Lesson86 Out of control 失控As the man tried to swing the speed-boat round, the steering-wheel came away in his hands. He waved desperately to his companion, who had been water-skiing for the last fifteen minutes. Both men had hardly had time to realize what was happening when they were thrown violent1y into the sea. The speed-boat had struck a buoy, but it continued to move very quickly across the water. Both men had just begun to swim towards the shore. when they noticed with dismay that the speed-boat was moving in a circle. It now came straight towards them at tremendous speed. In less than a minute, it roared past them only a few feet away. After it had passed, they swam on as quickly as they could because they knew that the boat would soon return. They had just had enough time to swim out of danger when the boat again completed a circle. On this occasion, however, it had slowed down considerably. The petrol had nearly all been used up. It broke down at Ferngreen station and was taken off the line.Lesson88 Trapped in a mine 困在矿井里Six men have been trapped in a mine for seventeen hours. If they are not brought to the surface soon they may lose their lives. However, rescue operations are proving difficult. If explosives are used, vibrations will cause the roof of the mine to collapse. Rescue workers are therefore drilling a hole on the north side of the mine. They intend to bring the men up in a special capsule. If there had not been a hard layer of rock beneath the soil, they would have completed the job in a few hours. As it is, they have been drilling for sixteen hours and they still have a long way to go. Meanwhile, a microphone, which was lowered into the mine two hours ago, has enabled the men to keep in touch with the closest relatives. Though they are running out of food and drink, the men are cheerful and confident that they will get out soon. They have been told that rescue operations are progressing smoothly. If they knew how difficult it was to drill through the hard rock, they would lose heart. Lesson89 A slip of the tongue 口误People will do anything to see a free show-even if it is a bad one. When the news got round that a variety show would be presented at our local cinema by the P. and U. Bird Seed Company, we all rushed to see it. We had to queue for hours to get in and there must have been several hundred people present just be- fore the show began. Unfortunately, the show was one of the dullest we have ever seen. Those who failed to get in need not have felt disappointed as many of the artistes who should have appeared did not come. The idea to have the capital moved so far inland will have a great effect on the future of Brazil.Lesson91 Three men in a basket 三人同篮A pilot noticed a balloon which seemed to be making for a Royal Air Force Station nearby. He informed the station at once, but no one there was able to explain the mystery. The officer in the control tower was very angry when he heard the news, because balloons can be a great danger to aircraft. He said that someone might by spying on the station and the pilot was ordered to keep track of the strange object. The pilot managed to circle the balloon for some time. He could make out three men in a basket under it and one of them was holding field-glasses. When the balloon was over the station, the pilot saw one of the men taking photographs. Soon afterwards, the balloon began to descend and it landed near an airfield. The police were called in, but they could not arrest anyone, for the basket contained two Members of Parliament and the Commanding Officer of the station! As the Commanding Officer explained later, one half of the station did not know what the other half was doing ! Lesson92 Asking for trouble 自找麻烦It must have been about two in the morning when I returned home. I tried to wake up my wife by ringing the door-bell, but she was fast asleep, so I got a ladder from the shed in the garden, put it against the wall, and began climbing towards the bedroom window. I was almost there when a sarcastic voice below said, I dont think the windows need cleaning at this time of the night.I looked down and nearly fell off the ladder when I saw a policeman. I immediately regretted answering in the way I did, but I said, I enjoy cleaning windows at night.So do I, answered the policeman in the same tone. Excuse my interrupting you. By the end of October 1886, the statue had been put together again and it was officially presented to the American people by Bartholdi. At a special swimming pool in Los Angeles, children become expert at holding their breath under water even before they can walk. Babies of two months old do not appear to be reluctant to enter the water, It is not long before they are so accustomed to swimming that they can pick up weights from the floor of the pool. A game that is very popular with these young swimmers is the underwater tricycle race. Tricycles are lined up on the floor of the pool seven feet under water. I went down陕西安康慈善福利院建设项目可行性研究报告第一章 总 论1.1 项目名称陕西安康慈善福利院建设1.2 项目承担单位安康市慈善协会1.3 可行性研究报告编制单位本项目可行性研究报告编制单位是：安康市生产力促进中心安康市生产力促进中心于1997年经省科技厅、市编委批准成立，隶属安康市科技局，属科技事业单位。中心自成立以来，从安康实际出发，将政府定位与市场定位相融合，按照“组织网络化、功能社会化、服务产业化”要求，采取“系统集成”方式，建立组织机构，逐步探索出一条为中小企业和三农提供全方位、多层次服务之路：主要提供以政策法规、技术信息、管理信息、人才信息、市场信息为主的信息服务；以项目论证、项目包装、项目推介为主的项目服务；以法律咨询、企业诊断、认证咨询为主的咨询服务；以技术培训、人才培训、管理培训、营销培训、财务培训为主的培训服务；承担政府委托的专项事务等。中心2002年通过ISO9000质量认证，同年被国家科技部确定为国家级示范生产力促进中心，2004年被省科技厅授予创新基金“优秀服务机构”和“管理先进单位”称号，2006年及2007年连续两年被省科技厅评为“先进单位”。中心自成立以来，已为我市中小企业提供项目论证和包装200多个，项目领域涉及863计划、973计划、火炬计划、星火计划、重大专项等，累计为企业争取项目资金近亿元，受到项目申报企业的赞誉。1.4 可行性研究报告编制依据1、国家发展和改革委员会关于发布项目申请报告通用文本的通知（发改投资20071169号）；2、国家级福利院评定标准；3、陕西安康慈善福利院项目建议书；4、安康市慈善协会提供的相关资料；5、报告编制人员现场收集的资料；1.5 研究范围本报告的工作内容是对陕西安康慈善福利院建设进行可行性研究，具体是对本项目提出的背景、建设的必要性和意义、建设地址和建设条件、建设内容、项目组织实施管理及实施进度安排、投资估算及资金筹措、财务生存能力等内容进行综合性研究。1.6 项目建设单位情况介绍本项目建设单位安康市慈善协会，1998年由原汉滨区广播电视局局长张培祥为代表的一批老新闻工作者，自发创办了安康广播电视慈善协会；2000年地改市后，正式更名为安康市慈善协会，由原安康地区人大工委主任熊邦高同志担任慈善协会会长；2007年4月，市慈善协会换届，原市人大常委会主任段吾勇同志担任第二届慈善协会会长。从1998年至今，市慈善协会已经走过了十年的历程。十年来，市慈善协会大力弘扬慈善理念，广泛募集慈善资金，积极开展慈善活动，累计募集各类慈善项目资金6500多万元，建校34所，修桥130座，资助贫困学生700多名。同时还开展了救灾、助残、济困、助医、修路等一系列慈善项目，受助困难群众50多万人。按照市委、市政府两办关于进一步推动慈善事业发展的意见，从去年开始，我们加强了慈善组织建设，除已成立的5个县区慈善协会外，又新成立县慈善协会4个（紫阳、平利、汉阴、宁陕），正在筹备组建的1个（镇坪），建立乡镇慈善工作站30多个，全市发展慈善志愿者（会员）2000多名，其中市慈善协会800多名。形式多样的慈善志愿者（会员）小组活动在社会上产生了良好反响。此外，慈善协会10年来，多次为当地乡镇卫生院添置医疗设备，培训技术人员。并且在境外慈善组织的援助下，与医院合作，陆续为210名唇腭裂少儿做了矫治手术。安康市慈善协会在不断向公众传播着慈善理念，10年来，社会大众对慈善事业从不了解到了解，从曲解到理解，奉献爱心的人越来越多，从企业家，富翁到平民百姓，中小学生。退休老教师韩正楷自慈善协会成立以来，每年都要捐几百元，直到临终时还给子女留下遗言，要求他们每年都要捐款支持慈善。公众的善心、爱心和普遍参与，乃是慈善事业生存和发展的根本。1.7 项目建设地址陕西省安康市汉滨区新城办事处高井村二组（新城福利院东侧）。1.8 项目建设主要内容本项目的建设内容包括新建老年公寓、医务室、餐厅、中央热水沐浴室、老年文化活动中心、影视报告厅、健身房、阅览室、会客室、医务室、小商场、洗衣房、网吧、厕所、工作人员住宿与办公楼等以及设备购置。本项目总建筑面积为19000，其中新建老年公寓楼12000；办公综合楼2500；其他公共服务设施项目2700；职工宿舍楼1800。购置的设备主要有：电视、电脑、电话、空调、投影仪、洗衣机、对讲机、健身器械、医疗设备、现代化厨房设备以及其他生活和娱乐设备等。1.9 投资估算及资金筹措经计算，本项目总投资为4150万元，其中征地费用1250万元，工程费用2025.75万元，工程建设其他费用273.19万元。1.10 财务生存及偿债能力分析本项目申请政府民生工程项目扶持4000万元，市慈善协会靠社会募捐150万元，社会募捐部分已经到位，现已存入银行（见附件：中国工商银行安康汉滨支行资信证明书）。项目计算期15年（含建设期2年）。资金均由财政部门拨款和社会募捐，因此不存在借款偿还。1.11 研究结论经研究论证，本项目的建设依据充分，建设地址和建设条件较好，建设方案合理可行。建议有关部门给予大力支持，使本项目能及早开工建设，努力取得预期的社会效益。第二章 项目背景及建设必要性2.1 项目建设背景2.1.1 老年赡养比增加与老年人社会福利需求增长并存随着中国人口结构向老龄化转型，老年赡养比呈现出明显的递增趋势。1953年，老年赡养比为7.44，也就是说每100个劳动年龄人口供养将近7个65岁以上老人，1953-2000年，基本上每100个劳动年龄人口供养的65岁以上老人数目在增加，但增幅并不明显。赡养压力在2010年出现转折，2010年，需要由8个劳动年龄人口来共同负担1个65岁以上老人，2010-2050年，赡养压力显著增大，且将维持在高位运行。2040-2050年，届时不足3个劳动年龄人口就要赡养一名65岁以上老人。老年赡养比上涨的部分原因是人口寿命延长，但主要还是由快速下降的生育率所致。一方面，人口寿命延长使65岁以上老人绝对规模和相对比重得到增长，如果将退休生涯得到相应延长考虑在内，65岁以上老人赡养所需花费的人、财、物和时间的显著增多无疑会放大需要社会转移支付的“池子”；另一方面，20世纪70年代以来推行的严格计划生育政策加速人口老龄化进程的同时，也使劳动力大军规模逐渐缩减，进而使得社会转移支付风险分担的“池子”缩小。与老年赡养比增加相伴而来的老年人社会福利需求也得到增长。从收养人数来看，据中国老龄科学研究中心的调查：不考虑其他因素，仅就意愿而言，中国老年人“愿意住养老机构”的比例为17.5%。1982、1990、2000年中国65岁以上老人数为0.42、0.63、0.87亿，乘以有意愿住养老机构的比例17.5%，收养性社会福利单位应收养人数为0.0735、0.1103、0.1523亿。而实际上同期收养性社会福利单位收养人数为0.0023、0.0060、0.0083亿。从社会福利机构的总床位数占老年人总数的比例来看，发达国家该比例最低为3%，而中国1982、1990、2000年收养性社会福利单位的床位数分别为28.2、78.0、113.0万，除以同期的60岁以上老年人数得到的比例分别为0.37%、0.80%、0.86%，离最低标准3%还有很大差距。收养人数和床位数的实际供给和理论需求都表明，老年人社会福利需求绝对数很大，且增长很快。供给与需求之间的巨大“空缺”更进一步说明老年人社会福利需求没有得到有效满足，有待进一步提高。2.1.2 福利社会化的实践及国家给予老年社会福利的优惠政策的支持 2000年，国务院办公厅转发民政部等11部委关于对老年服务机构有关税收政策问题的通知，其中提出了推进社会福利社会化的目标和要求。同年，财政部、国家税务总局联合下发关于老年服务机构有关税收政策问题的通知，对政府部门和社会力量兴办的老年服务机构暂免征收企业所得税。民政部于当年召开了全国社会福利社会化工作会议，会议提出“社会福利社会化”，就是政府在倡导、组织、支持和必要的资助下，动员社会力量建设社会福利设施，开展社会福利服务，满足社会对社会福利服务的需求。2001年，民政部颁布老年人社会福利机构基本规范。2002年，劳动和社会保障部制定养老护理员国家职业标准，对养老护理员的职业概况、基本要求。工作要求和鉴定标准考核办法都作了规定。2006年，国务院发布关于加强和改进社区服务工作的意见，指出：推进社区社会保障服务，推进社区救助服务，鼓励并支持群众性自我服务活动等。全国很多城市和地区于1998年后都开始了社会福利社会化的系统探索。2.2 项目建设的必要性2.2.1 可为建设安康市老年人社会保障体系建设
