5、later a tunnel was actually begun. If, at the time, the British had not feared invasion, it would have been completed. Recently, there has again been great interest in the idea of a Channel Tunnel. 12、s 火山Haroun Tazieff the Polish scientist, has spent his life-time studying active volcanoes and deep caves in all parts of the world. In 1948, he went to lake Kivu in the Congo to observe a new volcano which he later named Kituro. Tazieff was able to set up his camp very close to the volcano while it

13、 was erupting violently. Though he managed to take a number of brilliant photographs, he could not stay near the volcano for very long. He noticed that a river of liquid rock was coming towards him. It threatened to surround him completely, but Tazieff managed to escape just in time. He waited until

14、 the volcano became quiet and he was able to return two days later. This time, he managed to climb into the mouth of Kituro so that he could take photographs and measure temperatures. Tazieff has often risked his life in this way. He has been able to tell us more about active volcanoes than any man

22、 matador and charged at the drunk. The crowd suddenly grew quiet. The drunk, however, seemed quite sure of himself. When the bull got close to him, he clumsily stepped aside to let it pass. The crowd broke into cheers and the drunk bowed. By this time, however, three men had come into the ring and t

Even the bull seemed to feel sorry for him, for it looked on sympathetically until the drunk was out of the way before once more turning its attention to the matador.Lesson71 A famous clock 一个著名的大钟When you visit London, one of the first things you will see is

Lesson72 A car called Bluebird “蓝鸟”汽车The great racing driver, Sir Malcolm Campbell, was the first man to drive at over

27、300 miles per hour. He set up a new world record in September 1935 at Bonneville Salt Flats, Utah. Bluebird, the car he was driving, had been specially built for him. It was over 30 feet in length and had a 2500 horse-power engine. Although Campbell reached a speed of over 304 miles per hour, he had

28、 great difficulty in controlling the car because a tyre burst during the first run. After his attempt, Campbell was disappointed to learn that his average speed had been 299 miles per hour. However, a few days later, he was told that a mistake had been made. His average speed had been 301 miles per

29、hour. Since that time, racing drivers have reached speeds of over 400 miles an hour. Following his fathers footsteps many years later, Sir Malcolms son, Donald, also set up a world record. 38、编制,剑阁县经济和商务局项目股审核。1.1.7项目概况本项目是广元市元坝工业发展集中区管理委员会办公室,在广元市元坝工业发展集中区(长坝村七社)建设广元市元坝工业发展集中区技术研发中心项目。项目占地30.75亩,建设综合办公大楼4320,食品加工、建筑建材加工、机械电器加工三个实验室1800,辅助用房3600,科技培训用房1200,购置科研设备193台(套),完善相应的配套设施。项目建成后,可大大提升广元市元坝工业发展集中区的科研水平。本项目总投资2400万元,其中土地征用投资361万元,工程费用投资1435万元,试验设备投资208万元,其他工程费用投资96万元。项目建成后,可为全区企业提供技

39、术咨询和技术培训服务,加强集中区现有企业提高产品档次和附加值研究,促进现有企业的技术创新和产品升级,实现科技资源和人才的共享。本项目将满足区内外企业的需要,有力地促进和带动元坝工业经济的发展。1.2承办单位简介广元市元坝工业发展集中区管理委员会办公室,成立于2008年11月,注册资本为人民币 万元,系由广元市元坝区政府所属工业集中发展区管理机构,主要从事工业集中区企业发展和项目引进和服务工作。工业发展集中区现已引进并落户企业 户,2008年工业发展集中区企业实现产值 万元,销售收入 万元,利润 万元,税金 万元。广元市元坝工业发展集中区管理委员会办公室现有员工 名,其中各类专业技术人员 人,办

42、的背景和理由技术研发项目是近几年兴起的产业园区公共服务平台建设之一,旨在为工业集中区或园区企业提供科技服务,帮助园区企业解决科技难题,实现资源共享。随着城市化、工业化水平的不断提高,技术研发中心的前景将更加广阔。“5.12”汶川特大地震灾害,广元市元坝工业发展集中区内厂房、设施设备严重损害,直接经济损失高达 万元。灾情发生后,党中央、国务院十分关心灾区人民生命财产安全,省、市、县各级政府十分重视灾后重建工作。决心力争用三年的时间,恢复到灾前水平。因此,广元市元坝工业发展集中区管理委员会办公室决定在广元市元坝工业发展集中区(长坝村七社)实施技术研发中心建设项目,有利于广元市元坝工业发展集中区内企

43、业实施灾后重建和扩能改造,既是企业发展的需要,也是灾后恢复重建的需要。本项目立足本地现有企业的科技资源和技术优势,开展现有工业产品深度开发研究。以改变区内加工企业技术水平低,规模小,产品不能满足市场需要的状况,按县政府的统一规划,为了充分发挥本地资源优势,变资源优势为资本优势,使企业形成规模,解决市场供求矛盾,建设本项目也是必要的。随着我国社会经济的迅速发展,高新技术产业已成为跨部门、跨行业、跨地域的以现代科技管理和信息技术为支撑的综合性物流服务。高新技术已成为提高企业营运效率、降低生产成本;增加地域经济的核心因素。搭建比较完善的科学数据、科技文献、数字图书馆等信息网络资源共享平台,为科研人员

44、及时提供国内外最新、全面的前沿研发资料,整合现有企业的研发机构,引导高校中为产业服务的重点实验室,为企业提供研究开发、技术推广、设备共用,促进产业的创新,是政府在市场经济条件下服务企业的最好方式。通过综合服务平台,将产、学、研更好的地结合起来,使技术研发平台的最新成果能在最短的时间内转化为生产力,也使企业在实际生产研发过程中产生的各种问题能及时得到有效的解决,从而促进产业的创新,使园区得到可持续协调发展。广元市元坝工业发展集中区管理委员会办公室,经过广泛的行业技术经济调查,对比分析,结合元坝企业现有科技联姻的现状,引进目前国内最先进的科研设备,有利于提高科研水平,提升企业产品档次和质量,扩大生

45、产规模,增强企业的竞争力。因此本项目的建设既是市场发展的需要,也是企业发展的需要。1.6项目建设地点该项目拟建在广元市元坝工业发展集中区(长坝村七社)。1.7项目建设的有利条件1.7.1符合国家产业政策要求,政府政策支持按照国家对科技发展和灾后重建的要求,产业政策支持结构调整,产品升级,自主创新,绿色环保,为灾后重建提供支持的建设项目。广元市元坝工业发展集中区管理委员会办公室是元坝区政府确定的唯一一家为工业集中区企业提供全方位服务管理机构。区政府对本项目的建设非常重视,将拨付专项资金用于该项目建设,并将以此带动全区工业的发展1.7.2交通便利广元市元坝区交通已形成网络,国道212线纵贯南北,省

46、道202线、成普铁路横穿东西,已建成的绵广高速经过境内,将建成的兰渝铁路、兰渝高速公路、嘉陵江渠化航道也将纵贯境内,区内环线公路将各乡镇与国省道、高速公路、铁路联系成一个整体,形成了四通八达的交通网络。1.7.3水电供应充足该中心从广元电业局元坝供电局架设专用高压电线,并购置安装了变压器,供电安全且有保障。同时,该厂已与元坝供电局达成了供电协议。本项目供水由元坝区自来水公司所属水厂供给,通过预留的市政供水管道接口接入,能够满足项目建设及建成后用水需求。1.7.4企业环保治理达标本项目只有少量的生活用水和试验有水经污水管道排放至元坝区污水处理厂处理后达标排放。不会对环境造成影响。1.7.5技术人

47、才来源可靠本项目现有企业与国家肉研中心、南京农业大学、四川省强实隔华中科技大学、兰州大学、中国地震局力学院、成都理工大学、四川农业大学、南京农业大学等大专院校和科研单位合作关系。技术来源有保障。1.7.6研究方案成熟可靠本项目采用区内现有企业与各企业联姻的现状,充分发挥现有科技人才,引进和聘请高科技人才,对区内现有产品进行深度研究。提高产品档次和附加值。由国内最先进的设备生产企业提供实验室设备,借助各大高等院校和科研单位的技术实力,高薪聘请高科技人才,研究方案是可行的。1.8可行性研究的简要结论1.8.1建设规模。本项目是在广元市元坝工业发展集中区,新征土地30.75亩,建设综合用房4320,

48、实验室1800,辅助用房3600,科技培训用房1200,购置安装国内先进的成套实验室设备193台(套),建成食品加工、建筑建材、机械电器三个大型实验室。使其成为川北最大的科研基地。1.8.2项目建设有良好的基础条件。该项目有成熟可靠的研究方案;集各大专院校和科研单位现有的科技人才和技术队伍,有利于资源优势的最大化。1.8.3项目建设着眼于扩大现有产品的档次和附加值。有利于增加区内现有产品的生产量,提高市场占有率,满足国内国际市场的需要。购置的设备均是具有国内先进水平的实验室设备,这将从根本上改善川北无较大规模科研服务平台的状况。1.8.4中心技术来源有保障,引进国内最先进的实验室设备,利用本区现有的与各大专院校和科研单位联姻的技术和人才,这是本项目实施的保证性条件。1.8.5本项目投资主要用于新征土地,建设科技综合楼,实验室,辅助用房,科技培训用房,购置实验室设备,将有效地提高中心的资本有机构成,能做到投资少、见效快,并有效地推动全区工业企业加快科技开发的力度,尽快迈上新的台阶。1.8.6中心重视环境治理,对每个环节都制定了专门的治理方案,严格执行建设项目和环境保护“三同时”制度,项目的实施不会给环境带来新的影响。总之,本项目建设符合国家产业政策和投资方向,符合当地工业发展布局,产
