· Throughout the MDI Complex Project life cycle, measure the performance of the MDI Complex Project including that of its Contractors and Suppliers and modify our strategies and processes as necessary to improve the delivery and effectiveness of our Services.
· 在整个MDI一体化项目执行周期中，对MDI一体化项目，包括该项目的承包商和供应商的执行过程进行评估，并对我们的策略和步骤进行必要修改从而提高交付质量和服务效率。
1.2 Stage- and Group-specific Quality Objectives
项目阶段 – 和部门 – 具体的质量目标
In addition to the core quality objectives stated above for the overall MDI Complex Project, there may be stage(1) - or group(2) -specific quality objectives which are identified consistent within the guidelines and standard practices of major Chinese investment projects.
除了上述整个MDI一体化项目的核心质量目标外，还可以设定阶段(1) – 或团组(2) 的具体质量目标，这些目标与中国主要投资项目的指导方针和标准条例保持一致。
Where such objectives are identified, they will be noted and included in the detailed QMS implementation plans, specific to the activities of the appropriate group; for example, there are specific requirements in China for Quality during construction, so the managing department of construction shall establish specific objectives, rules, requirements for activities under its management.
这些目标确定后，将包含在详细的计划中；同时应给出说明，便于在各部门活动中贯彻质量管理体系的内容；例如在中国，对施工期间的质量有具体的要求，管理施工的部门可根据其控制范围内的活动建立具体的目标、规定和要求。
(1) Stage in this context refers to planning or general design, basic design (BED), detailed engineering, procurement, construction, commissioning, operation, etc.

(2) Group in this context may refer to the OPMT collectively, a Department, a Project (PET) Team, a Contractor, or a sub grouping of any of these.

2. Scope & Application 范围与应用
The scope of the OPMT Quality Management Plan is inclusive of all the activities of the OPMT and is applicable to all Departments, Functional groups and PETs. It shall be applicable throughout the Project life cycle and all phases of the Project, including:
