36、作物新品种、新技术的引进试验、示范,年生产销售水稻、小麦、棉花,油菜等良种12000吨。该场农作物种植水平高,并有专门的技术人员负责关键技术的指导,一直是市稻、麦、油菜、棉、玉米等作物新品种新技术示范的观摩区,2003年被省委组织部确定为全省唯一的“省333工程培养对象”技术人员科技成果转基地;2006年被省种子站确定为国家棉花品种展示基地;2010年与华中农业大学珽栋院士合作并被确定立为院士基地。几年来,通过国家、省、市有关领导的关心指导和市有关镇各级的共同努力,园区产业特色明显、辐射带动作用强,形成了坚实的基础和很强的优势。 近年来,大丰市稻麦原种场通过基础设施的改造和引进新技术,提升了种

37、子品质和附加值,强化农业资源综合开发,增强了产品竞争力。该场生产的小麦平均亩产已由原来的600多斤增加到1000多斤、水稻由800斤增加到1200斤,皮棉每亩由80斤增加到近200斤,产品在市场供不应求。二、建设地点大丰市稻麦原种场位于大丰港经济开发区北首,交通便利。所在地交通便利,地理条件优越,S332省道西侧连接大丰城区和大丰港区。三、建设内容及规模1、建设的主要内容大丰市稻麦原种场科研楼及食堂,初步规划单层,局部二层,根据项目实施要求需建一幢占地1158科研楼。同时,由于大丰市稻麦原种场良种生产规模的不断扩大,场部工作人员的增加,场部现有的职工食堂已不能满足需求,需新建一幢占地480食堂

38、。2、建设的规模大丰市稻麦原种场科研楼及食堂整体工程建设上述两项工程计划用地1638,计划投资300万元。建筑面积为1737。汽车泊位20个等附属设施,面积约1000。其他公共设施主要包括道路,上、下水管路,供电线路以及项目区内的绿化、环卫设施等。3、投资估算与资金来源项目投资包括建安工程费用、设备购置费、工程建设其他费用、预备费等,项目估算总投资300万元,稻麦原种场自筹300万元。4、项目建设周期本项目按照国家有关程序建设,项目实施进度包括准备工作、施工、竣工、验收几个阶段。根据项目的整体规划,项目实施计划从2012年4月初开始至2012年10月完工;项目建设周期7个月。四、项目可行性研究

42、、可行的。项目建设中应加强监管,工程施工过程中应认真强化工程质量管理,加强财务监管,用好公家钱,为百姓省下有限的资金。施工过程中秉承“低碳、环保、节约”的开发理念,多采用环保建材,增加节能措施,控制工程造价,注重品位与实用相结合。第二章 项目建设的必要性及可行性一、项目背景1、大丰市概况大丰市地处江苏东部,黄海之滨,总人口73万,面积3059平方公里,辖14个镇、两个省级开发区,境内有省属农场和沪属农场各3个。大丰市先后荣获“江苏省文明城市”、“江苏省卫生城市”、“江苏省社会治安安全市”和“全国城市环境综合整治优秀城市”等30多个国家级和省级先进县(市)称号。大丰是新兴港口城市。国家重点工程大

43、丰港位于江苏沿海海岸线中部,是填充江苏沿海填海港口空白带的中心战略大港。2005年10月18日,在大丰港一起工程两个万吨泊位已建成试航,2006年开放一类口岸,并同时开工建设6个5万吨级泊位。到2010年,大丰港形成1300万吨年吞吐能力,成为江苏沿海对外开放的综合型中型商港。大丰市经济总量不断扩大,综合实力不断增强,2009 年全市实现 GDP 242亿元,比上年增长 13.3%,经济结构进一步优化,三次产业比为 17.847.5 34.7;实现财政一般预算收入 13.288亿元,比上年增长 32 .6%;全社会固定资产投资 162.2 亿元,比上年增长 35.6%;社会消费品零售总额 68

44、.8 亿元,比上年增长 20.1%;城镇居民人均可支配收入 15055元,比上年增长 15%;农民人均纯收入 9008 元,比上年增长 14%。连续七年跻身“全国县域经济基本竞争力百强县 (市)”行列,建成“中国优秀旅游城市”和苏北县级首家 “国家卫生城市”。工业经济工业生产快速发展。2009年大丰市定报工业实现增加值 71 亿元、主营业务收入 305亿元、利税 22.5亿元、利润 11.5亿元,比上年分别增长 14.4%、 26.5%、24.5%、25%;入库税收超千万元企业 17家;净增定报企业 50 家。注重环境保护和节能减排,关停超标排放、不符合产业政策导向的企业 21家,深入开展大丰

45、港经济区南区环境综合整治,全市万元GDP 能耗下降7.5个百分点。2、项目提出的背景便民服务中心是将政府职能转到经济调节、市场监管、社会管理和公共服务上来,提高办事效率,降低单位成本,形成行为规范、运转协调、公正透明、廉洁高效和行政管理体制。建设便民服务中心是转变政府职能,打造服务型政府,改革管理体制的有益探索,也是提高行政效能,增强政府公信力的重要措施。党的十七大提出:要“加快行政管理体制改革,建设服务型政府。行政管理体制改革是深化改革的重要环节。要抓紧制定行政管理体制改革总体方案,着力转变职能、理顺关系、优化结构、提高效能,形成权责一致、分工合理、决策科学、执行顺畅、监督有力的行政管理体制

46、。健全政府职责体系,完善公共服务体系,推行电子政务,强化社会管理和公共服务。加快推进政企分开、政资分开、政府与市场中介组织分开,规范行政行为,加强行政执法部门建设,减少和规范行政审批,减少政府对微观经济运行的干预。规范垂直管理部门和地方政府的关系。加大机构整合力度,探索实行职能有机统一的大部门体制,健全部门间协调配合机制。精简和规范各类议事协调机构及其办事机构,减少行政层次,降低行政成本,着力解决机构重叠、职责交叉、政出多门问题。统筹党委、政府和人大、政协机构设置,减少领导职数,严格控制编制。加快推进事业单位分类改革。” 这是实现全面建设小康社会,加快推进社会主义现代化这一宏伟目标,对行政管理

47、体制改革提出的要求。行政审批制度改革,就是落实这个要求的重大举措,实质上是政府机关的一场自我变革、自我完善,是为建立现代化行政管理体制而破旧立新的一项艰巨工程。二、项目建设的必要性和可行性1、项目建设的必要性1.1项目建设单位科学管理、高效服务“三农”的需要。农口部门改革后,我市稻麦原种场科研楼及食堂由原农业局、农机局、林牧局三部门合并组成,下属单位多,机构较为庞大,服务场所狭小而分散,加之条件简陋,技术设施落后,给单位的统一管理带来了一定影响,不便于集中管理。影响为农服务功能的发挥,给前来办事的群众造成了诸多不便。为改善服务条件,提高办事效率,更好地服务“三农”工作,经研究并请示市政府同意,

48、农委拟在大丰市城东新区重新规划建设市稻麦原种场科研楼及食堂。1.2项目建设是创建文明和谐单位的需要。目前绝大多数单位是“三无”(无会议室、无图书阅览室、无文化活动室)单位,不符合文明和谐单位创建要求。该项目的建成可以满足便民服务和文化活动的需求,对达到创建文明和谐单位提供必要的硬件条件。2、项目建设的可行性2.1稻麦原种场科研楼及食堂项目符合中央有关政策。中共中央、国务院关于进一步严格控制党政机关办公楼等楼堂馆所建设问题的通知中指出:党政机关办公楼建设必须体现庄重、朴素、实用和节约资源的原则;党政机关办公楼建设必须符合土地利用和城市规划要求,从严控制用地规模,严禁超标准占地、低效利用土地,不得占用耕地,不得配套建设大型广场、公园等设施。稻麦原种场科研楼及食堂的建设符合大丰市城市建设用地规划,是解决本单位分散服务,不能统一管理的最佳方案。2.2建设项目在建设条件上完全具
