The police were called in, but they could not arrest anyone, for the basket contained two Members of Parliament and the Commanding Officer of the statio

44、00;办公综合楼2500;其他公共服务设施项目2700;职工宿舍楼1800。购置的设备主要有:电视、电脑、电话、空调、投影仪、洗衣机、对讲机、健身器械、医疗设备、现代化厨房设备以及其他生活和娱乐设备等。1.9 投资估算及资金筹措经计算,本项目总投资为4150万元,其中征地费用1250万元,工程费用2025.75万元,工程建设其他费用273.19万元。1.10 财务生存及偿债能力分析本项目申请政府民生工程项目扶持4000万元,市慈善协会靠社会募捐150万元,社会募捐部分已经到位,现已存入银行(见附件:中国工商银行安康汉滨支行资信证明书)。项目计算期15年(含建设期2年)。资金均由财政部门拨款和社
45、会募捐,因此不存在借款偿还。1.11 研究结论经研究论证,本项目的建设依据充分,建设地址和建设条件较好,建设方案合理可行。建议有关部门给予大力支持,使本项目能及早开工建设,努力取得预期的社会效益。第二章 项目背景及建设必要性2.1 项目建设背景2.1.1 老年赡养比增加与老年人社会福利需求增长并存随着中国人口结构向老龄化转型,老年赡养比呈现出明显的递增趋势。1953年,老年赡养比为7.44,也就是说每100个劳动年龄人口供养将近7个65岁以上老人,1953-2000年,基本上每100个劳动年龄人口供养的65岁以上老人数目在增加,但增幅并不明显。赡养压力在2010年出现转折,2010年,需要由8
46、个劳动年龄人口来共同负担1个65岁以上老人,2010-2050年,赡养压力显著增大,且将维持在高位运行。2040-2050年,届时不足3个劳动年龄人口就要赡养一名65岁以上老人。老年赡养比上涨的部分原因是人口寿命延长,但主要还是由快速下降的生育率所致。一方面,人口寿命延长使65岁以上老人绝对规模和相对比重得到增长,如果将退休生涯得到相应延长考虑在内,65岁以上老人赡养所需花费的人、财、物和时间的显著增多无疑会放大需要社会转移支付的“池子”;另一方面,20世纪70年代以来推行的严格计划生育政策加速人口老龄化进程的同时,也使劳动力大军规模逐渐缩减,进而使得社会转移支付风险分担的“池子”缩小。与老年
47、赡养比增加相伴而来的老年人社会福利需求也得到增长。从收养人数来看,据中国老龄科学研究中心的调查:不考虑其他因素,仅就意愿而言,中国老年人“愿意住养老机构”的比例为17.5%。1982、1990、2000年中国65岁以上老人数为0.42、0.63、0.87亿,乘以有意愿住养老机构的比例17.5%,收养性社会福利单位应收养人数为0.0735、0.1103、0.1523亿。而实际上同期收养性社会福利单位收养人数为0.0023、0.0060、0.0083亿。从社会福利机构的总床位数占老年人总数的比例来看,发达国家该比例最低为3%,而中国1982、1990、2000年收养性社会福利单位的床位数分别为28
48、.2、78.0、113.0万,除以同期的60岁以上老年人数得到的比例分别为0.37%、0.80%、0.86%,离最低标准3%还有很大差距。收养人数和床位数的实际供给和理论需求都表明,老年人社会福利需求绝对数很大,且增长很快。供给与需求之间的巨大“空缺”更进一步说明老年人社会福利需求没有得到有效满足,有待进一步提高。2.1.2 福利社会化的实践及国家给予老年社会福利的优惠政策的支持 2000年,国务院办公厅转发民政部等11部委关于对老年服务机构有关税收政策问题的通知,其中提出了推进社会福利社会化的目标和要求。同年,财政部、国家税务总局联合下发关于老年服务机构有关税收政策问题的通知,对政府部门和社
49、会力量兴办的老年服务机构暂免征收企业所得税。民政部于当年召开了全国社会福利社会化工作会议,会议提出“社会福利社会化”,就是政府在倡导、组织、支持和必要的资助下,动员社会力量建设社会福利设施,开展社会福利服务,满足社会对社会福利服务的需求。2001年,民政部颁布老年人社会福利机构基本规范。2002年,劳动和社会保障部制定养老护理员国家职业标准,对养老护理员的职业概况、基本要求。工作要求和鉴定标准考核办法都作了规定。2006年,国务院发布关于加强和改进社区服务工作的意见,指出:推进社区社会保障服务,推进社区救助服务,鼓励并支持群众性自我服务活动等。全国很多城市和地区于1998年后都开始了社会福利社会化的系统探索。2.2 项目建设的必要性2.2.1 可为建设安康市老年人社会保障体系建设
