4、 all that fat? Want to lose weight?Come inside Yong Huis slimming restaurant.Only slimming foods served here.Make yourself thin again.Curiosity drove Wang Peng inside. It was full of people. The hostess, a very thin lady came forward. “Welcome,” she said. “My name is Yong Hui. Ill help you lose weig

5、ht and be fit in two weeks if you eat here every day.” Then she gave a menu to Wang Peng. There were few choices of food and drink on it: just rice, raw vegetables served in vinegar, fruit and water. Wang Peng was amazed at this and especially at the prices. It cost more than a good meal in his rest

6、aurant! He could not believe his eyes. He threw down the menu and hurried outside. On his way home he thought about his own menu. Did it make people fat? Perhaps he should go to the library and find out. He could not have Yong Hui getting away with telling people lies! He had better do some research

7、!At the library Wang Peng was surprised to find that his restaurant served far too much fat and Yong Huis far too little. Even though her customers might get thin after eating Yong Huis food, they were not eating enough energy-giving food to keep them fit. They would become tired very quickly. Wang

8、Peng felt more hopeful as he drove back home. Perhaps with a discount and a new sign he could win his customers back! So he wrote:Want to feel fit and energetic?Come and eat here! Discounts today!Our food gives you energy all day!The competition between the two restaurants was on!COME AND EAT HERE (

9、2)A week later, Wang Pengs restaurant was nearly full and he felt happier. Perhaps he would be able to earn his living after all and not have to close his restaurant. He did not look forward to being in debt because his restaurant was no longer popular. He smiled as he welcomed some customers warmly

10、 at the door but the smile left his face when he saw Yong Hui walking in. She did not look happy but glared at him. “May I ask what you were doing in my restaurant the other day? I thought you were a new customer and now I know that you only came only to spy on me and my menu,” she shouted. “Please

11、excuse me,” he calmly explained,“I wanted to know where all my customers had gone last week. I followed one of them and found them in your restaurant. I dont want to upset you, but I found your menu so limited that I stopped worrying and started advertising the benefits of my food. Why dont you sit

12、down and try a meal?” Yong Hui agreed to stay and soon they were both enjoying the dumplings and breast of chicken cooked with garlic. When they were served the ice cream, Yong Hui began to look ill. “I feel sick with all this fat and heavy food,”she said,“I miss my vegetables and fruit.”Wang Peng w

13、as enjoying a second plate of dumplings so he sighed.“Yes,”he added,“and I would miss my dumplings and fatty pork. Dont you get tired quickly?” “Well, I do have to rest a lot, ”admitted Yong Hui. “But dont you think it would be better if you were a bit thinner? Im sure you would feel much healthier.

14、” They began to talk about menus and balanced diets. “According to my research, neither your restaurant nor mine offers a balanced diet,”explained Wang Peng.“I dont offer enough fibre and you dont offer enough bodybuilding and energygiving foods. Perhaps we ought to combine our ideas and provide a b

15、alanced menu with foods full of energy and fibre. ”So that is what they did.They served raw vegetables with the hamburgers and boiled the potatoes rather than frying them .They served fresh fruit with the ice cream. In this way they cut down the fat and increased the fibre in the meal. Their balance

16、d diets became such a success that before long Wang Peng became slimmer and Yong Hui put on more weight. After some time the two found that their business cooperation had turned into a personal one .Finally they got married and lived happily ever after. FOR BUILDING A MCDONALDSI was excited when I h

17、eard that our community was to have its own McDonalds restaurant. I thought about all those young people who would not have to go to the next town to buy their favourite burgers and chips. McDonalds cares about healthy eating too and works with scientists to provide food that is of high quality, saf

18、e and healthy. It is also cheap .They often provide salads as well as burgers and chips. You can also choose between cola and milk shakes(奶昔). Of course it also means more work for our area that needs jobs badly. McDonalds say they are interested in doing what is right for the community and being a

19、good neighbour. So I think they will be concerned about providing parking for the cars in our main street. Many of our young people will be only too happy to work for the company. McDonalds makes a promise to the people that work for them. They say,“We value you, your growing skills and your help to

20、 the company.”I can see nothing but good if this company comes to build its restaurant in our town.AGAINST BUILDING A MCDONALDSI am very worried about McDonalds building a restaurant in our hometown. We are a small community and we enjoy our local dishes. I am not sure if McDonalds food is as health

21、y as they say in their advertisements. When scientists look at it carefully, they find high levels of fat, sugar and salt. This is very worrying. Too many young people are getting fat through eating too much fatty food. McDonalds is not giving young people a good idea of what a healthy diet should b

22、e. Local Chinese food, on the other hand, is full of fresh vegetables and fresh meat and fish. The food at a McDonalds restaurant is always the same, so I wonder if it is made or brought in from elsewhere. Although it is freshly cooked, it must be less healthy than our own locally grown and cooked C

23、hinese food.I also worry about all those cars bringing people to buy food at McDonalds. First, there would be petrol fumes(气体),which will make our clean air dirty. Second, theres the problem of all those cars that try to park and prevent other cars from moving quickly through our town. Im sure many

24、young people would be happy to work for McDonalds but will they be treated fairly?In American, McDonalds does not allow workers unions to operate in its restaurants and these are people who speak up for the workers. If, as they say, the workers are happy with them ,why should they fear some workers

39、口,其中可繁母猪存栏1200口,种公猪89口。2、东三眼井村基本情况:人口数3104人,户数843户,其中蒙古族、满族等少数民族182户、人口720人。是一个少数民族分散杂居的村。耕地面积8937万亩, 2010年人均收入2600元。生猪规模养殖户5户,散养60户。1.2 项目建设方案1.2.1 项目名称、建设性质及建设地点1、项目名称:2011年文钟镇东三眼井村生猪养殖项目2、建设性质:新建3、建设地点:文钟镇东三眼井村1.2.2 建设规模及产品方案1、建设规模:新建规模化养猪场一处,年出栏生猪300头。2养殖场建设内容为:打配机电井1眼(120米),建设猪舍600平方米,架设输电线路150

40、0米,购置饲料加工机械3台套,引进种猪40头。项目投产后预计年出栏肥猪300余头,将实现销售收入60余万元。1.3资金来源建成后养殖场年出栏肥猪将达到300头。1、增建圈舍600平方米,造价600元/平方米投资36万元2、购进饲料加工机械3台套,每台10000元投资3万元3、购进种猪40头,6000元/头投资24万元4、打配机电井1眼(120米),投资10万元。5、架设输电线路1600米,投资8万元该项目总投资需81万元,其中申请国家扶持资金40万元,自筹41万元。项目承建工期为一年,即从项目立项资金到位后十个月建成投产。1.4 项目效益1.4.1经济效益年出栏300头肥猪养殖基地建成后,可获

41、得较好的经济效益。1、成本以饲养20头种猪,每年出栏肥猪300头;每头平均体重100公斤,价格以2010年市场价格20元公斤计。(1)饲料消耗费用:20头1500元头+300头700元头=24万元(2)种猪年费用(使用期5年):16000元5年;3200元。(3)水、电:3000元(6)医药等费每头10元300头10元/头=3000元合计:24.92万元。2、销售收入(20元公斤)商品猪:300头100公斤头20元公斤=60万元3、获利:销售收入-成本=60-24.92=35.08万元。1.4.2生态效益随着工业化的进程,我们在寻求自我发展的同时忽略了对自然界造成的破坏,使得环境日益恶化。通过

42、建设本项目,可以有效调整养殖业向生猪养殖发展,同时项目产生的粪尿是良好的肥料,有利于提高农作物的产量,形成猪-沼-田的良性循环,有利于绿色有机食品生产,有利于提高农业的生产效益。1.4.3社会效益通过建设生猪养殖新建项目,能起到良好的带动作用,促进文钟镇生猪养殖向规模化、高效化、产业化方向发展,从而带动全镇农业增效、农民增收。1.5 可行性研究报告编制依据1.5.1国家国民经济和社会发展“十二五”规划纲要;1.5.2投资项目可行性研究指南 1.5.3国家农业综合开发办公室2009年农业综合开发产业化经营项目可行性研究报告编写参考大纲;1.5.42009年国家农业开发产业化多种经营项目申报指南;

43、1.5.5红山区经济和社会发展“十二五”规划纲要;1.6 综合评价1.6.1项目建设的必要性生猪是文钟镇农业的支柱产业之一,也是发展农村经济的主导产业。但是科技含量低,生产技术落后,生产规模偏小,只有将过去的生猪养殖由数量型向质量型、品牌型转变,只有这样才能占有市场的高份额、农业才能实现高效益,才能适应农业产业结构战略性的调整和发展高效农业的需要。通过本项目建设,引进优质瘦肉型良种猪,通过杂交繁育,实现优势互补,从源头上确保生猪饲养天然,既提高瘦肉率又保持肉味鲜美香甜,使文钟镇猪肉产品真正成为天然、绿色无公害食品,有利于生猪产业兴旺,农民增收。本项目建成后,将以稳定的生产基地作依托,形成“生猪

44、产业化经营模式,有利于使文钟镇生猪养殖朝规模化、优质化、高效化、产业化方向发展。1.6.2项目建设的可行性本项目符合国家产业政策和行业发展规划要求,尤其是有利于对“三农”问题的解决,是国家重点扶持的产业之一。本项目的实施立足于当地丰富的农业资源,以此形成产、供、销一体化的完整产业链,将成为带动一方农民致富的农业产业化龙头企业。本项目将建成安全、无公害的生产示范点,采用猪粪沼气粮食的立体生态农业模式,化解猪粪水为主的污染源,污水治理后达到GB89761996规定的二级标准,并经环保部门审定,符合国家有关环保要求。因此,项目的实施是可行的。1.6.3带动作用本项目以“公司+农户”为基本运作模式,建

45、立生猪养殖产业链,除可直接提供10个就业岗位外,其相关的带动功能,将促进当地种植业、运输业、服务行业的发展,为近百人提供就业机会。通过本项目的示范作用,可带动周边养殖户进行标准化规模化生产,提高市场竞争力。项目建成后可与当地农户签订饲料粮购销协议,订购种植面积在1500亩左右。1.6.4结论与建议1、本项目符合国家产业政策和行业发展规划要求,尤其是有利于对“三农”问题的解决,是国家重点扶持的产业之一。2、本项目建设地点选择完全达到生猪养殖的环境标准要求。本项目的实施立足于国内丰富的生猪良种资源,以此形成产、供、销一体化的完整产业链,将成为带动一方农民致富的农村生猪产业化的商品猪基地。4、本项目

46、采用杂交繁育技术,即先进又成熟可靠,投资利润率高,其经济效益、生态效益和社会效益均佳,抗风险能力强。第二章 背景及必要性2.1 项目建设背景2.1.1国家产业政策农业是国民经济的基础,国家始终把农业放在国民经济发展的首位。党中央、国务院每年都把做好农业、农村、农民的工作作为一年的第一件大事来抓,几乎每年都有第一号文件对做好“三农”提出明确的指导方针和具体的工作意见。明确规定了农业和农村经济结构调整,要以优化品种、提高质量、增加效益为中心,积极调整种(养)业结构(包括品种结构和品质结构),发展优质高产高效的种养业。要发展特色农业,形成规模化、产业化的生产格局,提高商品率。要积极鼓励和发展适应当地

47、农村特点和促进农民增加收入的经济联合体。2007年,国务院出台了关于促进生猪生产发展稳定市场供应的意见,采取了系列措施,加大对生猪生产的扶持力度。生猪养殖是文钟镇的传统产业,生猪因其饲养天然,食杂耐粗,饲养成本低,繁殖力强和肉质鲜美。自然环境无污染、其肉制品是真正的无公害绿色食品,在市场上一直畅销不衰。随着当今饮食消费回归大自然观念的增强,安全营养保健的绿色食品成为主导食品,因此,以国内优良品种为基础,建设优质生猪养殖项目,有利于使文钟镇生猪养殖向产业化、规模化和高效益化发展,是国家重点扶持发展的重要产业之一。2.1.2行业规划、区域发展规划1、根据世界卫生组织(WHO)2002食品安全规划和

48、全球食品安全战略,对包括肉制品在内的所有食品质量安全提出了更加严格的标准。国家积极鼓励发展特色农业、生态农业、高效农业,发展优质农产品生产,全面实施无公害绿色食品工程,并且对农业的综合开发提出了明确的指导意见,并出台了一系列重点扶持促进发展的政策和措施。为提高我国包括猪肉制品在内的农产品的市场竞争力,推进规模化产业化进程带来的新的生机。2、生猪养殖是内蒙古传统特色产业,也是文钟镇农村三大主导产业之一,各级政府对生猪养殖的发展历来十分重视,对保护和推广包括文钟镇地方猪种在内的优良地方品种,促进生猪产业化发展给予了足够的重视和政策的扶持。优良而丰富的猪种资源,广大农户传统天然的养殖基础,自然环境无污染的粗饲资源,党和政府的重点扶持,使本项目的提出和实施具备了良好的内外环境。2.1.3 项目提出的理由按照“国家2009年国家农业开发产业化多种经营项
